DOI:10.17336/igusbd.418463 ; Since the founding of People's Republic of China (PRC), China has formed a Hajj management mode which is led by the government and underscores the securitization of the Hajj. This is not only a reasonable choice under specific historical background, but also an important bond in the relationship between PRC and Saudi Arabia. Nevertheless, with the development of the times, the difficulties for Chinese Muslims obtaining the Hajj chance has become an indisputable fact. The consequently securitization of the Hajj and de-securitization of the Hajj should have to be arranged according to the change of times. Only to clarify the specific functions of the relevant departments as well as the introduction of market mechanisms on the management and organization of the Hajj, that is, government making macro policy, the Islamic associations providing ancillary services, and travel agency launching specific business for Hajj, can truly solve the contradiction between the "difficulties in the Hajj" and the maintenance of China's national security. ; Çin Halk Cumhuriyeti'nin (ÇHC) kuruluşundan bu yana, Çin devletin öncülüğüyle Hac ziyaretlerini idare eden bir düzenleme getirip, Hac yolculuklarının güvenli hale getirilmesine girişmiştir. Bu ÇHC ve Suudi Arabistan arasındaki ilişkilerde belli tarihsel koşullar altında makul bir tercih olmanın ötesinde, önemli bir bağdır. Bununla birlikte zaman içinde Çinli Müslümanların Hac yolculuğu yapma olanağına ulaşmada yaşadıkları zorluklar su götürmez bir gerçeğe dönüştü. Neticesidne Hac yolculuklarının güvenli hale getirilmesi ve güvenli olmaktan çıkması, dönemsel değişimlere göre düzenlenmesi gereken olgulardır. Hac seferlerinin idaresi ve düzenlenmesinde piyasa mekanizmalarının getirilmesi dışında, ilgili bakanlıklara ait belli işlevlerin net bir şekilde tanımlanmasıyla, yani devletin makro politikaları belirlemesi, İslami derneklerin tali hizmetleri yerine getirmesi ve seyahat acentalarının Hac seferleri konusunda hizmet vermesiyle, "Hac seferlerinde yaşanan zorluklar" ile Çin'in ulusal güvenliğinin devamlılığı arasındaki çelişki ortadan kaldırılabilir.

DOI:10.17336/igusbd.08575 ; Three international systems — the Westphalian system, Islamic international system, and tribal system — are coexisting and intertwining present day in the Middle East. The rise and expansion of Islamic international system in this region are closely related to the revival of Islamic trend of thoughts. Since the 1950s, military topics have been involved in China's Middle East policies, which meets the historical background when China opposed then modern international system and tried to expanded socialism international system. After the 1990s, especially after entering the 21st century, because of the Islamic system, problems revolving religious beliefs are increasing in China's peacekeeping and escort operations. On issues revolving religions, China's military activities in the Middle East have its unique successful experiences as well as some places that need to be improved in the new system against the new backdrop, including correctly understanding the religious beliefs, relationship between Chinese soldiers and religious beliefs, domestic Muslim factors and legislations of overseas military activities that related to religious issues, which are vital to the future development. ; Üç uluslararası sistem – Vestfalya sistemi, İslami uluslararası sistem ve kabile sistemi – bugün itibariyle Orta Doğu'da bir arada var olmaya devam etmektedir. Bölgedeki İslami uluslararası sistemin yükselmesi ve yayılması İslami düşüncelerin tekrar canlanmasıyla yakından ilişkilendirilmektedir. Askeri konular, Çin'in dönemin modern uluslararası sisteme karşı çıkıp uluslararası sistemde sosyalizmi yaymaya çalıştığı 1950'lerden beri, ülkenin Orta Doğu politikaları arasında yer almaktadır. 1990'lardan sonra özellikle 21'inci yüzyıla girerken, İslami sistem sebebiyle özellikle dini inanışlara ilişkin problemler, Çin'in barış koruma ve refakat operasyonlarının kapsamında yer almaya başlamıştır. Dinleri kapsayan konularda; Çin'in Orta Doğu'daki askeri faaliyetleri, kendine özgü başarılı deneyimlere sahip olmakla birlikte, dini inanışların doğru anlaşılması, Çin askerleri ile dini inanışlar arasındaki ilişki, Mümin faktörler ve dini meselelere ilişkin denizaşırı askeri faaliyetlere yönelik yasalar gibi kalkınmaya yönelik bazı konularda yeni sistemin oluşan yeni bir temelde geliştirilmesi gerekliliği görülmektedir.

The current COVID-19 pandemic has had a huge impact on global health security, and some developed countries have promoted "vaccine nationalism" based on the principle of self-interested supremacy and have adopted the approach of seizing pre-sale opportunities in the procurement of vaccines and competing for the right to distribute vaccines to obstruct fair and reasonable distribution of vaccines worldwide. This article analyses the current situation of and predicament caused by the pandemic in the Middle East which has to bear the brunt of the influence and detrimental impact of vaccine nationalism. By analysing the vaccine cooperation model and mechanism between China and countries in the Middle East, this article investigates how China's vaccine cooperation in the Middle East has transcended vaccine nationalism. Vaccine nationalism has not only affected the availability of vaccines in countries in the Middle East but also threatened the health and safety of the region. The international vaccine cooperation between China and Middle Eastern countries is therefore an effective hedge against the negative impact of vaccine nationalism, highlighting China's fundamental stance to safeguard the attributes of vaccines as public goods and also demonstrating to the international community China's exemplary role in the fight against the pandemic.
