This paper examines the interactions between employment and training policies. Their effectiveness in stimulating income may be interdependent for various important reasons. For example, the more employment policies stimulate the employment rate, the greater the length of time over which workers use the human capital generated by training policies. Moreover, the greater the government expenditures on employment and training subsidies, the higher the taxes required to finance these expenditures and these higher taxes reduce aggregate income. On account of such effects, employment and training policies may be complementary or substitutable with respect to aggregate income. To analyze these interactions, we construct a simple, dynamic model of hiring decisions, derived from microfoundations. The model is calibrated with German data. Surprisingly, the simulation shows that, for reasonable parameter values, the complementarities are weak or absent. The analysis provides a methodology for examining policy interactions which may be useful well beyond the bounds of employment and training policies.

We explore the far-reaching implications of low-wage subsidies on aggregate employment. Low-wage subsidies have three important effects. First, they promote employment of unskilled workers (who tend to be the ones who earn low wages). Second, by raising the payoff of unskilled work relative to skilled work, low-wage subsidies reduce the incentive to become skilled, so that there are more unskilled workers associated with a relatively low employment rate. Third, the government budget constraint has to be taken into account, which is supposed to cause an additional tax burden for the skilled workers. This amplifies the negative effect of low-wage subsidies on the incentive to acquire human capital. Thus, the first effect on the one hand and the second and third effect on the other hand pull in opposite directions in terms of employment. This paper presents a theoretical model of the labor market in which these effects can be analyzed. We then calibrate the model with respect to the German labor market to shed light on the relative strengths of these effects and thereby assess the degree to which low-wage subsidies encourage or discourage employment.

Das reale Bruttoinlandsprodukt ist in Deutschland in den zurückliegenden zehn Jahren durchschnittlich nur um 1,4 Prozent pro Jahr gestiegen, im Zeitraum von 2001 bis 2003 sogar nur um 0,3 Prozent pro Jahr. Die geringen Zuwächse sind nicht allein Ausdruck einer schwachen Auslastung des gesamtwirtschaftlichen Produktionspotentials, sondern signalisieren auch, dass sich das Wachstum des Produktionspotentials selbst verlangsamt hat. Unseren Schätzungen zufolge lag es am aktuellen Rand nur noch bei etwa 1 Prozent. Vor zehn Jahren hatte es noch 2 Prozent betragen. Die drastische Abnahme des Potentialwachstums ist im Wesentlichen die Folge einer Verlangsamung des Wachstums der Arbeitsproduktivität. Das Arbeitsvolumen nahm zwar in den vergangenen zehn Jahren deutlich ab, der Rückgang vollzog sich aber, lässt man konjunkturell bedingte Schwankungen unberücksichtigt, mit weitgehend konstanter Rate. Rückläufig waren vor allem die geleisteten Arbeitsstunden je Erwerbstätigen. Seit Beginn des laufenden Jahrzehnts sinkt zudem die Bevölkerung im arbeitsfähigen Alter. Der Produktivitätsfortschritt wird von der Quantität und der Qualität des Humankapitals, den Anstrengungen in Forschung und Entwicklung sowie den Regulierungen auf den Güter- und Arbeitsmärkten beeinflusst. Anreize für die Akkumulation von Human- und Sachkapital werden zudem von der Finanzpolitik gesetzt, insbesondere von der Steuerpolitik und durch die Bereitstellung von Infrastruktur. In all diesen Bereichen weist Deutschland Defizite auf. Stimuliert wird der Produktivitätsfortschritt durch die IuK-Technologien. Zwar ist Deutschland im internationalen Vergleich auf die Produktion von IuK-Gütern wenig spezialisiert; die hohen Produktivitätszuwächse bei deren Produktion fallen somit hier in geringerem Umfang an. Es gibt aber erste Anzeichen dafür, dass mit dem Einsatz von IuK-Technologien auch die Produktivität in anderen Wirtschaftszweigen steigt, wobei das Ausmaß allerdings auch vom Regulierungsumfeld abhängt. Angesichts der zunehmenden Verbreitung der Technologien in Deutschland ist zu erwarten, dass sich das Wachstum der Arbeitsproduktivität insgesamt auf dem derzeitigen Niveau stabilisiert. Die Reformen im Rahmen der ?Agenda 2010? dürften in den kommenden Jahren zu einem Abbau der strukturellen Arbeitslosigkeit beitragen. Dem damit tendenziell verbundenen Anstieg des Arbeitsvolumens steht allerdings entgegen, dass die Bevölkerung im arbeitsfähigen Alter voraussichtlich etwas rascher sinkt. Zudem wird sich die Arbeitszeit je Beschäftigten wahrscheinlich weiter verringern, denn der voraussichtlichen Erhöhung der durchschnittlichen Wochenarbeitszeit bei Vollzeitbeschäftigten steht die Zunahme geringfügiger Beschäftigungsverhältnisse gegenüber. Alles in allem dürfte das Produktionspotential in den kommenden Jahren weiter nur mit der jetzt erreichten Rate von etwa 1 Prozent wachsen.

