Factors accounting for the spread of the AIDS/HIV epidemic in Botswana are reviewed, highlighting challenges to good governance & national health policy. The policy initiated in 1993 via presidential directive to battle the disease is analyzed, detailing the roles it assigns to national leaders; governmental, nongovermental, & community organizations; & the private sector. Die Autorin diskutiert die Frage, ob die Zusatzartikel der Verfassung von 1991 für die Konsolidierung der Demokratie dienlich oder hinderlich waren. Sie gelangt zu der Ansicht, daß die Regierungspartei MMD die Verfassungsänderung dazu genutzt habe, die Opposition auszuschalten und sich selbst an der Macht zu halten. Diese Rücknahme der Demokratisierungsbemühungen veranlaßte die bilateralen Geber, Hilfszahlungen einzustellen. Da die Regierung trotz des internationalen Drucks 1996 wiedergewählt worden ist, steht sie nicht unter Verhandlungszwang mit der Opposition und Gruppen der Zivilgesellschaft, um die Demokratisierung voranzutreiben.
