Environmental policy integration (EPI) has been advanced as a guiding policy principle in Europe to ensure that environmental concerns are considered across all areas of policymaking. EPI can be treated analytically as a process of policy learning. The author analyses EPI and other types of learning in Swedish energy policy from the late 1980s up to today. A systematic tracing of agendas, arguments, and policy change indicates that learning processes and partial EPI have occurred. Changing actor configurations and increasing resource dependencies have facilitated learning and EPI, driven in turn by the European deregulation processes, global policy agendas, and the development of the Nordic electricity market. However, learning and EPI has been slow, indirect, and partial—constrained by how policymaking is organised in central government. Further measures are needed to advance EPI in national sector policy, including the development of policy-level strategic assessments and stronger sector accountabilities.

This article introduces a suggested comprehensive framework for identifying, assessing and governing trade-offs and enhancing coherence in public policy decision-making. The framework is based on a simple three-stage model of policy-making: understanding policy interactions (input), integrating policy-making (process), and assessing ex ante policy decisions (output). The first stage is tackled with an interactions assessment framework, identifying how different sectors or ministries relate to each other in terms of their respective objectives, and on what topics negotiations are required to manage trade-offs. The second stage draws on approaches and experiences in environmental policy integration. It focuses on institutional procedures, structures and rules that enable integrated policy-making processes. The third stage draws on the longer-standing policy-analytical field of impact assessment applied to sustainable development. The article discusses the conceptual and theoretical foundations of each stage, as well as practical policy experiences. Discussing this in the context of 2030 Agenda implementation, the article suggests how trade-offs and policy coherence can be better governed using adapted policy-analytic methods and approaches.

Snapshot views of environmental policy integration (EPI) practices fail to consider the stability of EPI over time – both as aspiration and performance. This paper reviews the evolution of EPI over more than two decades at the national level in the agriculture and energy sectors in Sweden – an EPI pioneer. We study how the extent of EPI stability can be explained partly by shifting political priorities by governments and partly by underlying governance models (actors and organizational landscape and policy instruments used). Comparing the two sectors, the institutionalization of EPI appears to be stronger in the energy sector. In the agricultural sector, the current reform of the Common Agricultural Policy seems to imply decreasing prominence of EPI – due to shrinking budgets for environmental targets along with greater policy goals complexity. Overall, observed shifts in governance have been mildly conducive to EPI by providing an infrastructure, but further enhancements require clear political priority awarded to the environment.
