Lorsqu'ils reconnaissent des droits fonciers ancestraux, les organes décisionnels de l'Organisation des États américains promeuvent le rapport à la terre qu'entretiennent les peuples autochtones avec le territoire où ils exercent leurs droits culturels. Ce rapport apparent entre des notions sociales, géographiques et juridiques peut s'expliquer au regard de la géographie du droit, une théorie estimant que l'interface du droit et de l'espace sert à modeler la vie sociale sise sur un territoire. Les théories critiques développées par la géographie du droit permettent cependant de soutenir que la suprématie réclamée par les États et les droits des tiers sur les territoires peuvent servir notamment de vecteurs au droit et à l'espace afin de nier les revendications foncières autochtones et, avec elles, de restreindre le rapport particulier qui les unit à leur territoire.

Future human space exploration will require large amounts of resources for shielding and building materials, propellants, and consumables. A space-based resource economy could produce, transport, and store resource at distributed locations such as the lunar surface, stable orbits, or Lagrange points to avoid Earth's deep gravity well. Design challenges include decentralized operation and management and socio-technical complexities not commonly addressed by modeling and simulation methods. This paper seeks to tackle these challenges by applying aspects of military wargaming to promote effective communication between decision-makers. A software architecture for federated simulation based on IEEE-1516 (HLA-Evolved) is presented in the context of multiple lunar in-situ resource production processes, resource depots, and intermediate transportation. The federation-level framework identifies interfaces between simulation models (federates), focusing on persistent assets (elements) and resources exchanged. Future work will develop the federated resource economy model and evaluate with decision-makers playing the roles of competing and collaborating players. ; United States. Technological change is shaped by a confluence of processes that are governed by socio-political, economic, and regulatory factors within a region. In this paper we describe the transformation of the electricity generation system in France and the emerging changes in the transportation sector in the country. We trace the impact of national energy security policy in France after the 1973 oil crisis that catalyzed a shift from dependence on fossil fuel to nuclear power, and then examine the continuing impacts of that legacy that are now emerging through development and deployment of electric vehicles in the country. We examine the two cases of nuclear power and electric vehicles in France using processes of innovation, and discuss the interaction of these processes that formed reinforcing loops to advance these technologies in the country and highlight the role of sustained policy in initiating and driving the reinforcing cycles. We also discuss the issue of new emerging linkages between the electric power generation and transportation sectors that were traditionally decoupled due to use of different fuel sources. We expand the notion of path dependence, and discuss how established technologies in one sector can shape future technological trajectory in other sectors.
With the emerging democratization of space, Earth Observation (EO) imagery is becoming increasingly important to a variety of industries. However, it remains difficult and expensive to build constellations that achieve continuous and high-quality global coverage. Reconfiguring a satellite constellation into different orbital planes to change its observational performance is traditionally a fuel intensive procedure. The concept of a reconfigurable constellation (ReCon) accounts for J2 perturbation effects when making fuel efficient maneuvers to shift a satellite's ground track. ReCon reduces the cost of high revisit frequency, high-quality resolution, EO constellations compared to nonreconfigurable constellations by reducing the number of satellites required to achieve repeated observations of a given ground event on demand. This paper first explores the sensitivities of ReCon's performance against uncertainties in reconfiguration demand, design costs, and imagery value. The sensitivity analysis reveals that in cases of extremely low demand, ReCon fails to provide a cost-effective solution in terms of events responded to per dollar spent. In cases of high demand ReCon fails to meet demand altogether. A Monte Carlo analysis over a range of demand scenarios shows using a staged deployment for ReCon offers a flexible, cost-effective solution to the uncertainties in the demand of EO imagery. Deferring launch costs to the future, through a staged deployment, not only provides flexibility in constellation design, but also allows the designer to capitalize on the continuation of lowering launch costs and increasing launch opportunities. Staging the deployment of constellations also allows for the satellites' technology to evolve over time, facilitating the capture of higher value imagery and further enhancing the capabilities of ReCon. Implementing the option to deploy additional satellites in stages makes ReCon significantly better equipped to respond to the uncertainty in the demand of space assets.