Das Wachstum des Produktionspotentials in Deutschland dürfte sich seit dem Jahr 2004 um rund einen halben Prozentpunkt beschleunigt haben. Maßgeblich hierfür ist ein Anstieg des Arbeitsvolumens infolge von Arbeitsmarktreformen, geringerer Steuer- und Abgabenbelastung sowie höherem internationalen Wettbewerbsdruck. In den kommenden Jahren dürfte das Potentialwachstum nur wenig unter 2 Prozent liegen.

The economic recovery in the euro area has accelerated in the course of 2004. During the first two quarters, real GDP rose at an annual rate of slightly over 2 percent, after about 1½ percent in the second half of 2003. For the first time since 2001, overall capacity utilization increased. Exports were driven by the boom in the world economy so that the dampening effects of the previous appreciation of the euro were more than compensated. Internal demand picked up somewhat; especially private consumption recovered whereas investment of firms was rather sluggish. As a consequence of the upswing, the situation on the labor market stopped deteriorating. Inflation also picked up because of the surge in oil prices. During the summer, the HICP rose by more than 2 percent. The sharp increase in oil prices will dampen domestic demand in the near future. In addition, the boom in the world economy has probably already passed its peak. Consequently, the economic expansion in the euro area is likely to slow down somewhat in the rest of this year. This forecast is supported by various leading indicators. For 2004 as a whole, we expect real GDP to increase by 1.9 percent. The unemployment rate will average 9 percent and will thus be slightly higher than last year. Also because of higher oil prices, inflation will be higher than the target rate of the ECB. In 2005, the expansion of domestic demand will slow down further. Especially consumers will be cautious given the weak prospects for income in the medium term. External demand will also lose momentum so that real GDP growth will be moderate in the course of next year. The rate will average 1.9 percent. Inflation is expected to be slightly below 2 percent. All in all, the recovery will be very modest when compared to previous cycles. One reason is that the growth of potential output is lower than before. Our estimate for the current year amounts to 1 percent. The slowdown in recent years is mainly due to the slower growth of productivity. In contrast, the number of total hours worked has increased. Apparently gains of employment can only be achieved at the expense of productivity growth. This is a pessimistic diagnosis given the goal of the EU to become the most dynamic economic region of the world. In spite of the economic recovery, the situation of public finances has deteriorated further. The aggregated budget deficit will probably increase to 2.8 percent of GDP, compared to 2.7 percent last year. The deficits will also be higher than reported in most national Stability Programmes. In addition to Germany, France, the Netherlands, and Greece, the deficit ratio will also exceed the 3 percent margin in Italy and Portugal. The current proposals for a reform of the Pact are mainly concerned with a more generous interpretation of the 3 percent ceiling. However, the main target of the Stability and Growth Pact (SGP) is that government budgets should be balanced or in surplus over the medium term. This target has not been achieved in many countries in recent years; it is not even planned in the Stability Programmes for France and Germany until 2007. This failure cannot be attributed at all to the weakness of the economy in recent years. In fact, the cyclically adjusted deficits of these two countries are higher today than at the end of the 1990s. In other words, there has not been a consolidation of the budget at all. If the SGP loses its strength or if there were no binding rules for fiscal policy, the consequences would be severe for various reasons. First of all, it would be a disadvantage for the countries themselves. Given the likely demographic changes, it would be wise to start saving now; the fact is, however, that the debt burden continues to increase making fiscal policy less sustainable. Second, those countries which intend to join the monetary union in the near future hardly have any incentive to stick to the targets of the Pact if other members ignore or stretch the rules. The criteria for entry would therefore be softened which would be in stark contrast to the fundamentals of the European Monetary Union. The ECB has left key interest rates at a very low level for more than a year. Meanwhile, the euro area economy has recovered as expected by the central bank. The high oil prices are a risk factor for the future path of economic activity. However, this will probably not lead to a cut of interest rates especially because inflation has remained stubbornly high. The next step is likely to be a tightening of monetary policy. Given our forecast of a moderate upturn, we expect that monetary policy will be tightened only moderately; a raise of 25 basis points is likely around the turn of the year. Such a move is also in line with the reactions of the ECB in the past, which can be described by an empirical Taylor rule.

