Con el presente artículo se pretende realizar una revisión de la reestructuración llevada a cabo en el sistema bancario español, con la perspectiva que da una década entera transcurrida desde el inicio de la crisis que actuó como desencadenante de dicha reestructuración. Para ello se analizan en primer lugar los desequilibrios que dieron lugar a esa crisis, y el carácter diferencial que registró en España, así como la forma de afrontar la misma, confluyendo en un rescate que iba a ser muy determinante de la creación de la Unión Bancaria (UB) en la UE. En el nuevo marco competitivo europeo que dicha UB configura, el sistema bancario español emerge como uno de los más eficientes, al capitalizar los ajustes de capacidad realizados como respuesta a la crisis, si bien es cierto que el legado de la misma, en términos de activos improductivos, sigue constituyendo todavía un lastre. En este sentido, la reciente resolución del Banco Popular, ya en el marco regulatorio de la mencionada UB, puede considerarse un episodio rezagado de saneamiento bancario.

La finalidad del artículo es analizar los objetivos, y avances realizados hasta la fecha por la Unión de Mercado de Capitales en Europa (UMC), identificando las diferencias y complementariedades con la Unión Bancaria (UB). En este sentido, aunque la formulación más concreta del objetivo fundacional de la UMC era «desbancarizar Europa», no cabe duda de que existen importantes complementariedades entre la financiación que proveen los bancos y la obtenida a través de los mercados de capitales, siendo ésta especialmente apropiada para empresas con marcado carácter innovador y un alto potencial de crecimiento.