Du fait de leur rareté et de la méconnaissance qui les entourent pour la plupart d'entre elles, les variétés anciennes locales se trouvent souvent confondues à des variétés ayant perdu leur identité mais introduites à partir d'autres régions ou d'autres pays. Leur comportement agronomique et leurs caractéristiques génétiques sont totalement inconnus. Le repérage des variétés locales historiquement connues, et parfois décrites, doit être associé à la prospection de variétés locales de noms inconnus (souvent hybrides naturels) remarqués pour telle ou telle caractéristique agronomique favorable à l'arboriculture. La description du matériel végétal repéré, qui peut commencer par plusieurs visites des arbres originaux disséminés, nécessite la création de vergers de rassemblement correctement cultivés et systématiquement observés (avec des techniques et des méthodes rigoureuses et normalisées). Ces vergers indispensables à l'effort global de conservation ne constituent pas encore de véritables conservatoires. La conservation des variétés fruitières nous semble devoir être réalisée prioritairement par l'implantation, en nombre limité, et dans les principales grandes régions fruitières de véritables vergers conservatoires parfaitement cultivés, et gérés par des structures le plus pérennes possible; chaque conservatoire devrait concentrer son activité sur le matériel génétique essentiellement local et bien identifié. Au titre de la sauvegarde, le double de ce matériel devrait être situé dans des collections d'amateurs bénévoles ou autre structure (communes, écomusées, lycées agricoles.) et, éventuellement dans un laboratoire équipé pour la cryoconservation de greffons, pollen, semences. La priorité accordée à la réalisation des vergers conservatoires est liée à l'intérêt génétique (mise à disposition des chercheurs d'ovules, de pollen ou autre matériel), culturel (patrimoine local) ou économique (diversification agricole) du matériel végétal recensé. ; Local fruit tree varieties (and also interesting natural seedlings) should be studied with respect to different climates and different parts of the country. We report the isolation of chikungunya virus from a patient during an outbreak of a denguelike syndrome in Cameroon in 2006. The virus was phylogenetically grouped in the Democratic Republic of the Congo cluster, indicating a continuous circulation of a genetically similar chikungunya virus population during 6 years in Central Africa.
International audience ; An assessment of 1 286 validated data from 231 on-site sanitation facilities was carried during 6 years in France. Facilities are classified in 3 families, 13 categories and 33 systems according to sanitation processes and industrial technologies developed by manufacturer. Classes of treated wastewater quality were created based on the analysis of the French regulation used for wastewater treatment. The frequency of curative maintenance is analyzed using fuzzy logic. Then, these two criteria are jointly analyzed and allow assessing 18 systems out of 33. Authors, members of the national public group "assessment of on-site sanitation systems", provide objective information on the quality of treated wastewater and curative maintenance of twenty systems under real operating conditions. Systems that obtain an "acceptable" quality class for both treated wastewater quality and frequency of curative maintenance are all from the Biofilm Systems on Fine Media (BSFM) family: i) traditional sand filter (S1) and 2 approved systems: ii) constructed wetland system (CW) and iii) one system of the coconut shavings category (CS2). Hence, only 12% of approved systems studied in this project are "acceptable" for both treated wastewater quality and frequency of curative maintenance. This study gives scientific and technical information for political stakeholders at different territory scales: Municipality, Public entities in charge of the on-site sanitation service (Spanc), French departments, Water agencies, Ministry in charge of on-site wastewater treatment and European Commission. ; Le suivi in situ des installations d'assainissement non collectif (ANC) a duré 6 ans et a permis de collecter 1286 données validées sur 231 installations. Les premières démarches de suivi in situ en ANC résultent, en France, de la volonté des financeurs publics de s'assurer des performances des installations d'ANC soutenues dans le cadre d'une politique d'aide à la réhabilitation. Dans ce contexte, c'est créé le Groupe National Public (GNP) de suivi in situ. Cette structure regroupe les acteurs publics investis dans l'évaluation sur site des installations d'ANC et dont le but partagé est de s'assurer de la pérennité des installations dans leurs conditions réelles de vie. Á travers cette étude, le groupe national public « suivi in situ des installations d'assainissement non collectif » fournit des informations objectives sur la qualité des eaux usées traitées et l'entretien « curatif » de près d'une vingtaine de dispositifs d'ANC dans leurs conditions réelles de fonctionnement, qu'ils soient de type « agréé » ou « traditionnel ». Seuls 1 dispositif traditionnel et 4 dispositifs agréés suivis (soit 20 % des dispositifs agréés suivis) délivrent une eau usée traitée de qualité acceptable. Cet effectif se réduit à 1 dispositif traditionnel et 2 dispositifs agréés (soit un peu plus de 10 % des dispositifs agrées suivis) lorsque le qualificatif d'acceptable pour la fréquence d'entretien « curatif » s'ajoute aux exigences précédentes visant la qualité chimique des eaux usées traitées. Cette étude donne un éclairage scientifique et technique destiné à alimenter la réflexion des responsables des politiques publiques exerçant une action de soutien auprès des citoyens concernés par l'assainissement non collectif.
A compact, quasi-4 pi position sensitive silicon array. TIARA, designed to study direct reactions induced by radioactive beams in inverse kinematics is described here. The Transfer and Inelastic All-angle Reaction Array (TIARA) consists of 8 resistive charge division detectors forming an octagonal barrel around the target and a set of double-sided silicon-strip annular detectors positioned at each end of the barrel. The detector was coupled to the gamma-ray array EXOGAM and the spectrometer VAMOS at the GANIL Laboratory to demonstrate the potential of such an apparatus with radioactive beams. The N-14(d,p)N-15 reaction, well known in direct kinematics, has been carried out in inverse kinematics for that purpose. The observation of the N-15 ground state and excited states at 7.16 and 7.86 MeV is presented here as well as the comparison of the measured proton angular distributions with DWBA calculations.
