"This book investigates the dilemma of educating students for future work in the context of the Philippines, one of the top sources of migrant labor in the world. Here, colleges and universities are expected to not only educate students for jobs within the country, but for potential employers beyond national borders. It demonstrates how human capital ideology reinforces such export-oriented education, creating an assumed relationship among academic credentials, overseas opportunity, and future migrant remittances. Findings indicate that attempts to produce migrant workers undermine the job security of college instructors, skew local curriculum towards foreign requirements, and challenge efforts to develop academic programs in line with local needs. As more developing nation's turn to migration as a development strategy, colleges and universities face increasing pressures to produce future migrant workers who will have an advantage over other nationalities. This book emphasizes the importance of understanding how this global phenomenon affects colleges and universities, as well as the teachers and students within these institutions. This paper examines how Philippine state agencies sustain its labour-exporting strategies by encouraging aspiring migrants to invest in their own training and education, taking on the responsibility of turning themselves into desirable workers for employers overseas. Based on a document analysis of newspaper articles and Philippine government reports, this paper uses the case of Philippine nursing education to show how the Philippine state alters these discourses of skill when overseas opportunities decline, channelling aspiring migrants sideways to other sectors of the labour market. Discourses of employability justified these career detours to aspiring migrants by assuring them that such experiences will still contribute to their overseas employability and eventually lead to future emigration. This paper shows how the employability agenda allows the migrant-sending state to avoid accountability in a volatile global labour market, thus serving as an ideal tool in the neoliberal production of migrant labour.

Through an analysis of the field of hotel and restaurant management, a program popular among Filipino youth hoping to find work overseas, this paper argues that an integral, yet invisible, aspect of educating future migrant workers is "cooling out" working-class students for a hospitality industry that runs on low-wage, contractual labour. This practice of cooling out involves reorienting students' ambitions towards blue-collar jobs that do not require college degrees, encouraging them to start from the bottom in pursuing their migration dreams. Based on qualitative interviews with 36 college educators and 25 students, this paper discusses how the cooling-out function serves as a form of migration brokerage, funnelling aspiring migrants into lower segments of the global labour market even before they leave their countries of origin. Yet, students do not question such practices, constructing a notion of working-class values that allows them to take pride in performing work that others might consider undesirable. This paper emphasizes the need for migration scholars to look beyond schooling as a stepping stone towards social mobility and unpack the role of higher education as part of a migration infrastructure that conditions aspiring migrants' mobility. AbstractIn framing nations as places that either send or receive migrants, there is a danger in defining migrant‐sending nations as monolithic entities driven by a single mandate of exporting labour to a global economy. Using the concept of viscosity, we argue that sending states comprise multiple state agencies with varying interests, which can either impede, slow, or facilitate labour emigration. We demonstrate our argument by examining the Philippines' nurse retention policies against the backdrop of the country's labour export policies. While these retention policies led to an influx of Filipino nurses to rural health centres, these nurses considered such mobility a means to wait out the lack of opportunities for nurses overseas. Thus, inadvertently serving the interests of the Philippines' labour‐exporting regime. We argue that a nuanced view of sending states advances our understanding of how migrant‐sending nations balance emigration policies with other government interests beyond labour export.

Migration scholars have tended to portray internal mobility as a step toward broader cross-border movement, reinforcing the notion of ongoing progress toward international migration. This article argues for a need to recognize how internal mobility can also explain international immobility, or why people do not move across national borders. Using the case of Filipino nurses, we argue that while internal migration does allow aspiring migrants to build the potential ability to emigrate, individual trajectories are much more diverse and multi-directional, often prolonging or reinforcing their international immobility. As a result, and in our case study, the costs and burdens of constant internal movement can also alter nurses' migration aspirations, prompting them to either alter their original goals or acquiesce to their inability to leave their origin countries. This article calls for migration scholarship to address not only a "mobility bias" within the field but also the over-focus on international migration, rather than internal mobility, as a subject of study.

AbstractResearch on the globalization of care work often faces the persistent challenge of building meaningful connections between the movement of care labour at a global scale and place‐based frameworks of care access and delivery. In addressing this gap in this article, we propose to take a closer look at how the care‐migration nexus produces 'ideal' care workers through a skills regime. Based on the case of elderly care in Singapore, in this article, we demonstrate how state institutions and private agencies attempts to fill local labour needs by producing care workers among both Singapore citizens and migrant women. This leads to contradictory strategies associated with lowering barriers for citizens to enter the elderly care industry, while raising standards and increasing pre‐training demands for migrant domestic workers to perform more 'professional' care work within the household. We conclude with a discussion of how these strategies can be understood as a process of 'filtering'.

AbstractThis article investigates the factors that shape how migrant academics engage with fellow scholars within their countries of origin. We focus specifically on the mobility of Asian‐born faculty between Singapore, a fast‐developing education hub in Southeast Asia, and their "home" countries within the region. Based on qualitative interviews with 45 migrant academics, this article argues that while education hubs like Singapore increase the possibility of brain circulation within Asia, epistemic differences between migrant academics and home country counterparts make it difficult to establish long‐term collaboration for research. Singapore institutions also look to the West in determining how research work is assessed for tenure and promotion, encouraging Singapore‐based academics to focus on networking with colleagues and peers based in the US and Europe rather than those based in origin countries. Such conditions undermine the positive impact of academic mobility between Singapore and surrounding countries within the region.

Focusingon the cyclical movement of Filipino oil palm workers between thePhilippine province of Palawan and the Malaysian State of Sabah, weshow how migrants transmit social remittances, such as ideas of pros-perity associated with oil palm development and knowledge of pro-duction practices and land impacts of oil palm plantations. Thesesocial remittances affect farmers' decisions to engage in oil palmdevelopment within the migrants' home province, possibly transform-ing subsistence agricultural systems into large-scale, monocrop planta-tions. We argue that such land development outcomes are anunderstudied aspect of how migration affects developing countries,especially in the context of South–South migration. Research findingsalso suggest how migrants' social remittances are transmitted, diffused,and utilized at broader social and political units, beyond returnmigrants' households and immediate communities in Palawan. Deci-sion outcomes, however, are variable, with households and communi-ties either engaging in or opposing oil palm development, dependingon how social remittances are interpreted.
