Una dintre cele mai mari probleme ale poluării apei este creată de nitraţii rezultaţi din agricultură. Lucrarea de faţă îţi propune să evidenţieze principalele probleme legate de poluarea apei produsă de nitraţi în România şi UE. Nitraţii în exces se pot acumula în sol în mai multe moduţi în amoniac în sol. Amoniacul, împreună cu orice fertilizant cu amoniac, aplicat, este transformat de către bacteriile sol în nitraţi prin procesul numit nitrificare. Nitrificarea este importantă, deoarece plantele pot utiliza numai azotul sub formă de nitrat. Nitraţii sunt la fel de dăunători atât pentru animale cât şi pentru om.
The rule of the "Unique Market" – which is the free circulation of plants, vegetal products and other articles under regulation, is also represented by the "new phytosanitary strategy of the European Union ". With regard to the vegetal quarantine legislation, a clear cut distinction has been made between the countries of the European Community and the non-European Community ones (the third party countries). In the first case, at the same time with the quick development of the exchange relationships between the European Community countries, the phytosanitary control has been reinforced; as this is compulsory, the legislation harmonizing between the European Community countries has been imposed, and the phytosanitary control has become an obligation of the exporting country , not of the importing one. In the second case, once the wares have crossed the EU' s borders, they are subjected to a certification system adopted by both European Community and non-Community countries; the reinforcement of the EU borders with the third party countries has become an obligation, so the products passing the phytosanitary control are to be subjected to a certification system which is identical with the one of the goods from the the European Community countries. All this process has caused the drawing up of new concepts and strategies that regulate the norms which govern the free circulation of plants, vegetal products and other articles complying to these norms.
Emisiile produse de trafic constituite din niveluri ridicate de oxizi de azot, oxizi de sulf ?i pulberi în suspensie determin? poluarea grav? în aglomer?rile urbane mari. O solu?ie în vederea reducerii polu?rii atmosferice este reprezentat? de g?sirea de alternative nepoluante la combustibilii clasici utiliza?i de vehiculele urbane, iar o solu?ie valoroas? este inlocuirea combustibililor fosili poluan?i cu biocombustibil/biodiesel. Reac?ia dintre gliceride ?i metanol, în prezen?a unui catalizator, reprezint? baza de produc?ie a combustibilului pe baz? de biodiesel. Principalele plante folosite pentru producerea de biocombustibil sunt: soia, rapi?a (canola), semin?ele de floarea soarelui, fructele sau miezul de palmier, nuc? de cocos etc. Baza legislativ? pentru utilizarea biodieselului include o serie de acorduri na?ionale ?i interna?ionale, adoptate cu scopul de reducerii polu?rii aerului produse prin folosirea de combustibil tradi?ional în traficul urban, iar utilizarea biodieselului r?mâne o op?iune interesant?, în ciuda costurilor de produc?ie ridicate.
Regimul de?eurilor este reglementat de Ordonan?a de Urgent? a Guvernului nr. 78/2000 care transpune în legisla?ia national?, Directiva CE nr. 75/442 privind de?eurile ?i Directiva CE nr. 91/689 privind de?eurile periculoase. Gestionarea de?eurilor implic? opera?iunile de colectare, transport, valorificare ?i eliminare a de?eurilor, inclusiv supravegherea acestor opera?ii ?i îngrijirea zonelor de depozitare dup? inchiderea acestora. Obiectivele prioritare ale gestion?rii de?eurilor sunt: prevenirea sau reducerea producerii de de?euri ?i a gradului de periculozitate al acestora ?i reutilizarea ?i valorificarea de?eurilor prin reciclare ori recuperare sau orice alt proces prin care se ob?in materii prime secundare, ori utilizarea de?eurilor ca surs? de energie. Principalele norme legislative privind gestionarea de?eurilor rezultate din activit??ile medicale, reprezint? reglementarea modului în care se colecteaz?, se ambaleaz?, se depoziteaz? temporar, se transport? ?i se elimin? aceste de?euri. Respectarea prevederilor legislative ?i îndeplinirea obliga?iilor de c?tre produc?tori, transportatori, precum ?i a autorit??ilor care se ocup? cu valorificarea, tratarea ?i eliminarea de?eurilor provenite din activit??ile medicale, converg la realizarea obiectivelor prev?zute în sistemul na?ional de gestionare integrat? a de?eurilor.
Waste regime is governed by the Government Emergency Ordinance no. 78/2000 transposing into national legislation EC Directive no. EC Directive 75/442 on waste and no. 91/689 on hazardous waste. Waste management operations involving the collection, transport, recovery and disposal, including surveillance of these operations and care of their storage areas after closing. Waste management are priority objectives: to prevent or reduce waste production and the degree of their dangerousness and reuse and recovery of waste by recycling or recovery or any other process to obtain secondary raw materials or the use of waste as energy source. The main legal rules concerning the management of medical waste, is how regulation is collected, packaged, is temporarily stored, transported and disposed of such waste. Compliance with legislative requirements and obligations by producers, transporters, and the authorities dealing with the recovery, treatment and disposal of medical waste, converge to the objectives set out in the integrated waste management system.
