Adaptation plays a crucial role in managing the unavoidable risks from climate change. The UK is considered to be at the forefront of national adaptation planning. However, the extent to which plans and programmes translate into tangible risk reducing action on the ground, as opposed to adaptive capacity building, remains less clear. Given that there is no formal database of adaptation action for the UK, despite the various needs of government to identify, assess and report on adaptation progress, including the UK national stocktake on adaptation under the UNFCCC Paris Agreement, this study outlines the development of an up-to-date and forward-looking UK Adaptation Inventory. The Inventory documents adaptation on the ground, based on national reporting to government by public and private sector organisations and a systematic review of peer-reviewed literature. The framework is centred on identifying and documenting current and planned adaptation; how it is being implemented in terms of the types of adaptation actions; and the sectors where adaptation is occurring and where gaps may remain. For the sub-set of sectors captured there is clear evidence of a wide range of cross-sectoral and sector-specific adaptation being implemented. In total, 360 examples were identified, over 80% of which have already been implemented. This comprises 134 different types of adaptation action, largely aimed at reducing vulnerability using engineered, built environment or technological mechanisms. Compared to the situation a decade earlier, this suggests that significant progress has occurred in the UK in terms of reporting and implementing adaptation, including adaptation by the private sector in climate sensitive sectors. At the broader level, the Inventory is a first step in providing a baseline assessment for the UK stocktake on adaptation; can help inform other organisations about adaptation options that are available; and provide case studies of actions in practice to help support decision-making.

Abstract. Venice is an iconic place and a paradigm of huge historical and cultural values at risk. The frequency of the flooding of the city centre has dramatically increased in recent decades, and this threat is expected to continue to grow – and even accelerate – through this century. This special issue is a collection of three review articles addressing different and complementary aspects of the hazards causing the floods of Venice, namely (1) the relative sea level rise, (2) the occurrence of extreme water heights, and (3) the prediction of extreme water heights and floods. It emerges that the effect of compound events poses critical challenges to the forecast of floods, particularly from the perspective of effectively operating the new mobile barriers (Modulo Sperimentale Elettromeccanico – MoSE) in Venice and that the relative sea level rise is the key factor determining the future growth of the flood hazard, so that the present defence strategy is likely to become inadequate within this century under a high-emission scenario. Two strands of research are needed in the future. First, there is a need to better understand and reduce the uncertainty of the future evolution of the relative sea level and its extremes at Venice. However, this uncertainty might not be substantially reduced in the near future, reflecting the uncertain anthropogenic emissions and structural model features. Hence, complementary adaptive planning strategies appropriate for conditions of uncertainty should be explored and developed in the future.

Flooding is the most damaging natural hazard in England today. Coastal flood risk management aims to reduce the impacts of coastal flooding through adaptation measures including spatial planning, engineered hard and soft interventions, and insurance. Yet there are few reviews which collectively assess these measures. This paper aims to characterise and evaluate coastal flood risk management policy in England across planning, engineering and insurance approaches, focusing on their ability to manage risk to residential properties. An analysis of the literature and government reports reveals that together these management approaches address the different dimensions of flood risk. Nonetheless, the three approaches are legislated and regulated in relative isolation, and in their current formation have contrary implications for existing and future residential developments. There is also further scope to increase the resilience of planning, defence and insurance to social and environmental uncertainties in financing, governance and climate change. We recommend that future research and strategies in coastal flood risk management give greater consideration to multiple flood risk management approaches in conjunction, continuing to expand the integration between planning, engineering and insurance approaches.

Low-lying atoll islands are especially threatened by anticipated sea-level rise, and migration is often mentioned as a potential response of these island societies. Further, small island states are developing population, economic and adaptation policies to plan the future. Policies, such as raising of islands or land reclamation, require a long-term vision on populations and migration. However, population and migration systems in small island settings are poorly understood. To address this deficiency requires an approach that considers changing environmental and socio-economic factors and individual migration decision-making. This article introduces the conceptual model of migration and explores migration within one small island nation, the Maldives, as an example. Agent-based simulations of internal migration from 1985–2014 are used as a basis to explore a range of potential demographic futures up to 2050. The simulations consider a set of consistent demographic, environmental, policy and international migration narratives, which describe a range of key uncertainties. The capital island Malé has experienced significant population growth over the last decades, growing from around 67,000 to 153,000 inhabitants from 2000 to 2014, and comprising about 38 percent of the national population in 2014. In all future narratives, which consider possible demographic, governance, environmental and globalization changes, the growth of Malé continues while many other islands are effectively abandoned. The analysis suggests that migration in the Maldives has a strong inertia, and radical change to the environmental and/or socio-economic drivers would be needed for existing trends to change. Findings from this study may have implications for national development and planning for climate change more widely in island nations.

This volume details research underpinning the 'Coastal Simulator' developed by the Tyndall Centre for Climate Change Research. The Simulator provides a framework to analyze long term coastal evolution taking account of all the relevant factors. These include the uncertain future climate and other conditions, such as land use change and allows evaluation of diverse management responses. Coastal zones exemplify the environmental pressures we face: their beauty attracts settlement, they offer potential for diverse economic activities, and they are sensitive natural habitats for important species, as well as providing a range of ecosystem services. They are also extremely vulnerable to the vicissitudes of climate change, which include rising sea levels and changes in extreme events such as storms. With large populations living in coastal and estuarine cities facing the ongoing threat of inundation, coordinated management is essential, especially as coastal zones form a linked system in which piecemeal, uncoordinated management could be counterproductive. The Simulator's current detailed application to the Norfolk coast goes from global climate modelling and broad socio-economic change to the details of evolving coastal habitats, coastal erosion and coastal flood risk and their societal implications. This framework reflects the work of a multi-disciplinary team of key players who analysed these diverse factors in a coherent and integrated manner. The book offers a compelling synthesis of the lessons learned so far at national and international levels, drawing on the expertise of policy makers as well as respected figures in the field

Recent events in the USA have highlighted a lack of resilience in the coastal population to coastal flooding, especially amongst disadvantaged and isolated communities. Some low-income countries, such as Cuba and Bangladesh, have made significant progress towards transformed societies that are more resilient to the impacts of cyclones and coastal flooding. To understand how this has come about, a systematic review of the peer-reviewed and grey literature related to resilience of communities to coastal flooding was undertaken in both countries. In both Cuba and Bangladesh the trust between national and local authorities, community leaders and civil society is high. As a consequence evacuation warnings are generally followed and communities are well prepared. As a result over the past 25 years in Bangladesh the number of deaths directly related to cyclones and coastal flooding has decreased, despite an increase of almost 50 % in the number of people exposed to these hazards. In Cuba, over the course of eight hurricanes between 2003 and 2011, the normalized number of deaths related to cyclones and coastal floods was an order of magnitude less than in the USA. In low-income countries, warning systems and effective shelter/evacuation systems, combined with high levels of disaster risk-reduction education and social cohesion, coupled with trust between government authorities and vulnerable communities can help to increase resilience to coastal hazards and tropical cyclones. In the USA, transferable lessons include improving communication and the awareness of the risk posed by coastal surges, mainstreaming disaster risk reduction into the education system and building trusted community networks to help isolated and disadvantaged communities, and improve community resilience.
