DOPRAVA A KOHEZNÍ POLITIKA ČESKÉ REPUBLIKY V OBDOBÍ 2007-2013 ; TRANSPORT AND COHESION POLICY IN THE CZECH REPUBLIC IN THE PERIOD 2007-2013
Doprava představuje jeden ze základních prvků fungování současné společnosti.Mezi nejvíce diskutovaná témata v tomto směru patří výstavba a modernizacedopravní infrastruktury v širších souvislostech ekonomického rozvoje a podporaudržitelných forem dopravy. Do těchto dvou tematických oblastí je rovněžsměřována podpora kohezní politiky Evropské unie pro rozvoj dopravy v Českérepublice. V architektuře operačních programů České republiky jsou přitomrozhodující Operační program Doprava a regionální operační programy. A právěna analýzu projektů OP Doprava a prioritní osy Doprava ROP Střední Morava sezaměřuje tento článek. Hlavní závěry ukazují na preferenci nové výstavby dopravnísítě národního a nadnárodního významu před řešením otázky kongescí v hlavníchurbánních prostorech. Z prostorového hlediska se jak v případě projektů OPDoprava, tak v případě ROP Střední Morava projevuje existence rozdílů mezijádrovými a periferními oblastmi, kdy hlavní podíl projektů je lokalizován v blízkostihlavních rozvojových center. Současně však bylo poukázáno na existencispecifických možností využití kohezní politiky v oblasti dopravy i v periferníchregionech a to na bázi vnitřních rozvojových předpokladů. ; Transport may be considered to be a cornerstone of current society. Transportinfrastructure investments and sustainable transport belong to the most oftendiscussed transport themes and issues. And just on these two themes EU cohesionpolicy is oriented in the Czech Republic, with a decisive role of OperationalProgramme Transport and regional operational programmes in the structure ofCzech operational programmes. Therefore, approved transport projects of OPTransport and ROP Central Moravia are analyzed in the article. The main findingspoint at the preference of new transport infrastructure construction to thedevelopment of sustainable urban transport systems. Spatially, there are disparitiesbetween core and peripheral regions of the Czech Republic when the decisive shareof funds is allocated close to the main development centres. However, alsoperipheral regions have specific opportunities, based on their endogenousdevelopment strengths, to benefit from cohesion policy.

Abstract
A number of studies point out a positive influence of entrepreneurship on economic growth. This is due to the role that entrepreneurs play in the economy by utilizing new knowledge, shaping markets, and pushing out unproductive incumbents. The ambitious One Belt One Road Initiative, which recently includes sixty Asian, African and European countries, aims at stimulating global economic development and prosperity. From the theoretical point of view, entrepreneurship is crucial for achieving the aim. Consequently, the intent of this paper is to analyze entrepreneurial behavior of the countries participated in the One Belt One Road Initiative, using the data from the Global Entrepreneurship Monitor (GEM). Distinct country clusters are identified and their entrepreneurial characteristics are interpreted.
Local Agenda 21 and Culture: Lessons from the Czech Republic

Sustainable development represents one of the leading concepts of modern society. On the local level, sustainable development principles are implemented by Local Agenda 21 (LA 21), the most influential output of the 1992 Earth Summit. Although culture is not explicitly mentioned in its definitions of sustainable development, there are close links between culture, on one side, and the economic, social, and ecological dimensions of sustainable development, on the other. Culture is an important factor of social cohesion and economic development, and culturally led urban and rural regeneration projects may have also positive ecological impacts. Moreover, the efforts to maintain local culture may be the main impetus in accepting the LA 21 principles in culturally rich communities. This article assesses the importance of culture in the LA 21 implementation process, with two municipalities from the Czech Republic as case studies. Findings point to complex links between LA 21 and culture. Uherské Hradiště is a culturally rich city that is progressive in the LA 21 implementation process; however, our findings show that LA 21 and culture live independent lives in planning processes. Zděchov tells a completely different story of the relationship between culture and LA 21: here, local culture has become the leitmotif of the LA 21 implementation process. The goal to maintain and develop local culture has been the prime motivation behind the decision to accept the LA 21 principles. The case studies share several common characteristics. In both cases, LA 21 has stimulated public interest in both municipalities, and ever more local actors are getting involved in the LA 21 implementation process. A combination of top-down and bottom-up approaches has been applied in this process. LA 21 is also perceived as a good brand for project management, and may be an incentive for innovations in strategic planning.
Enterprise support policy and territorial cohesion: The Czech Republic (2007-2013)

The intention of this paper is to evaluate whether the spatial distribution of
Structural Funds (SF) for enterprise support interventions follows the relevant territorial
cohesion objectives specified in the strategic documents of the Czech Republic in the
programming period 2007-2013. The evidence provided suggests mixed results. A
relatively high SF allocation to the regions, characterized by strong agglomeration
economies and a strong entrepreneurial climate, supports the competitiveness objective,
particularly for innovation-oriented interventions. Nevertheless, little support is given to the
objective of balanced development because socio-economically disadvantaged regions do
not receive a higher SF allocation, in particular traditional industrial regions suffering from
industrial decline, high unemployment and with a poor entrepreneurial climate. In this
regard, the absorption capacity concept is emphasized as being important for explaining
the spatial distribution of SF.

Distribution of structural funds: Equity, efficiency and public procurement (Czech Republic)
This article deals with structural funds allocation for projects realized by Czech regional and local authorities in the programming period 2007-2013. Geographical distribution of structural funds in the context of the equity and efficiency goals is mapped. Two research questions are formulated in this regard. The first research question concerns the position of lagging regions in structural funds allocation. The second research question maps spatial spillovers of public procurement contracts supported by structural funds. The findings point at a rather disadvantaged position of lagging regions in structural funds allocation. This position is further worsened by spatial spillovers of public procurement contracts. Thus, spatial coherence between the EU and Czech regional policies is questioned. © Foundation of International Studies, 2016.

On some aspects of territorial competitiveness: Smart specialization in the Zlín 2020 strategy
Territorial competitiveness is a development concept often cited these days. Currently, smart specialization represents a politically influential concept how to stimulate territorial competitiveness. This article deals with some relations between smart specialization on the one hand and territorial competitiveness on the other. In particular, the main goal of this article is to introduce how these relations were reflected in the case study of the Zlín City Development Strategy for the years 2014-2020. In this regard, the smart specialization concept was used as the leading concept for formulating strategic goals and measures related to economic development and labour market of the city. The article combines findings from both analytical and strategic parts of the document.
