Strategic Documents of the Czech Republic and Ministry of Defence Acquisitions

This article aims to reflect a digression into the history of selected strategic documents, which processed the Ministry of Defence or was in the processing involved - in connection to the planning of acquisitions. The ambition of the article is not a comprehensive evaluation process, but only the selected aspects. After many years of decreasing Czech defence budget, is here the opposite situation. In connection with the new situation it is necessary to rethink the current approach to this topic; to ensure maximal security of the Czech Republic and in a figurative sense NATO and the European Union also. The fact, that the Czech strategy document was among the best in the EU, does not mean that defence spending is automatically efficient.

The article explores the driving forces behind the increase in Czech-German defence cooperation since the mid-2010s. We argue that the growth is due to several factors: Germany's more active role in European security, an upgrade of the political framework of Czech-German relations and the Czech Republic's need to modernise its armed forces. Further enhancement of relations was hindered by underdeveloped cooperation within the defence industry. The war in Ukraine has broken through this 'glass ceiling', and the quality of Czech-German defence cooperation is increasing.
U.S. Foreign and Security Policy in the First Half of the Biden Administration

In an era of ongoing strategic confrontation between the world's major powers, the security and foreign policy of the United States, the still dominant global superpower, is also undergoing constant and turbulent changes personified particularly by the arrival of new presidential administrations. In this regard, the ascension of the administration of current President Joe Biden in January 2021 is another milestone for the analysis of U.S. security policy. The presented article thus analyses the foreign and security policy of the United States of America in the January 2021-January 2023 period, that is, in the first half of the Joe Biden administration's term. The authors use the foreign policy analysis method to critically analyse Biden's foreign and security policy in three distinctive geopolitical regions: the Indo-Pacific, Europe, and the Middle East. The authors utilise Biden's policy in these regions as a case study to test Pavel Hlaváček's theory from 2018, according to which the national mood of the U.S. foreign currently finds itself in an introverted phase. The authors conclude that the theory remains valid by analysing Biden's foreign and security policy. Based on the 2022 midterm elections result, they also support Hlaváček's assumption that another alteration in the national mood in the U.S. foreign policy should not be expected sooner than in the mid-2030s. Nonetheless, the validity of the applied theory and the conclusions we have drawn from it will be conclusively tested by all upcoming presidential or midterm elections, with the nearest ones as early as November 2024.
Qualitative Research on PESCO Projects Direction in the Field of CBRN

Chemical, Biological, Radiological and Nuclear (CBRN) weapons still represent a relevant threat despite international treaties and regulations. International projects like the Permanent Structured Cooperation (PESCO) of European Union (EU) appears as a suitable way of the further development when considered both complexity and expensiveness of the countermeasures to the CBRN. In this work, basic principles of PESCO, limitations, opportunities and expected directions of innovations were searched. The final recommendations on PESCO projects in the CBRN field are founded on the reached findings. Recommendations and conclusions on limited PESCO efficacy on one side and opportunity to resolve weakness of the Army of the Czech Republic (AČR) in the CBRN by collaboration in the EU on the other were particularly described in this paper. Without the collaboration, the AČR will hardly reflect the progress on CBRN defense.
Some Military Consequences of the United Kingdom's Exit from the European Union

The article deals with some military consequences of the departure of the United Kingdom of Great Britain and Northern Ireland from the European Union (Brexit). To assess the potential impacts on defence and security of EU, a structured approach involving several methods was used in the analysis, which combines a search of professional publications, factors sensitivity analysis and testing of hypotheses. Based on the analysis, it was evaluated that the departure of the United Kingdom of Great Britain and Northern Ireland from the structures of the European Union will take place without significant impact in the military field and does not pose an immediate threat to the security and defence of EU member states. Nevertheless, in connection with Brexit, there is still a certain risk of negative impacts in this area.

Military Surgeon - an Endangered Profession in the Czech Army?

The Czech Army Military Medical Service is actually going through radical changes that could lead to the strong enhancement of its capabilities. The problem is a shortage of health personell in some specific medical branches to fulfill these ambitions. There are only 35 surgeons in the Czech army at present. Results of questionnaire survey performed in this group show a high level and preparedness for multinational deploytment in foreign missions, on the other hand put a lot of questions for future.

Role of International Cooperation in the Development of the Czech Armed Forces Medical Capabilities

The article deals with the use and future prospects of the international cooperation for the development some of Czech Armed Forces capabilities in the field of military medicine. It has no ambition to address this issue in its entirety, but only contains an analysis of some of the current formats and initiatives of international cooperation in the field of military medicine, with the justification of their origins and a brief evaluation of their contribution. Part of the article is also a proposal for possible measures to improve the development of medical capabilities in the framework of international cooperation.

Opportunities of the Ministry of Defence in Promoting the Framework Nations Concept

After several years of reducing of the Czech defence budget there is a reversal and the Czech MoD begins to manage the increased budget especially for Czech Armed Forces capability development. The Czech Armed Forces is for many years actively involved in the process sharing multi-national capabilities of NATO. Among the former activities such as Smart Defence and Connected Forces Initiative, is also initiative Framework Nations Concept. This article analyzes the overall framework of this initiative, direction and development of this concept.
