While the Guatemalan Truth Commission came to the conclusion that agents of the state had committed acts of genocide in the early 1980s, fundamental questions remain. Should we indeed speak of the massacres committed between 1981 and 1983 in Guatemala as "genocide", or would "ethnocide" be the more appropriate term? In addressing these questions, this paper focuses on the intentions of the perpetrators. Why did the Guatemalan military chose mass murder as the means to "solve the problem of subversion"? In Guatemala, the discourses of communist threat, racism and Pentecostal millenarism merged into the intent to destroy the Mayan population. This paper demonstrates that the initial policy of physical annihilation (genocidal option) was transformed into a policy of restructuring the sociocultural patterns of the Guatemalan highlands (ethnocidal option). -- genocide studies ; Guatemala ; human rights violations ; massacres
ZusammenfassungDas 2016 unterzeichnete Friedensabkommen zwischen der kolumbianischen Regierung und der FARC-EP hat sowohl in prozeduraler als auch in substantieller Hinsicht neue Maßstäbe für inklusive Friedensprozesse gesetzt. Der Beitrag konzentriert sich auf die kontroverse Einbeziehung einer Vielfalt von genderbezogenen Maßnahmen in den Vertragstext, die das Ergebnis von transnationalen Normentwicklungen und lokalen Kämpfen ist. Im Mittelpunkt des Beitrages steht der Vertragstext selbst. Es wird zunächst aufgezeigt, wie sich die Debatte um eine angeblich vorhandene Gender-Ideologie nach dem Scheitern der Volksabstimmung auf die revidierte Fassung des Abkommens ausgewirkt hat: der Begriff wurde vermieden und ein traditionelles Geschlechterverständnis gestärkt, ohne dabei jedoch die Vielzahl von Einzelmaßnahmen zu reduzieren. Die hier vorgeschlagene qualitative Systematik der genderbezogenen Einzelmaßnahmen zeigt auf, dass es sich überwiegend um Maßnahmen zur Bearbeitung von Konfliktursachen mit einem geringen Konkretisierungsgrad handelt. Dies geht mit einer bisher geringen Implementierung in diesen Feldern einher. Der Beitrag zeigt, wie mit einer prioritätslosen Fülle von genderbezogenen Einzelmaßnahmen leicht ein Umschlagpunkt erreicht wird, an dem sich das eigentliche Anliegen feministischer Bewegungen – die strukturellen Konfliktursachen anzugehen – verliert.
The legitimacy of transitional justice currently derives from the contribution it makes to the recognition of victims. Adding the aspect of authoritative power to ongoing debates on transitional justice, however, could significantly alter our views on recognition. Recognition is widely believed to be key to overcoming traumatic experiences. At the same time, however, it strengthens authoritative power. Seeking a more nuanced understanding of the recognition-power nexus, the paper provides a rough and critical account of various understandings of recognition and power on the part of authors such as Honneth, Fraser, Bertram and Celikates, Ikäheimo, Arendt, Foucault, Popitz, and Bourdieu. It then examines how these theoretical approaches intersect and speak to each other. To see recognition as a reciprocal interaction sensitive to power relations is to pave the way for a power-sensitive turn in current debates on victim-centred transitional justice. Multidirectional relationships of power exist, with varying forms of coercion, resistance, and struggle. This insight corresponds with the observation, seen from the other perspective, that truth and recognition are inside power. Placing theoretical approaches to power and recognition side by side has strong implications for politics. The paper therefore applies these theoretical insights to the Colombian peace process, showing the potential and pitfalls of putting recognition into practice.

Global mega-events are widely perceived as a tool used by host countries' elites to propagate national narratives. But how are the messages actually decoded by international publics? The article takes the case of the London 2012 Olympics Opening Ceremony to reveal the multifaceted character of mediated responses to a global event. This case is particularly important for both postcolonial studies and globalization studies because the British self-presentation silenced the country's imperial past. In the aftermath, there were varying degrees of both attention and interpretative depth. Most notably, the omission of the imperial past of the host country was not scandalized by most authors of the "global south." Instead, newspaper reports were characterized by affirmation, localization, criticism, or benign neglect. Empirically, the study is based on online versions of 26 newspapers from Argentina, Cuba, Germany, Great Britain, India, Jamaica, Kenya, Nigeria, South Africa, Uganda, United States, Zambia, Zimbabwe, as well as British Broadcasting Corporation (BBC) and Al Jazeera.

Los ejemplos siguientes demuestran que particularmente el movimiento feminista se halla bajo el fuego cruzado de las actividades de la pareja presidencial.
