This article analyses the impact of the process of European integration on the cultural unity of the European Union (EU). The most powerful outcome underpinning the international significance of the EU has been the establishment of a remarkable set of institutions, together with the political practices above and beyond the tradition framework of the nation-state. This has given an impression that the EU has developed into a fully functioning political system. Certainly, the shape and structure of the Union has been determined by a distinctively multicultural character, with still a strong continuity of traditions, whilst in reality it displayed highly homogenous countries. In piecemeal fashion, the road to a common European culture, along which the Union seems to travelling, has closely associated with the formal and less formal aspects of the system of its institutions. There is a sense of a commitment of the institutions of (national) governments of the member states to the EU system that is yet to be attended. In cultural terms, the upshot of such a commitment neccesitates to elaborate the process of European integration. This is a sophisticated way of looking at the evolution of the EU system in an enlarged Europe brings with it a corresponding European political culture. ; Bu makale Avrupa bütünleşmesi sürecinin Avrupa Birliği'nin (AB) kültür birliği üzerinde yaptığı etkiyi analiz etmektedir. AB'nin uluslararası önemini destekleyen en güçlü sonucu siyasi uygulamalar ile birlikte ulus- devlet geleneği ötesinde ve üstünde dikkate değer bir dizi kurumların kuruluş olmasıdır. Bu, AB'nin tam olarak işleyen bir siyasi sistem haline geldiği bir izlenim vermiştir. Elbette Birliği hâlâ güçlü bir süreklilik gelenekleri ile birlikte, ayırt edici şekil ve yapısını birçok kültürlü karakteri belirlemiş iken gerçekte son derece homojen bir ülke görünümündedir.Görünüşte adım adım ortak bir Avrupa kültürüne doğru alınan yol kurumlar sisteminin resmi ve daha az resmi yönleri ile yakından ilişkilidir. Bu makalede, Türkiye üzerine özel bir odaklanma ile, genişleme bağlamında Avrupa Birliği'nin (AB) dış sınırları değişiklikleri olarak Avrupalılaşma kavramını incelemektedir. Üye ülkelerin katılım yoluyla AB kendi sınırlarını genişledikçe Avrupalılaşma tekrarlanır. Kültürel ve coğrafi olarak farklı bir alana genişlerken, onun anlamı için daha fazla itiraz edilebilir ve yeniden tanımlanabilir. Bu katılım ülkeleri ortak standartlar uyandırmak amacıyla, ortak bir kolektif kimlik hitap olasılığı olduğu varsayımına dayanmaktadır. Bu noktada kaygı, AB'nin içine yeni üye ülkeler dâhil edilmesinin Avrupa'nın bütünleşmesi kavramından büyük ölçüde farklı olması tanımıdır. Çeşitli bilim adamlarından yola çıkarak, kavram özellikle AB ile ilgilidir. Türkiye'nin AB katılımı, Avrupalılaşma kavramının Birliğin dış sınırlarının değişiklikleri tanımlanması kullanımında önemli kuramsal ve ampirik sonuçlar sunmaktadır. Çalışma, AB'nin kendini yenileyen gücüne ilişkin yararlı kavramsal çözümlemeler sağlamakta ve mevcut AB genişleme stratejilerini etkileyen önemli politikaları ortaya koymaktadır. ; This article explores the concept of Europeanization as changes in European Union's (EU) external boundaries within the context of enlargement, with a special focus on Turkey. Europeanization reoccurs as the EU expands its boundaries through accession of the member states. Expanding to culturally and geographically different area, its meaning may further be contested and redefined. This is based on the assumption that accession countries are likely to appeal to a shared collective identity, in order to evoke common standards. Concern here is with the definition is that the creation of new powers for the EU are largely different with conception of European integration. Drawing on various scholars, the concept relates specifically to the EU. The accession of Turkey into the EU offers significant theoretical and empirical insights into the way in which the concept of Europeanization is used to describe the changes in Union's external borders. What may emerge from Turkey's experience towards the EU membership is the evolutionary and contested nature of Union's conditionality. The study provides useful conceptual insights into the transformative power of the EU and highlights the important policy legacies affecting the current EU enlargement strategy.

