Implementation of laws intended to prevent commission of negative bureaucratic behavior is a challenge to most government agencies. Republic Act No. 11032, otherwise known as Ease of Doing Business and Efficient Government Service Delivery Act of 2018, aims to strengthen the Anti-Red Tape Act (ARTA) of 2007 that lessens the perennial problem of bureaucratic red tape which causes graft and corruption. This study aims to determine the degree of observance on the three core components of ARTA namely citizen's charter, access to government service through frontline services, and report card survey. In addition, zero-contact policy is also observed which is an amendment to the existing law. Based on the results, the core components of Republic Act No. 11032 are always observed in the Department of Education Division of Nueva Ecija but the presence of queuing is observed regardless of the institution's effort to eliminate red tapes. The success of policy implementation can be fully achieved when coupled with a change of behavior on both part of the service providers and public clientele. Bureaucratic equity followed by inculcation of core values by the service providers with the embodiment of the norms of conduct and ethical standards contribute in the delivery of an efficient government service.

One source of funding for sub national government is imposition of taxes. It is imposed upon individual and corporation within the territorial jurisdiction of the municipality. Local governments are funded through Internal Revenue Allotment (IRA) provided by the National Government. The purpose of the study is to assess the local revenue generation capacity of the municipality of Bongabon, Nueva Ecija in the Philippines. The paper revealed that its calculated collection efficiency is only 20.6% of the total collectibles on Real Property Tax. The average local revenue raising capacity of the municipality of Bongabon, Nueva Ecija within the period of 7 years (2011 to 2017) is only 40.9 % of the externally sourced revenue or IRA. The study concluded that the municipality of Bongabon, Nueva Ecija remains dependent on national government when it comes to funding. The study also identified various constraints to efficient tax collection while local citizens perceived the LGU capacity to collect tax negatively. More studies on tax capacity are encouraged to come up with sufficient baseline data that may serve as inputs to policy making and solve the problems of tax collection in the local level.

Graduate education plays a significant role in the development and the economy of the nation. Therefore, it is significant to evaluate the program it offers as they provide relevant contributions to their graduates' knowledge, skills, and ability in the workplace. This study explored the relevance of curriculum, instruction, and facilities of the Master in Business Administration program (MBA) at the Nueva Ecija University of Science and Technology (NEUST) to the knowledge, skills, and abilities of the graduates. Guided by Active Learning Theory, the study utilized a qualitative research design to understand the meaning and actual experience of the participants in their natural work settings. The emerging themes and recurring patterns from the interview and field notes are presented, discussed, and supported by the actual data and existing studies. The analysis showed that the curriculum, instruction, and facilities are relevant to their acquired knowledge, skills, and abilities, which are significant to their workplace. Furthermore, the university's approach of providing actual work environment experience coupled with instructors who are experts in the field provides the relevant learning experience for the graduates. The least relevant and the least rating was given to the facilities. For the graduate education to be relevant, it needs to cope with the constantly changing and developing environment. It needs continuous enhancement and it can be done through the evaluation and feedbacks of the graduates. Future researchers might consider a more comprehensive evaluation of the graduates' experience both quantitatively and qualitatively for future study.

This study determined the awareness and perception of senior citizens on the implementation of R.A. 9994, or the Expanded Senior Citizen Act of 2010. It employed both qualitative and quantitative research design as it described the profile of the respondents, determined the level of awareness of the respondents on the benefits granted by RA 9994, and analyzed the extent of implementation of the benefits and privileges based on R.A. 9994. The respondents came from the three clustered barangays of San Isidro, Nueva Ecija in the Philippines. The researcher used a 5-point Likert Scale questionnaire. The data gathered revealed that Senior Citizens were "Moderately Aware" of most of the parameters presented such as the 20% discount, government assistance, and priority in express lanes. On the other hand, the mean response on the extent of implementation was verbally described as "Slightly Implemented." The Analysis of Variance showed that the level of awareness of respondents across the clustered barangays does not vary significantly. Thus, from the findings, it is recommended that a thorough study with a greater number of respondents, including the relatives/primary care giver, should be involved. Firm and systematic assessment is also recommended to monitor the implementation of the programs.
