El debate sobre una ley que gobierne a la educación universitaria en Venezuela ha servido para revelar las carencias estructurales en las cuales se encuentra la institución universitaria en el presente. La ausencia de voluntad universitaria, por encima y más radicalmente necesaria que la voluntad política, ha dado lugar a un monologo incoherente sobre conceptos claves como autonomía, participación y democracia. A través de una exploración sobre las condiciones ideales del discurso como construcción dialógica, se muestra la condición fundamental sobre la cual se debiera asentar el debate universitario: La autonomía como práctica social y meta del universitario. A la luz de este marco se revisa brevemente y se apuntan posibles rutas para futuros debates en torno al sentido de la universidad en el contexto de una transformación que apunta hacía la construcción de una sociedad democrática, protagónica y co-responsable. ; An urgent debate about the Venezuelan university legislation has revealed huge discrepancies and deficiencies found in contemporary universities. The absence of an academic disposition as opposed to a political standpoint has resulted in non-coherent monologues around concepts such as autonomy, participation, and democracy. By exploring ideal discourse conditions such as dialogic construction, the concept of autonomy becomes the center of the debate at the university. Autonomy is then considered a social practice and a goal by every university scholar. Therefore, some proposals are given for future debates that should be held at the university as seen as a pillar for the construction of a democratic, leading, and a jointly responsible society. ; O debate sobre uma lei que governe a educação universitária na Venezuela tem servido para revelar as carências estruturais que padece a instituição universitária hoje. A falta de vontade universitária, acima e radicalmente mais necessária do que a vontade política, tem originado um monólogo incoerente sobre conceitos-chave, como autonomia, participação e democracia. Por meio de uma exploração sobre as condições ideais do discurso como construção dialógica, mostra-se a condição fundamental sobre a qual se devia centrar o debate universitário: a autonomia como prática social e como meta do universitário. An interpretive-systemic framework for the study of community organizations (Ochoa Arias, Alejandro Elías) Abstract This paper presents a conceptual framework for the systemic study of Community Organizations in contemporary societies. This framework is made up of two ideal-type models of Community Organizations. These models are structured around the notions of rights, social interaction, and the State. The first ideal-type model is based on a liberal conception of society, and the second model is grounded on communicative ethics as developed by Habermas for contemporary deliberative democracy. The relevance and limitations of such interpretive framework are discussed when a brief exploration on the social meaning of Community Organizations in Venezuela unveils grounds for further questioning about the role of COs in contemporary society.