Bu çalış ma genişleme yorgunluğu bağlam ında önemli bir adım olarak gelecek Avrupa Birliği (AB) genişleme ihtimalini incelemektedir. Çalışma 2000'li yıllarda genişleme sürecini gözden geçirmektedir. 1950lerin sonlar ından beri Avrupanın bütünle ştirilmesi fikri aş amalı olarak Avrupaya barış ve istikrar getirmesi çabalar ı çerçevesinde de ğerlendirilmiş tir. 1957den 1995e kadar AB üye sayısını 6dan 15e ç ıkarm ıştır. 2004 ve 2007lerde komünist geçmişe sahip Orta ve Doğu Avrupa ülkelerinin katılmaları yla bu gelişmenin doruk noktasına ulaşılm ıştır. 10 yıllık zorlu politik ve ekonomik reformlardan sonra, üyeliğe başvuran aday ülkeler sonuçta merkezi aş amaya ulaştılar. O zamandan beri, tartışma geniş lemenin AB için zorunlu olup olmadığı, yeni üye ülkelerin Avrupa entegrasyonuna ne kadar katkıda bulunabilecekleri ve faydalarını paylaşabilecekleri sorusu üzerine odaklanm ış tır. Çalışma literatürde yer alan yorumsal modeller üzerinde durmaktadır. ; This paper examines the prospect of European Union (EU) enlargement as a crucial step in the context of enlargement fatigue. It reviews the enlargement process in the post-2000s. From the late 1950 onwards, the idea of European unification has gradually been emphasized by an attempt to bring peace and stability. Between 1957 and 1995, the EU grew from six to fifteen members. The high point of this development was reached in 2004 and 2007, with an inclusion of Central and Eastern European countries (CEECs), who had the communist traditions. After a decade of difficult economic and political reforms, the applicant countries finally edged toward centre stage. Since then, the debate has focused on the question of whether enlargement is fundamental to European unity and how far new member states can contribute to European integration and share the Unins benefits. The study relies on the key findings from the European Commission and the number of independent studies in this field. The study draws upon interpretative models in the existing literature.

Academic mobility between european union countries and Turkey ; Avrupa ülkeleri arasında akademik hareketlilik ve Türkiye
Bu çalışma Avrupa Birliği (AB) ve Türkiye arasındaki akademik dolaşımın ana öncülerini incelemeyi amaçlamaktadır. Erasmus programı yurtdışında eğitim vermek için yeni olanaklar sunmuştur. Akademik hareketlilik sadece 27 AB üyesi arasında değil AB üyesi olmayan ülkeler arasında da popüler bir gündemdir. Erasmus programının bir parçası olarak, akademik hareketlilik Türkiye'nin AB ile entegrasyon sürecinin önemli bir unsurdur. Son yıllarda, bu hareketliliği güçlendirmek vazgeçilmez olmuştur. Programa katılan Türk öğretim üyesi sayısı sürekli artıyor olmasına rağmen, hareketlilik akımları ile ilgili veriler, AB'den Türkiye'ye akademik hareketliliğin düşük olduğunu göstermektedir. Dolayısıyla, AB akademisyenleri için Türk yükseköğretim kurumlarının çekiciliğini artırmak önemlidir. Çalışma AB ve Türkiye arasındaki akademik dolaşım anlamında neyin değişmekte olduğunu ve yıllar boyunca neyin değiştiğini ele almaktadır. ; This study aims to analyze the main drivers for the academic mobility between the European Union (EU) and Turkey. The Erasmus programme of the EU has offered new possibilities to teach in abroad. Academic mobility is not only popular between the the EU-27 member states, but also non-EU member states. Academic mobility, as part of Erasmus programme, is a key element of Turkey's integration process with the EU. In recent years, it has become indispensable to reinforce mobility. Data on mobility flows show that, although the number of Turkish lecturers who participate in the programme has constantly been increasing, academic mobility from the EU to Turkey remains low. Therefore, it is important to increase the attractiveness of Turkish higher education institutions to the EU academics. The study considers what is changing in academic mobility between the EU and Turkey, and what has changed over the years.

Principle of subsidiarity and the European Union institutions
The tasks and responsibilities of the institutions, which are specified by the EU treaties, have been subject to scholarly debate. With the changes that are occurring in the EU political system, an emphasis is placed on the question of how much the principle of subsidiarity can advance the practice of integration in terms of the decision-making capacity of the institutions. A particular attention is paid to the question of whether principle can have major positive effects by helping to shape the institutions within which democracy can operate. This paper explores the possible impact of the principle on the EU institutions.
