Keskustelupuheenvuoro tarkastelee markkinakurin historiaa Euroopan talous- ja raha-liitossa erityisesti siihen liittyvien puhetapojen näkökulmasta. Puheenvuoro esittää, että markkinakuri on euroalueen taloushallinnan kontekstissa tulkittava zombi-ideana eli toistuvasti poliittisessa keskustelussa esiin nousevana mutta akateemisesti epäuskottavana politiikkaideana. Puheenvuoro tarkastelee markkinakuri-zombin historiaa siihen kytkeytyvien poliittisten kiistojen näkökulmasta. Yhtäältä kiistat ovat koskeneet sitä, onko markkinakuri suotava talousohjauksen mekanismi ja pitäisikö euroalueen jäsenmaihin kohdistua markkinakuria. Toisaalta on kiistelty siitä, kohdistuuko jäsenmaihin tosiasiallisesti markkinakuria ja onko tämä ylipäänsä mahdollista. Keskustelupuheenvuoro osoittaa, miten suhtautuminen molempiin kysymyksiin on elänyt euroalueen historiallisten käänteiden mukana.

Networked publics are groups that communicate with each other over common concerns using digital media tools and online platforms. As a sign of their growing political significance in liberal democracies, networked publics have become increasingly visible actors in immigration debates. At the same time, these publics operate in a conflictual relationship not only with political authorities but also with one another. Particularly with the rise of nationalist-populist parties and activism, the public debate on immigration has become increasingly divided and polarised between anti-immigrant conservatives and pro-immigrant liberal publics. The resulting contradictions between the democratic promises and worrying realities of online participation highlight the importance of examining the complex nature of networked publics and their role in shaping societal responses to immigration. ; Non peer reviewed

This exploratory study addresses the relationship between audience trust in the news media and the ideal of neutrality in journalism. It starts from the premise that, at a time when national conservatism is on the rise as a political movement in Western societies, journalism is less and less recognised as a neutral actor in politics. Therefore, efforts to present itself as such may be damaging journalism's credibility and trustworthiness among its publics. The article examines this premise on the basis of a representative survey of Finnish media audiences and three focus group interviews, asking how Finns' expressed trust or distrust of the mainstream news media is connected to their perceptions about journalism's neutrality and impartiality—or lack thereof—in political debate. The findings indicate that while the large majority of Finnish audiences express trust in the mainstream news media, they are divided when it comes to their level of confidence in journalism's neutrality. Moreover, both trust and perceptions of neutrality are strongly associated with audiences' political outlook. We conclude that audience distrust of the media mainly reflects the difficulties that mainstream journalism faces in giving an equal voice to all political groups and views at a time of heightened ideological contestation. ; Peer reviewed

This article proposes a critical reading of market discipline and its limitations as a mechanism in European economic governance. Consistent with neoliberal beliefs about market-based governance, the Economic and Monetary Union (EMU) is premised on the functioning of the government bond market as a fiscal-policy discipliner. However, the operation of market discipline requires that neither governments nor their private creditors can rely on an authority to bail them out. It, therefore, precludes the kinds of intervention by Eurozone's supranational institutions witnessed during the euro crisis. In the post-crisis context, efforts to strengthen market discipline continue to be frustrated by the growing reliance of financial institutions on government bond markets as well as the European Central Bank's (ECB) active participation in those markets. Having undermined the credibility of the market as an autonomous and apolitical mechanism of discipline, European economic governance struggles to come to terms with the rise of a supranational 'economic sovereign' in the Eurozone. ; Peer reviewed

Maailmantalouden hallinta nojaa kansainvälisen eliitin kollektiiviseen toimintaan. Se edellyttää eliitin jäsenten keskinäistä koordinaatiota, yhteisten politiikkaideoiden ja tavoitteiden määrittelyä sekä ryhmäidentiteetin muodostumista. Tässä artikkelissa tarkastelen Financial Times -lehden (FT) raportointia globalisaatiosta ja sen hallinnasta vuosina 2001–2018. Kysyn diskursiivisen institutionalismin tutkimusperinteeseen ja erityisesti episteemisen työn käsitteeseen nojaten, miten FT:n globalisaatiokirjoittelu tuottaa jaettuja käsityksiä eliitin toimintaympäristöstä sekä eliitistä itsestään kollektiivisena toimijana ja sen toimintaa ohjaavista arvoista ja päämääristä. Tarkastelu tuo esiin merkittäviä muutoksia globalisaation artikulaatioissa tultaessa vuosituhannen alkuvuosista 2010-luvun lopulle. Muutoksista huolimatta globalisaation asema kansainvälistä eliittiä määrittävänä ideana säilyy vahvana. Artikkeli kertoo siten globalisaation ideologisesta merkityksestä kansainvälisen eliitin yhtenäisyyden ankkurina.

