Etyka dziennikarstwa to nie tylko problemem dziennikarzy, ponieważ jakość ich pracy tworzy jakość społeczeństwa. Jednak media i dziennikarze nie są odporni na nieetyczne praktyki. Tego typu nierzadkie relacje są nazywane ciemną stroną dziennikarstwa. Społeczeństwo oczekuje od dziennikarzy czegoś więcej niż tylko wiedzy zawodowej i sprawności technicznej. Nie sprzyja temu zaangażowanie mediów i dziennikarzy w nieetyczne praktyki zawodowe, w tym – w korupcję, czemu został poświęcony ten artykuł.

W wielu krajach następuje współwystępowanie rynków oraz państwa o obliczu autorytarnym. Kapitalizm państwowy to system ekonomiczno-społeczny, w którym rządy manipulują rynkiem dla swoich celów politycznych. W ogólnych obawach bezpośrednie inwestycje zagraniczne, firmy i fundusze państwowe, realizują swoje polityczne i geostrategiczne plany bardziej niż te o charakterze rynkowym. Współczesny kapitalizm państwowy nie jest nowym zjawiskiem, ale następstwem globalnego kryzysu, który powoduje wzrost udziału państwa.Zatem pytanie brzmi, czy kapitalizm państwowy zmienia w sposób konceptualny i praktyczny dotychczasowy kapitalizm wolnorynkowy i stanowi atrakcyjną alternatywę dla rozwijających się gospodarek. Firmy państwowe i fundusze państwowe raczej adaptują warunki rynkowe, niż realizują założenia polityczne. Kapitalizm państwowy to nie jest nowy typ systemu ekonomicznego ani teorii ekonomicznej. Wykazuje swoje słabości. Jeśli rząd faworyzuje swoje jednostki, koszty tego ponoszą producenci i konsumenci (koszty alternatywne). Kapitalizm państwowy nie gwarantuje stabilności i jest efektywny, jeśli państwo jest efektywne. Kapitalizm państwowy wydaje się polityczną i ekonomiczną rzeczywistością, ale musi się zmagać z rozwijającą się i zdywersyfikowaną gospodarką rynkową. W tej perspektywie to droga do dobrobytu przez zastosowanie nieortodoksyjnych narzędzi ekonomicznych.
Klientelizm jako forma korupcji ; Clientelism as a form of corruption
Corruption is linked to the issue of clientelism. This fact establishes a wide understanding of its phenomenon. This wide context and understanding of corruption is simplified by the recognition of the patron-client system that accompanies corruption or is even identified with it. Clientelism may be of a personal or mass character, and it consists of a mutual provision of services, without the need of laying out funds to achieve a common goal. The socio-economic transformation, being a profound and thorough reform of the system and institutions, promotes corruption practices (the process of transfer of resources from public to private sector progressed swiftly). Corruption provides means for maintaining and developing the client networks. Patron-client relations are of secondary nature in some societies; in other societies they substantially influence the shape of the political and economic system, as well as the social structure. Two kinds of understanding of corruption may be indicated: narrow (pathological and functional interpretation) and wider emphasising the neo-institutional argumentation, pointing out to systemic and structural causes of corruption. A theoretical and practical problem remains, whether corruption is of systemic nature (fundamental institution), or is secondary (consequence institution).The analysis of corruption may be done by means of the new institutionalism and consequence theories: transaction costs, theory of property rights, theory of clubs, principal-agent theory, theory of asymmetry information, capture theories, rent seeking theory, theory of games and theory of public choice.The dynamics of the Polish economy and wide researches in corruption (the differences between perceiving and experiencing) indicates that the corruption factors which paralyse the economic development have not dominated the economic system in Poland as yet, and that the system maintains its autonomy. Still, typical corruption- clientelistic societies are not common today, also in Poland. The above problems do not change the fact that corruption is a major problem and in the long run would cause a loss of competitiveness of Polish economy on the global market.

Teoretycznym i praktycznym problemem pozostaje więc, czy korupcja ma naturę systemową (fundamentalna instytucja), czy drugorzędną (instytucja pochodna). Narzędziem badań może być nowy instytucjonalizm i zawierające się w nim teorie: kosztów transakcyjnych, praw własności, klubów, pryncypała-agenta, asymetrii informacji, .zawłaszczenia, pogoni za rentą, teorii gier i teorii wyboru publicznego. Dynamika polskiej gospodarki i szerokie badania korupcji (różnice między jej postrzeganiem a doświadczeniem) wskazują, że korupcyjne czynniki, które ograniczają wzrost ekonomiczny nie zdominowały jeszcze polskiej gospodarki i zachowuje ona swoją autonomię. Typowe społeczeństwa klientelistyczno-korupcyjne nie są obecnie zjawiskiem powszechnym, także w Polsce. Nie zmienia to jednak tego, że korupcja pozostaje głównym społecznym problemem i dłuższym horyzoncie czasowym może powodować utratę konkurencyjności polskiej gospodarki na globalnym rynku.

PREDICTING THE RISK OF AGGRESSIVE RECIDIVISM A CRIMINOLOGICAL AND PSYCHOLOGICAL PERSPECTIVE

Aggressive delinquency is recognized as a one of the most serious threats for the society. Although criminal violence is often considered in the fi eld of criminology, the issues of recurrence of criminal violence are less often undertaken. The article focuses on that important area of interest in criminology, including risk assessment for recurrence of criminal violence in particular. Changes in the penal policy as well as the main assumptions of risk assessment approach were characterised from dual perspective – criminology and forensic psychology. Moreover, the risk factors and protective factors model, diagnostic methods and current directions for predicting violent recidivism were discussed. Besides, threat of criminal aggression was revealed at a broad, social context, including the problem of the "dark number of crimes". Limitations connected with measuring extent of recurrent aggressive delinquency were also discussed. At the end of the review, authors presented theoretical model included key factors infl uencing at the general level of criminal violence treat. This model consists of four categories: 1) institutions and the legal rules, 2) professional risk assessment, 3) effectiveness of former prisoners adaptation in society, 4) social perception and social attitudes toward risk of harm caused by aggressive crime. Presented article might be useful in discussion around the issue of effective criminal violence prevention.
Long Arm of Motorway—The Impact of Fenced Road on the Mortality of European Badgers

AbstractWe studied the impact of the new fenced and accident-safe motorway on the mortality of European badgers Meles meles on local roads in western Poland in 2010–2015. We monitored the badgers mortality on local roads of three categories: main roads, secondary roads and county roads. The study was conducted before and after the opening of the motorway in 2012. We hypothesized that the mortality of badgers is lower due to traffic concentration on motorway. Ninety two badgers were killed in collisions with vehicles on all monitored roads. Mean number of killed badgers was lowest in 2010 before the motorway opening and the highest in 2012. The mortality of badgers on regional roads was highest after the opening of the motorway due to the changes in traffic on the access roads. Within the road network, the mortality of badgers was 5.8 individuals/10 km of road per whole study period with the highest rate on main roads 8.5 individuals/10 km. The badgers mortality was highest on county roads but it was lower than expected in relation to the road network density. The highest vehicle collision risk for badgers of both sexes occurred in June. Distance to human settlements was the only environmental factor that was positively related to badger mortality on roads. We conclude that the new motorway did not reduce the mortality rate of badgers on the adjacent roads because the status of local roads has changed and now they mainly function as access roads to the motorway.
