"Polish Immigrant Organisations in Germany examines the situation of Polish immigrant organisations in Germany"--

The article aims to investigate the cooperation patterns characteristic of Polish immigrant organisations in Germany. A situation analysis suggests a relatively broad collaborative network, with more than 100 Polish immigrant organisations in existence. However, the practice of the organisations' functioning shows that, in fact, PIOs often function in a kind of organisational vacuum. They cannot nor do not want to cooperate with a large group of potential partners. In the article, we will also try to justify this state of affairs and find the barriers that limit the possibilities of cooperation of Polish immigrant organisations in Germany.

Projekt "Polskie organizacje imigranckie w Europie" realizowany w latach 2015–2020 (początkowo w Instytucie Zachodnim w Poznaniu, a od 2017 r. w Ośrodku Badań nad Migracjami Uniwersytetu Warszawskiego) miał dwa cele badawcze. Pierwszy z nich, o charakterze diagnostycznym, polegał na określeniu stanu polskich organizacji imigranckich w wybranych krajach europejskich – Norwegii, Szwecji, Niemczech, Holandii, Wielkiej Brytanii, Irlandii, Francji, Włoszech i Hiszpanii. Drugi miał charakter wyjaśniający i polegał na próbie znalezienia odpowiedzi na pytanie, co kształtuje stan polskich organizacji imigranckich w badanych krajach. Poprzez porównanie zjawisk i procesów występujących we wszystkich badanych krajach staraliśmy się odnaleźć zarówno podobieństwa, jak i różnice w sytuacji organizacji i czynnikach ją kształtujących.

This article describes and analyses Polish diaspora policy changes in the years 2011–2015. Two decades after the rebirth of the Polonia policy in 1989, it was completely rebuilt. Emphasising values and Poland's obligations towards the diaspora was replaced by paying more attention to the interests and profitability of this policy. The authors demonstrate how New Public Management (NPM) concepts influenced this shift. Analysis of two different sources – documents programming Polish diaspora policy and interviews with experts and persons designing the Polonia policy – confirmed that NPM principles influenced Polish diaspora policy on five dimensions: organisational restructuring, management instruments, budgetary reforms, participation, marketisation/privatisation.

The article attempts to explore the views of the Polish parliamentarians on threats to the security of Europe and the EU and their implications for Poland and its relations with Germany in the context of the Ukrainian conflict, NATO transformations, divergent energy interests and the refugee crisis. We follow the hypothesis, that the opinions on the threats and conflicts in the neighborhood of Europe were consistent across party lines in Europe's neighborhood and they suggest a strong consensus on the necessity to strengthen the cooperation in NATO. The article examines the responses of members of the Polish parliament (members of parliamentary committees on foreign and European affairs and security, members of the Polish-German parliamentary group) and all Polish members of the European Parliament to a dual survey carried out in 2015 and 2016. The questionnaire was completed by 22 respondents in the first and 21 respond ents in the second survey. The respondents represented diverse political parties (Civic Platform, Law & Justice, Democratic Left Alliance, Polish People's Party).

Celem jest weryfikacja hipotezy, że opinie na temat zagrożeń i konfliktów w sąsiedztwie Europy były spójne w poprzek podziałów partyjnych i sugerują występowanie silnego konsensu w sprawie konieczności wzmocnienia współpracy w ramach NATO. Artykuł analizuje odpowiedzi członków polskiego parlamentu (członków komisji spraw zagranicznych i ds. Unii Europejskiej Sejmu i Senatu, członków polsko-niemieckiej grupy parlamentarnej) i wszystkich polskich członków Parlamentu Europejskiego w ramach podwójnego badania przeprowadzonego w 2015 i 2016 r. Kwestionariusz został wypełniony przez 22 respondentów w pierwszym i 21 w drugim badaniu. Respondenci reprezentowali różne partie polityczne (Platforma Obywatelska, Prawo i Sprawiedliwość, Sojusz Lewicy Demokratycznej, Polskie Stronnictwo Ludowe).

Artykuł analizuje działania państwa polskiego mające na celu wsparcie jednostek polonoznawczych za granicą i bada relacje między tymi jednostkami a instytucjami w Polsce. Celem artykułu jest zrozumienie form i zakresu wsparcia oferowanego jednostkom polonoznawczym oraz wyjaśnienie, dlaczego działania z zakresu dyplomacji publicznej adresowane są także do polskiej diaspory. Analiza opiera się na oficjalnych dokumentach dotyczących dyplomacji publicznej i polityki polonijnej, a także na wynikach badania empirycznego przeprowadzonego wśród przedstawicieli polskich instytucji odpowiedzialnych za promocję polskiego wizerunku za granicą oraz przedstawicieli jednostek polonoznawczych. Wnioski wskazują na heterogeniczność tych jednostek oraz różnice między wsparciem dla jednostek na Wschodzie i Zachodzie. W przypadku jednostek funkcjonujących w krajach byłego ZSRR wyraźnie dominuje polityka polonijna, która ma na celu podtrzymywanie związków miejscowych Polaków z Polską i polskością. Na Zachodzie wsparcie dla jednostek polonoznawczych wynika zarówno z polityki polonijnej, jak i dyplomacji publicznej.

Poland's support for Polish Studies units abroad – a tool of public diplomacy or diaspora policy?

The paper analyses the Polish government's actions to support Polish studies units abroad and examines the relationships between these units and institutions in Poland. It aims to understand the forms and scope of support offered to Polish studies units and to explain why public diplomacy actions also target the Polish diaspora. The analysis is based on official documents related to public diplomacy and Polish diaspora policy, as well as the results of an empirical study conducted among representatives of Polish institutions responsible for promoting the Polish image abroad and representatives of Polish studies units. The conclusions indicate the heterogeneity of these units and differences in support for units in the East and the West. In the case of units operating in former Soviet Union countries, Polish diaspora policy dominates, aiming to maintain connections between local Polish communities and Poland. In the West, support for Polish studies units stems from both Polish diaspora policy and public diplomacy.
