When voters' trust in politicians collapses, they demand simple policies that they can easily monitor. Disenchanted citizens therefore prefer committed delegates to politicians who propose themselves as competent policy makers but without a specific policy commitment (trustees). In a two-party competition, the unique asymmetric equilibrium is such that voters with lower interest for the common good select a committed delegate, while those with higher interest for the common good appoint a trustee. In this equilibrium, we show that the committed delegate also chooses all the strategies typically associated with populism in the literature. Hence, this paper puts forward a commitment theory of populism.

AbstractDo undocumented migrants underreport crimes to the police in order to avoid being deported? And do criminals exploit such vulnerability? We address these questions using victimization surveys and administrative data around the 1986 U.S. immigration amnesty. The amnesty allows us to solve two major identification issues that have plagued this literature: migrants' legal status is endogenous and unobserved.The results show that the reporting rate of undocumented immigrants is 17 percent, which limits the immigrants' ability to protect some of their fundamental human rights. However, right after the 1986 amnesty, which disproportionately legalized individuals of Hispanic origin, crime victims of Hispanic origin show enormous improvements in reporting behavior. The implied increase in the reporting rate by amnesty applicants is close to 20 percentage points.
Women are less likely to enroll in selective or scientific courses, applying for promotions and are particularly underrepresented in both middle and top positions in the STEM field. Quota are often advocated as an instrument to reduce this gender gap, but it remains unclear at what step of the career ladder they more effectively foster women's reaching the top. Many factors may affect quota's success or failure, such as how they would in turn affect teamwork and trust between members within organizations or coordination in applying for promotions. In this paper, by means of a laboratory experiment implementing a two-stage tournament, we evaluate the impact of three different interventions in affecting individual decision to climb the career ladder, abstracting away from other possible confounding factors.
