Abstract
In this paper I explore the role that the concept of the sacred can play in our moral thinking. I accept that the assertion that 'human life is sacred' can be one way of articulating the special value of individual human lives as in some sense inviolable. I cautiously allow that the idea of 'sacred value' might also apply to other things such as certain kinds of human commitments, uniquely precious art-works, and some other kinds of living things. In conclusion I offer reasons for resisting the claim, made especially by Roger Scruton, that the experience of the sacred, when properly understood, draws us ineluctably into a religious view of the world.

Dans les années 1990 la Nouvelle-Zélande a été un véritable laboratoire de l'action publique. De la succession d'expériences qui s'y est déroulée, l'auteur analyse les deux grands objectifs qui ont été successivement assignés à l'administration d'État néo-zélandaise mais qui peuvent être utilement utilisés dans d'autres contextes : agir en fonction d'objectifs clairement énoncés et mesurables (outputs ou production) d'une part ou agir en fonction d'objectifs sociaux économiques (outcomes ou finalités) d'autre part. Chaque type d'objectif a ses avantages et ses inconvénients. Le premier permet une mesure nette de l'action administrative ainsi qu'une évaluation régulière par des organismes ad hoc et/ou par le parlement mais il peut avoir pour conséquence de faire perdre de vue la réalisation de valeurs publiques difficilement mesurables. Si, en revanche le second prend ces dernières en compte, il laisse souvent les administrateurs sans indications pour les atteindre; cela fait courir un risque d'enlisement ou de « mise en rhétorique » de l'action publique. L'auteur conclut que les deux types d'objectif doivent être combinés. Le premier doit être considéré comme une modalité d'action indispensable mais orientée vers la réalisation de valeurs de service public en particulier grâce à la fixation d'outcomes intermédiaires.