This paper suggests that the euro has crisis signalled a significant political moment in the European public sphere. Analysing the crisis as a conflict between the European decision-making elite and European civil society, I propose that the concentration of decision-making in the euro crisis at the European level, and the growing public critique aimed at the supranational centres of power, may lead to the politicisation of European integration and contribute to strengthening the European public sphere. ; Este artículo parte de la siguiente idea: la crisis del euro representa un momento político importante en la esfera pública europea. Si analizamos la crisis, entendida como un conflicto entre la elite y la sociedad civil europea, encontramos que por un lado se está centralizando la toma de decisiones a nivel europeo para la superación de la crisis del euro, hecho que, por otro lado, está provocando un aumento de la crítica pública dirigida hacia los centros supranacionales del poder. El presente texto explora si esta realidad en proceso puede favorecer una integración europea política y contribuir al fortalecimiento de la esfera pública europea.

This article addresses the role of journalism in the construction and mediation of global imaginary. I suggest that the notion of global journalism helps us understand how the image of an interconnected world becomes embedded in the news. The operation of global journalism is illustrated with a qualitative content analysis of the coverage of President Obama's "Address to the Muslim World" in quality British, German and Spanish newspapers. The analysis examines how the newspapers make sense of the President's lecture in Cairo as a transnational news event by evaluating it against the political and historical background of the Middle East conflict and the contentious intercultural relations between "the Muslim world" and "the West". Based on the analysis, I argue that the Western European newspapers craft a strikingly unified narrative of the Cairo event. The article concludes with a discussion on the implications of transnational news narratives and on the relevance of global imaginary in journalism. ; Peer reviewed

Recent decades have seen an increase in the number of international forums and media that focus on current issues of the world economy and politics. They bring decision-makers from the spheres of politics, business and administration into a common conversation, and connect powerful individuals around the globe. This study defines these institutions as spaces for transnational elite communication (TEC) and examines their relevance in the processes of global economic integration and governance. Focusing on the World Economic Forum and the Financial Times as influential spaces for TEC, the study observes how they enable the powerful to network, develop shared ideas about the economy and negotiate differences between competing interests. Facilitating the definition of the values and principles of the globalising elite, international business-policy forums and media emerge as key pillars of the liberal international order.

Artikkeli tarkastelee suomalaisten ilmaisemaa luottamusta uutismediaan ja journalismiin vuosina 2007 ja 2019 toteutettujen kyselytutkimusten avulla. Pyrkimyksenä on syventää muiden viimeaikaisten tutkimusten tuottamaa kuvaa aiheesta havainnoimalla yleisöjen suoraan ilmaiseman luottamuksen lisäksi epäsuorasti ilmaistua luottamusta. Se tulee ilmi, kun yleisöt arvioivat median ja journalismin suoriutumista niihin kohdistuvista odotuksista. Tavoitteena on myös tuottaa tietoa yleisöjen mahdollisesta eriytymisestä selvittämällä ryhmäkohtaisia eroja luottamuksessa sekä eroissa tarkastelujaksolla tapahtuneita muutoksia. Analyysi osoittaa, että kansalaisten keskimääräinen luottamus johtaviin valtakunnallisiin uutismedioihin on vahvaa mutta luottamus uutismediaan instituutiona on heikompaa. Luottamus ei merkittävästi heikentynyt 2010-luvun aikana, mutta suhtautumisessa uutismediaan on havaittavissa eriytymistä niin yksilöiden välillä kuin ryhmätasollakin. Luottamus on heikentynyt etenkin työttömien ja työnteki- jöiden keskuudessa, kun taas eriytyminen on ollut voimakkainta perussuomalaisten ja muiden eduskuntapuolueiden kannattajien välillä. Artikkelin tuloksia tulkitaan osana laajempaa keskustelua kansalaisten eriytymisestä ja pohjoismaisista niin kutsutuista mediahyvinvointivaltioista, joissa mediajärjestelmä ja viestintäpolitiikka ovat historiallisesti muotoutuneet osana yhteiskuntien laajempia universalistisia ja hyvinvointivaltiollisia periaatteita.

Journalistic role conceptions are usually understood as internalised professional conventions about the tasks reporters pursue in society. This study insists that more attention be put on the relational and context-dependent nature of journalistic role conceptions. Adopting a social-interactionist approach to journalistic roles, the study examines how Finnish journalists conceived of their professional roles when covering asylum issues during the so-called "refugee crisis" of 2015–2016. Based on an analysis of open-ended, semi-structured interviews with 24 journalists, we highlight how considerations of the political context and interactions with three key reference groups—officials, asylum seekers and anti-immigrant publics—shaped the journalists' conceptions of their tasks and duties. The article contributes to the study of journalistic role conceptions by illustrating how the conceptualisation of journalistic roles in relation to reference groups takes place in practice. It also sheds light on the tensions involved in journalistic balancing and negotiation between various available role conceptions, especially in the shifting societal and political contexts of a Europe marked by multiculturalism and the simultaneous rise of anti-immigrant movements.
