This essay represents the afterword of the re-edition of "Historia de Africa" by J. D. Page. We will discuss three main arguments: first, the structural African changes to 'interact with the international system were already moving since the seventies; second, the Africa marginalization was not a mutual process, and finally, we will argue that in a near future it is difficult to expand liberal democracy or industrial capitalism in the African continent. The ED-African summit could have been a stain in Portugal's Presidency of the European Council. Against the advice of the United Kingdom & others, Portugal decided to go ahead with the first ED-Africa summit since 2000, even if it had to withstand the presence of Robert Mugabe of Zimbabwe. The summit has shown the huge gaps in perceptions & interests between the European Union & African ruling elites & that it is all but impossible to move towards mutually beneficial agreements. This article discusses the problematic aspects of Portuguese foreign policy towards Angola. Its basic tenets are assessed through a discussion of key moments in bilateral relations since 1975, particularly the period of reconfiguration following the end of the Cold War (1990-95). The article concludes, firstly, that in the last decade & a half, a series of factors has resulted in an Angola policy that scarcely contributes towards the prestige & national interest of Portugal; & secondly, that pragmatic interest groups from Portugal sustain their successful presence in the Angolan economy through this very policy, & actively seek to perpetuate it. The author suggests that the bilateral rapport as it stands should be thoroughly redefined. Adapted from the source document.
