Der Verfasser gibt zunächst einen Überblick über strukturelle Rahmenbedingungen in ländlichen Regionen Vietnams und Chinas zu Beginn und im Verlauf der Reformpolitik. Vor diesem Hintergrund werden Determinanten der Unternehmensgründung und -entwicklung auf dem Land in beiden Staaten herausgearbeitet. Hierbei geht es vor allem um die Einkommensentwicklung, die Bildung von Ersparnissen, die Situation auf den Faktormärkten, das Potential der Absatzmärkte sowie die Steuer- und Kreditpolitik der jeweiligen Regierung. Die Untersuchung macht die Ähnlichkeit der Ausgangsbedingungen der Reformpolitik in beiden Ländern ebenso deutlich wie die Unterschiedlichkeit der Ergebnisse und Erfahrungen. Während China bestehende institutionelle Strukturen für sein Konzept einer Industrialisierung ländlicher Regionen in Gestalt der Dorfunternehmen nutzen konnte, setzte Vietnam zunächst auf die industrielle Entwicklung in den städtischen Zentren. Der Einkommensunterschied zwischen Stadt und Land ist entsprechend in Vietnam ausgeprägter als in China. In beiden Staaten ist eine Reform der maroden Staatsbetriebe eine wichtige Voraussetzung der weiteren Entwicklung. (BIOst-Wpt)
