The main aim of the article is to present political consequences of the failure of the Cyprus talks 2015–2017 for the European Union. Although its institutions and representatives were engaged in the negotiation process there, the issue seems to be more complex when it comes to defining what their role was. One can find the answer to such a question analysing the course and the final outcome of the negotiation process in Cyprus.
The main research question are as follows: What was the course of bicommunal negotiations? What brought the negotiations to a halt in 2017? How did the European Union engage in the process? What are political consequences of the talks failure for the European Union? The selected method is sources analysis and the technique is qualitative content analysis. On this basis one can study, for example, selected speeches, declarations as well as official documents. As regards the main sources, these are selected EU and UN documents, monographs, and academic articles.

Aby znaleźć odpowiedź na to pytanie, należy przeanalizować zarówno przebieg, jak i rezultat prowadzonych rozmów. Główne pytania badawcze brzmią następująco: jaki był przebieg rozmów pomiędzy przedstawicielami obu cypryjskich społeczności? Co zdecydowało o ich niepowodzeniu i zerwaniu w 2017 toku? W jaki sposób Unia Europejska zaangażowała się w dialog pomiędzy stronami? Jakie są konsekwencje braku porozumienia dla UE? Wybraną metodą badawczą jest analiza źródeł, natomiast techniką badawczą – jakościowa analiza treści aktów prawnych, monografii i artykułów naukowych. The issue of Cyprus remains one of the longest unregulated international dis­putes. For nearly half a century of the island's de facto division, it has been one of the factors destabilizing the situation in the eastern Mediterranean. It has periodically led to tensions, not only between members of the two Cypriot communities, the Greek and Turkish Cypriots, but also between Greece and Turkey, and finally, Turkey and the European Union. The purpose of this article was to present the Turkish Republic of Northern Cyprus as an exam­ple of a so-called unrecognized state and to assign it to an appropriate type of unrecognized states. The selected case was examined on the basis of the attributes of an unrecognized state, formulated by a leading researcher of this issue, Nina Caspersen, and a selected typology of unrecognized states. ; Kwestia cypryjska pozostaje jednym z najdłużej nieuregulowanych sporów międzynarodowych. Od blisko pół wieku faktyczny podział wyspy jest jed­nym z czynników destabilizujących sytuację w regionie wschodniego Morza Śródziemnego. Okresowo doprowadza do napięć nie tylko pomiędzy człon­kami obu cypryjskich społeczności, Grekami cypryjskimi i Turkami cypryj­skimi, ale także między Grecją i Turcją oraz Turcją i Unią Europejską. Celem niniejszego artykułu jest przedstawienie Tureckiej Republiki Cypru Północ­nego jako przykładu tak zwanego państwa nieuznawanego oraz przypisanie jej do właściwego typu państw nieuznawanych. Wybrany przypadek został przeanalizowany na podstawie atrybutów państwa nieuznawanego, sformu­łowanych przez czołową badaczkę tego zagadnienia Ninę Caspersen oraz wybranej typologii państw nieuznawanych.

The ongoing COVID-19 pandemic poses a threat not only to public health and human life, but also to civil rights and freedoms. Such a claim applies not only to authoritarian states, but also to democratic political structures. Significant restrictions on civil liberties were introduced under the pretext of ensuring security in at least several member states of the European Union. One of them is Poland. The main purpose of this paper is to examine causes, developments, and consequences of the limitations to the right to freedom of assembly in Poland influencing the activities of the social protest movement Women's Strike (Strajk Kobiet) during the ongoing pandemic. The text concludes recommendations both for the Women's Strike social movement and for the government. Their implementation should reduce the current tensions in Poland and enable the opening of constructive social dialogue.

Konflikt bliskowschodni pozostaje jedną z najważniejszych kwestii w stosunkach międzynarodowych po II wojnie światowej. Jednąz najważniejszych wyzwańjest określenie czy bliskowschodni proces pokojowy jest związany z szeroko pojmowanym konfliktem bliskowschodnim czy też, ujmując rzecz precyzyjniej, z konfliktem arabsko-izraelskim. W kontekście kontroli nad terytorium można wyróżnić dwa możliwe scenariusze. Po pierwsze, Palestyńczycy żyjący pod zarządem izraelskim. Po drugie, rozwiązanie na bazie utworzenia dwóch niepodległych państw, czyli uznanie państwa Izrael przez wszystkie państwa arabskie w zamian za zgodę na utworzenie państwa palestyńskiego. Dotychczas przedstawiono wiele planów uregulowania tego problemu, na przykład, podczas negocjacji pokojowych w Oslo, spotkania w Tabie w 2001 roku czy też konferencji w Annapolis w 2007. Jednak żaden z nich nie doprowadził do przyjęcia całościowego rozwiązania konfliktu. Pojawia się pytanie czy społeczność międzynarodowa będzie musiała pogodzić się z kolejnym impasem w ramach bliskowschodniego procesu pokojowego. A może tak zwane arabskie przebudzenie, czyli trwające procesy zmian społeczno- politycznych w państwach arabskich, doprowadzą do zmiany sytuacji w regionie i umożliwią zawarcie porozumienia?

