OSCE criticizes Azerbaijan's presidential elections: Government launches post-election crackdown

Die in Aserbaidschan am 11. Oktober 1998 abgehaltenen Präsidentschaftswahlen wurden von den Wahlbeobachtern der OSZE negativ beurteilt. Neben einem Wahlboykott von Teilen der Opposition waren hierfür die unausgewogene Berichterstattung, die Unterstützung Präsident Alievs durch staatliche Stellen, Einschränkungen der Versammlungsfreiheit, Eingriffe in die Arbeit der Wahlkommissionen und schwerwiegende Unregelmäßigkeiten bei der Wahl ausschlaggebend. Vor dem Hintergrund dieses Verdikts setzt sich der Verfasser mit dem unzureichenden Stand des Demokratisierungsprozesses, der Person Alievs, der Repression gegenüber den oppositionellen Kräften, der Wirtschaftsentwicklung, dem Konflikt um Nagorno-Karabakh sowie den Beziehungen Aserbaidschans zu den USA auseinander. Angesichts der aktuellen Entwicklung erscheint eine Aufhebung der amerikanischen Sanktionen gegen Aserbaidschan im Jahr 1999 unwahrscheinlich. (BIOst-Wpt)
