This text traces the evolution of British welfare policy, politics, discourse, and public opinion since the 1980s, and addresses two main questions: why Britain reformed its welfare system so radically, and why, until recently, these reforms were so popular with the public.

AbstractProminent theories claim that young Europeans are increasingly socialist as well as divided from their elders on non‐economic issues. This paper asks whether age‐based polarisation is really growing in Europe, using new estimates of the ideological positions of different age groups in 27 European countries across four issue domains from 1981 to 2018. The young in Europe turn out to be relatively libertarian: more socially liberal than the old in most countries but also more opposed to taxation and government spending. These age divides are not growing either: today's differences over social issues and immigration are similar in size to the 1980s, and if anything are starting to fall. Analysis of birth cohorts points to persistent cohort effects and period effects as the explanation for these patterns; there is little evidence that European cohorts become uniformly more right‐wing or left‐wing with age. Hence age‐based polarisation need not be a permanent or natural feature of European politics but is dependent on the changing social, political and economic climate.
Many parties have seen declines in working-class legislators and increases in professional career politicians. I argue that career politicians are more likely to adopt policies for strategic political reasons, whereas working-class politicians are more likely to represent the interests of working-class voters. Changes in the representation of these occupational groups matter substantively whenever legislators' strategic concerns contradict the interests of working-class voters. Welfare reforms adopted in the 1990s and 2000s by the British Labour Party exhibit this divergence. The two types of politicians held very different policy positions, which I measure using a scaling method applied to all speeches made about welfare in the House of Commons from 1987 to 2007. The results carry over to voting behavior and are robust to alternative explanations, including other characteristics of both MPs and their voters. The changing representation of occupational groups has therefore had substantive policy effects, lowering the political influence of working-class voters.
Preferences for redistribution and social spending are correlated with income and unemployment risk, but it is unclear how these relationships come about. I build a theory emphasizing that only large changes in economic circumstances provide the information and motivation needed for people to change their preferences. Stable long-run preferences are shaped mainly by early socialization, which includes economic and ideological influences from the family, and early labor market experiences. Enduring shocks, low intergenerational mobility and the tendency of left-wing parents to be poorer generate correlations between circumstances and preferences. Because preferences are stable, greater inequality may not increase aggregate support for redistribution. Support is found for the theory with panel data from Switzerland, using a range of empirical tests.
Many studies have found that European parties change their policy positions in response to changes in public opinion. This is both theoretically and normatively appealing, suggesting that European party politics operates in a way that is consistent with spatial models. Nonetheless, virtually all previous studies are based on a single, uni-dimensional measure of public opinion: left–right self-placement from the Eurobarometer surveys. This measure has a number of flaws, including the fact that political conflict in Europe now occurs across multiple issue dimensions beyond the classic divide on state involvement in the economy. We used new measures of Europeans' ideological positions across four different issue dimensions and 26 countries from 1981–2016, together with data on parties' policy positions from their manifestos, to re-evaluate findings on responsiveness. Across many different model specifications, samples and outcome measures, we found virtually no evidence that European political parties respond to public opinion on any issue dimension. Our findings suggest that scholars may require better measures of party positions, more nuanced theories of responsiveness (for example to sub-groups, or across longer time horizons), or may need to refocus their attention towards responsiveness via policy outcomes rather than parties' policy commitments.
Using new scaling methods and a comprehensive public opinion dataset, we develop the first survey-based time-series–cross-sectional measures of policy ideology in European mass publics. Our dataset covers 27 countries and 36 years and contains nearly 2.7 million survey responses to 109 unique issue questions. Estimating an ordinal group-level IRT model in each of four issue domains, we obtain biennial estimates of the absolute economic conservatism, relative economic conservatism, social conservatism, and immigration conservatism of men and women in three age categories in each country. Aggregating the group-level estimates yields estimates of the average conservatism in national publics in each biennium between 1981–82 and 2015–16. The four measures exhibit contrasting cross-sectional cleavages and distinct temporal dynamics, illustrating the multidimensionality of mass ideology in Europe. Subjecting our measures to a series of validation tests, we show that the constructs they measure are distinct and substantively important and that they perform as well as or better than one-dimensional proxies for mass conservatism (left–right self-placement and median voter scores). We foresee many uses for these scores by scholars of public opinion, electoral behavior, representation, and policy feedback.
AbstractPast findings on the connection between class position and political preferences are overwhelmingly derived from cross-sectional studies, which provided a limited basis for inferring causality. This study uses long-term panel data on thousands of British respondents to measure the impact of intra-generational class mobility across a range of political identities and preferences. Upward class mobility leads to small increases in economic conservatism, but party choice, class identity and attitudes to non-economic issues do not change. This updating of economic values is much smaller than cross-sectional differences between classes. These results are consistent with the short-run effects of class mobility operating primarily through a limited economic self-interest mechanism. Beliefs that are plausibly unconnected to economics are unaffected. The overall association between class and a range of identities, opinions and preferences is therefore more likely to be caused by early life experiences and longer-term socialization than by the immediate material interests associated with jobs.

Strong party discipline is a core feature of Westminster parliamentary systems. Parties typically compel members of Parliament (MPs) to support the party regardless of MPs' individual preferences. Rebellion, however, does occur. Using an original dataset of MP votes and speeches in the British House of Commons from 1992 to 2015, coupled with new estimations of MPs' ideological positions within their party, we find evidence that MPs use rebellion strategically to differentiate themselves from their party. The strategy that MPs employ is contingent upon an interaction of ideological extremity with party control of government. Extremists are loyal when their party is in the opposition, but these same extremists become more likely to rebel when their party controls government. Additionally, they emphasize their rebellion through speeches. Existing models of rebellion and party discipline do not account for government agenda control and do not explain these patterns.
