Le Sillon de Bretagne est un ensemble immobilier réalisé à Nantes. Le projet du Sillon entendait prouver que la ségrégation sociale et ses effets pouvaient être réduits, sinon transformés par une architecture et une gestion sociale adéquates. Mais les contraintes économiques, juridiques, politiques ont été bien plus fortes que prévu.
L'article montre comment la façon d'utiliser l'habitat et de l'apprécier tient plus à la structuration sociale qui situe globalement tel individu, à l'ensemble de son activité d'individu productif, qu'à la structure architecturale qui prétend définir les places, les fonctions et les rôles des habitants. Les rôles sociaux permettent seuls de comprendre les rôles joués et vécus par rapport au Sillon.
À partir de ce constat, l'article explore les rapports qu'entretiennent entre eux les différents acteurs du projet : les responsables gestionnaires du projet, les représentants syndicaux des locataires et les habitants eux-mêmes. Gestionnaires et syndicalistes, même s'ils entretiennent des rapports conflictuels entre eux, sont finalement beaucoup plus « proches » les uns des autres qu'ils ne le sont tous deux des habitants. Un abîme les sépare des simples gens. Et cette situation pose l'épineux problème de la légitimité de la représentation des uns et des autres.

The countervailing forces in French administration
French administration is shaken by opposing forces which have to be articulated rather than distinguished, since a distinction would contribute to shaping them into two separate realities put side by side, but one incapable of explaining the other. With this in view, the author researches an explaining principle and the components for a theoretical model showing the reasons why French administration is committed to play an active political part on account of the more or less obvious functions it has to assume in the French political System and also by reason of its relations with the social body, the economic System, and what the author calls the 'French cultures' (meaning the cultural System).

The present state and developments of the relations of power between the INSEE, the directorate of forecasting and the french planning authority
The author analyses recent changes in the relations of power between these three public bodies following the formulation and use of the quantitative-financial model set up for the 6th Plan, for indeed the use of the Fifi model has brought about a major change in relations between forecasters and decision-makers, on account of two types of constraints : those imposed by the model on experts and those, different from the first, imposed on the decision-makers through the straight and fast dividing-line set by the model between forecasting and decision-makiug. This provides the expert with stronger powers, since his control is undetermined, as it seems. Yet his autonomy decreases with respect to the decision-maker. The inter-relationship between both has to become such as to establish a continued collaboration where forecasting and decision-making become an intimate mix.

Administration and society: democratic planning and controls, by Lucine Nizard
The complexity of the relationships existing between administration and society is matched by the number and variety of models which set out to describe them. The aim of analysis should be to note this complexity and reveal its organisational structure. The only approach which appears capable of incorporating this wealth of established relationships is one which sees administrations as being at the same time closed and open, autonomous and dependent, a means of intervention in social relations and an area through which these relations are refracted, a transmission channel and a source of authority. Apart from this, as a sub-system of the political, economic and social systems, the administration fulfills roles which are sometimes contradictory; historically speaking, planning represents a possible means of solving these inconsistencies. It may be postulated that the relative breakdown of the state machinery, which it is the aim of planning to reduce, was essential to social cohesion in that it made pragmatically possible various alliances which broadened the social and political support at the disposal of the dominant class. If a predominantly economic overall management were to prevail, calling into question the variety of specific controls and political alliances by "rationalizing" the allocation of resources, the continued existence of this social cohesion could be endangered.

French planning: the porduction or norms and concertation, by Lucien Nizard
In its task of reducing uncertainty, inconsistency and diversity, the plan can be analysed as a twofold exercise: the production of norms and the production of choices. During the simulation phase, when allowance is made for the possible reactions of the social and political forces to the choices made, it may be that the "adjusted" choices will deviate from the norms from which they stem. It is unlikely, however, that the distortions will be very great since, on the one hand, the rules of the simulation process themselves derive from the initial norms and, on the other, the two departements, belonging to the technician and the politician, are moved by the same ideology responsible for the norms. This reference to a dominant ideological framework, common to both the experts and the public and private political decision-makers, is a sufficient reason to prefer the notion of "ideocracy" to that of technocracy, which ascribes power only to the former.

Peu de mots étant aussi ambigus que celui de planification, il convient tout d'abord d'en indiquer les principales connotations et de désigner le sens qui lui est attribué ici, donc les limites de l'analyse que nous développons. On distinguera la définition et le choix explicite d'une décision-plan, des pratiques planificatrices. L' élaboration de la décision-plan met l'accent sur la «rationalisation» d'un processus décisionnel qui peut être le fait d'un seul décideur (la firme) alors que parfois les moyens et objectifs rendus cohérents relèvent de plusieurs décideurs (le plan national étatique).
Les pratiques planificatrices ainsi désignées sont elles-mêmes plus ou moins complexes : l'une est constituée par l'ensemble des politiques économiques étatiques effectivement mises en œuvre : cette pratique ne trouve que partiellement son principe explicatif dans la décision-plan. Mais il nous paraît fécond d'aller plus loin et de prendre en considération des pratiques planificatrices qui reflétant , imparfaitement , l'état de socialisation des moyens de production et l'interdépendance croissante des activités sociales , tentent de limiter l'autonomie des contrôles privitatifs exercés sur ces activités. Or la nature de ces pratiques est diverse d'un secteur à l'autre , d'une micro-société à l'autre. Enfin, dans cette acception qui est la plus large, ces pratiques relèvent de l'action plus ou moins conjuguée de l'État, des firmes privées, des organisations professionnelles, syndicales ou autres.

de la recherche administrative, les débats ont témoigné d'une volonté commune de coopérer ; les participants ont tous insisté sur la nécessité de mettre sur pied des recherches interdisciplinaires — ou pluridisciplinaires — qui seraient effectuées par des équipes internationales ou par plusieurs équipes nationales sur un sujet commun.