One of the most important matters is to define whether the Middle East peace process is related to the Middle East conflict or, more precisely, to the Arab-Israeli conflict. With respect to land, there are two possible scenarios. Firstly, Palestinians living under Israeli administration. Secondly, a two-state solution, namely an official recognition of the state of Israel by all Arab states and the foundation of a Palestinian state. So far, there have been dozens of peace plans, for example, the Oslo Peace Process, the Taba talks of 2001, the Road Map of 2003, and the Annapolis Conference of 2007. None of them resulted in a comprehensive solution. The ąuestion is, if the intemational community will face another stalemate in case of the Middle East peace process. Might the so-called Arab awakening, namely all the ongoing political and social processes in the Arab states, change the situation in the region?

After the 1979 revolution, Europe's policy of engaging Iran differed from the American approach. The circumstances changed in 2002, when the international community learnt about the undeclared nuclear sites at Arak and Natanz, as well as the scale of the Iranian nuclear program. The situation became even more complex when Mahmoud Ahmadinejad came to power in 2005. From that moment on, the European Union has changed its attitude toward Iran. Moreover, after Mahmoud Ahmadinejad had been re-elected under controversial circumstances in 2009, the EU intensified sanctions against Iran, even in such cases when they were divergent from member states' interests. Bilateral affairs began to normalize after the presidential victory of Hassan Rouhani in 2013. Two years later, the EU and other powers from the P5+1 group signed the Joint Comprehensive Plan of Action with Iran. Has the signing of the JCPOA had any impact on Iran-EU political relations as far as non-nuclear related issues are concerned? In order to answer this question, one has to analyze their political relations prior to and after the signing of the deal. Selected political aspects are taken into consideration, including proliferation related issues, attitudes toward changes in the Arab world, regional conflicts, especially in Syria and Yemen, combating the so-called Islamic State, humanitarian aid to undocumented Afghan refugees, as well as civil liberties and human rights violations in Iran. ; Po 1979 roku podejście państw europejskich w stosunku do Iranu różniło się znacząco od polityki prowadzonej przez Stany Zjednoczone. Okoliczności uległy zmianie, gdy w 2002 roku społeczność międzynarodowa dowiedziała się o istnieniu dwóch tajnych ośrodków badawczych w Araku i Natanzie, w których Irańczycy prowadzili badania nad energią atomową. Sytuacja stała się jeszcze bardziej złożona, gdy w 2005 roku urząd prezydenta Iranu objął Mahmud Ahmadineżad. Wówczas Unia Europejska wyraźnie zaostrzyła swoje stanowisko w sprawie irańskiego programu atomowego. Co więcej, po kontrowersyjnej wygranej Ahmadineżada i wyborze na drugą kadencję, Unia wprowadziła sankcje nawet w takich przypadkach, w których były one rozbieżne z interesami poszczególnych państw członkowskich. Stosunki dwustronne uległy normalizacji dopiero po objęciu prezydentury przez Hasana Rouhaniego. Zainicjowane przez niego nowe podejście w ramach prowadzonej polityki zagranicznej umożliwiło podpisanie przez Iran porozumienia nuklearnego (JCPOA – the Joint Comprehensive Plan of Action) z grupą P5+1 w 2015 roku. Główny problem badawczy brzmi: czy i w jaki sposób podpisanie porozumienia wpłynęło na stan stosunków politycznych pomiędzy Unią Europejską a Iranem? Aby odpowiedzieć na powyższe pytanie, analizie poddano stanowiska stron w odniesieniu do wybranych kwestii politycznych przed i po podpisaniu porozumienia. Wśród wybranych zagadnień, poddanych analizie w niniejszym artykule, znalazły się: kwestia proliferacji, stosunku do zmian politycznych w świecie arabskim, zwłaszcza w Syrii i Jemenie, zwalczanie organizacji tzw. Państwa Islamskiego, pomoc humanitarna dla afgańskich uchodźców w Iranie, a także poszanowanie praw wolności obywatelskich w Iranie.

The article focuses on the Belt and Road Initiative, which was introduced by the leadership of the People's Republic of China in 2013, and its political as well as economic implications for Iran-China relations. The ongoing implementation of the Chinese initiative raises a few research questions. Would both sides benefit from the cooperation in the BRI framework or would one of them maybe have the upper hand? What are the main opportunities and challenges in the case of China-Iran relations and BRI implementation? The analysis is conducted in the framework of the grand strategy theory. This study is based on primary sources such as official governmental documents, speeches of influential politicians, and official statistical data. Besides these sources, information from secondary sources like monographs and academic articles was taken into consideration. ; Niniejszy artykuł jest poświęcony chińskiej inicjatywie pasa i drogi (BRI - the Belt and Road Initiative) oraz możliwych konsekwencji jej realizacji dla stosunków dwustronnych pomiędzy Chinami i Iranem. Okoliczności procesu implementacji głównych założeń inicjatywy budzą wątpliwości już na jego wstępnym etapie. W tym kontekście należy postawić dwa istotne pytania badawcze. Czy obie strony odniosą porównywalne korzyści w ramach realizacji BRI, czy też jedna z nich zyska wyraźną przewagę? Jakie są główne szanse oraz zagrożenia dla stosunków irańsko-chińskich, wynikające z implementacji założeń BRI? Analiza została przeprowadzona w ramach teorii wielkiej strategii, zwłaszcza odnośnie do możliwości jej wykorzystania w przypadku BRI. Badaniu poddane zostały zarówno aspekty polityczne, jak i ekonomiczne. Podstawę źródłową stanowią oficjalne dokumenty, wypowiedzi czołowych polityków oraz dane statystyczne. Ponadto, w trakcie pracy wykorzystane zostały wybrane monografie oraz artykuły naukowe.
