Regulatory basis of trade and environment under the WTO are the provisions of the relevant WTO-Agreements. Though these Agreements are basically containing trade regulations, there are also a range of environment related provisions. With the entry into WTO, China has to follow these WTO-rules (reduction of WTO incompatible subsidies especially in the energy, textile and agricultural sector, opening of the domestic markets etc.). As a consequence, there could be negative effects on employment, e.g. in the agricultural sector. However, entering the WTO, China also receives the right to use the trade conflict settlement mechanisms of the organization including environment related cases as other developing countries did before. Implementing the WTO-rules could also bring about economic and environmental benefits for China. Benefits especially come up from the reduction of the over-utilisation of natural resources though the lift of subsidies and from the promotion of environmentally friendly technology, inter alia through WTO consistent governmental support including tax reductions. As a developing country, China also has the right to utilise the relevant WTO exemptions for import liberalisation.

Schon heute sind die Auswirkungen der weltweiten Emissionen der Treibhausgase auch in China spürbar. Derzeit hat die VR China als Entwicklungsland keine Verpflichtung zur Treibhausgas-Emissionsminderung. Zumindest aber mittel- und langfristig ist eine Übernahme von Treibhausgas-Emissionsminderungsverpflichtungen auch durch die VR China und andere Entwicklungsländer gegenüber der Klimarahmenkonvention (United Nations Framework Convention on Climate Change - UNFCCC) zu erwarten.

China aims at quadrupling its real GDP by 2020 compared to the year 2000. Without any energy and environmental policy measures, this tremendous economic growth would be associated with a quadrupling of primary energy consumption up to 4.5 bn tons of standard coal equivalents (see) and energy-related C02-emissions of 11.5 bn tons. Given these expectations, China is urgently searching for a way to ease these negative implications of economic growth and has committed itself to achieve a level of 3.0 bn t see primary energy consumption in 2020. As a consequence, the macro- economic energy intensity has to be reduced by 35 percent by 2020. In 2000, however, the average energy intensity in terms of energy consumption per unit industrial output was about 50 percent higher in China than in industrialised countries. Coming from this level, a reduction of 35 percent by 2020 would lead to an energy intensity representing roughly the year-2000 level of developed countries. This is a very demanding goal: depending on the specific industrial process, the decrease of energy intensity in the forthcoming 20 years has to be two to five times higher than what was achieved during the past two decades. Yet, only this path may help to achieve a sustainable development in China

Obwohl China über erhebliche Kohlereserven verfügt, gibt es gleichwohl Energiesicherheitsprobleme. Der Verfasser zeigt, dass diese sich aus der regionalen Disparität von Kohleproduktion und -verbrauch ergeben und zu einem Transportproblem führen. Die chinesische Regierung versucht mit Hilfe der Förderung von Kohlekraftwerken direkt an den Zechen, der Nutzung von Großladungszügen und der Konstruktion von Pipelines zum Transport von verflüssigter Kohle diesem Problem zu begegnen. In Ostasien besitzt nur China größere Reserven und Ressourcen an fossilen Brennstoffen, insbesondere an Steinkohle, die kostengünstig abgebaut werden kann. Vor diesem Hintergrund ist und bleibt China ein Kohleland. Dies ist aber auch der wichtigste Grund, warum es als die derzeit wachstumsstärkste Nation der Welt in besonderem Maße im Spannungsfeld der Umwelt- und Energiesicherheitspolitik steht. Wenn der eingeschlagene Wachstumsweg ohne nennenswerte Restriktionen fortgesetzt wird, wird diese Entwicklung nicht nur erhebliche negative Umweltwirkungen zur Folge haben, sondern auch die Energiesicherheit drastisch beeinträchtigen. Als ein möglicher Ausweg aus dem Dilemma werden Clean Coal-Technologien (vor- oder nachgeschaltete CO2-Abscheidung und Deponierung, zumindest ein stark erhöhter Wirkungsgrad der Kohleverstromung) angesehen. Vor dem Hintergrund der geringeren Kosten ist die Clean Coal-Strategie - bezieht man darin die Steigerung des Wirkungsgrads der Kraftwerke mit ein - erheblich günstiger als die Alternative einer Forcierung der erneuerbaren Energien. Sie wird von Peking präferiert werden. (ICG2)
