The paper discusses the main trends of public and political popular participation at the local level. The author analyses some problems of local self-government related to the lack of active popular participation in solving issues of local importance and the absence of effective mechanisms of interaction between government and society. The author declares public and political popular participation to be a source of development of local self-government. ; В статье рассматриваются основные тенденции общественно-политического участия населения на местах. Анализируются некоторые проблемы местного самоуправления, связанные с отсутствием активного участия населения в решении вопросов местного значения и отсутствием действенного механизма взаимодействия власти и общества. В качестве источника развития местного самоуправления объявляется общественно-политическое участие населения.

The period 2022–2024 is characterized by the emergence of new and toughening of existing operations for the dissemination of anti-Russian materials in mass communication media. The coverage of these operations af-fects young people, a social category particularly vulnerable to attempts of destructive information influence. The adversary is developing a set of measures aimed at undermining the confidence of young people in vari-ous spheres of life in Russian society, primarily in the power structures. The author shows that in the face of increasing complexity of international relations, this problem is gaining new momentum and begins to play an important role in the educational philosophy and educational policy of the Russian Federation. Besides, the article reveals some directions of the adversary's work to exert destructive influence on the Russian youth in modern conditions. It is of particular importance to consider the actions that have been and can be taken by the state to combat such information pressure at the level of the educational institution.