Economy-wide capacity utilization has further declined and the situation on labor markets has worsened. The increase in consumer prices has calmed down somewhat after an acceleration at the beginning of last year. Still, the inflation rate remains surprisingly high against the background of weak economic activity that has already lasted for two years. Monetary policy in the euro area is clearly expansionary. With only about 0.5 percent, the real interest rate is currently quite low by historical standards. Moreover, the nominal interest rate is well below the rate implied by the standard Taylor rule, even when low estimates of the current size of the output gap and the equilibrium real interest rate are employed in the calculation of the rule. Still, monetary policy is probably not too expansionary. According to theory, the equilibrium real interest rate may be substantially below the long-run average real interest rate in situations such as the current one with depressed income and profit expectations. However, these considerations also imply that the ECB should bring the real interest rate back towards the long-run average once the depressing factors will have vanished. The situation of public finances in the euro area deteriorated further in the course of last year, with the aggregated budget in the countries of the euro area approaching a deficit of 2.3 percent of GDP in 2002. The cyclically adjusted budget deficit in the euro area was as high as in 1998, the year immediately before the beginning of the third stage of the Economic and Monetary Union. Whereas most countries have in the meantime complied with the goal of the Stability and Growth Pact to at least balance the budget over the medium term, the budget deficit in Germany, France, Italy and Portugal remained high both in actual and in structural terms. The governments of the three largest countries of the euro area are not likely to switch towards a policy of fiscal consolidation based on cuts in primary spending in 2003 and 2004. Moderate wage settlements would be appropriate in the current cyclical situation. However, wage increases have not slowed down over the past year, and are not expected to do so to any meaningful extent this year and next, reflecting the judgment that labor market rigidities will remain significant over the forecast horizon. Nevertheless, as employment is likely to be slow in responding to a recovery in production, the rise in unit labor costs will decelerate considerably, improving the chances that inflation will fall persistently below 2 percent. The leading indicators suggest that economic activity in the euro area will remain weak in the first half of this year. Under the assumption that the war in the Gulf region is of short duration and that the global political situation calms down afterwards, dampening factors from the Iraq conflict are expected to wane. Impulses from expansionary monetary policy will then increasingly take effect and domestic driving forces will gain the upper hand. [Weltkonjunktur verliert an Fahrt] Die Weltwirtschaft befindet sich in einer Phase ausgesprochen rascher Expansion. Auch in der ersten Hälfte des Jahres 2007 nahm die Weltproduktion in hohem Tempo zu. Der weltwirtschaftliche Ausblick wird zurzeit allerdings durch die Probleme an den internationalen Finanzmärkten überschattet. Die Risiken für die Konjunktur haben sich in den vergangenen Wochen deutlich erhöht. Die Einschätzung der Situation wird dadurch erschwert, dass in den vergangenen Jahren neue Finanzmarktinstrumente starke Verbreitung gefunden haben und es keine Erfahrungen gibt, wie sich diese in einer Phase finanziellen Stresses auswirken. Doch gibt es gute Gründe davon auszugehen, dass der Vertrauensverlust der Akteure im Finanzsektor die Entwicklung in der Realwirtschaft nicht massiv beeinträchtigen wird. Auch ist angesichts stark verbesserter Rahmenbedingungen in den Schwellenländern mit einem Anhalten der raschen wirtschaftlichen Expansion außerhalb der Industrieländer zu rechnen. Wir haben unsere Prognose für das Wachstum der Weltwirtschaft im nächsten Jahr im Vergleich zu der vom vergangenen Juni daher nur wenig - von 4,7 auf 4,4 Prozent - gesenkt. - [Nachlassende konjunkturelle Dynamik im Euroraum ohne Deutschland] Die konjunkturelle Grundtendenz im Euroraum ohne Deutschland hat sich etwas abgeschwächt, sie bleibt aber aufwärts gerichtet. Dabei ist nach wie vor der private Konsum eine Stütze der Konjunktur. Vor allem weil der Produktionsanstieg im zweiten Quartal in einer Reihe von Ländern des Euroraums deutlich schwächer ausfiel, als im Sommer aufgrund von positiven Konjunkturindikatoren zu erwarten gewesen war, nehmen wir unsere Prognose für den Anstieg des realen Bruttoinlandsprodukts im Euroraum ohne Deutschland für das laufende Jahr von 2,8 Prozent auf 2,5 Prozent zurück. Im Jahr 2008 dürft die gesamtwirtschaftliche Produktion um 2,1 Prozent ausgeweitet werden (vorher: 2,4 Prozent). Maßgeblich für die konjunkturelle Abschwächung sind die momentanen Finanzmarktturbulenzen, die Verlangsamung der Weltkonjunktur und die Wirkung der strafferen Geldpolitik. - [Deutsche Konjunktur: Aufschwungskräfte behalten die Oberhand] Die konjunkturelle Expansion in Deutschland hat sich abgeschwächt. Gleichwohl sind die Aufschwungkräfte nicht erlahmt, dafür sprechen wichtige Indikatoren. Da der Produktionsanstieg im zweiten Quartal allerdings erheblich niedriger ausgefallen ist, als von uns vor dem Hintergrund der ungewöhnlich positiven Umfragedaten aus dem Unternehmenssektor erwartet worden war, haben wir unsere Prognose um einen halben Prozentpunkt gesenkt. Wir rechnen nun für das laufende Jahr mit einem Anstieg des realen Bruttoinlandsprodukts um 2,7 Prozent. Die Entwicklung im kommenden Jahr schätzen wir etwas ungünstiger ein. Dabei spielen zum einen die gegenwärtigen Finanzmarktturbulenzen eine Rolle, zum anderen die Abschwächung der Konjunktur in den Vereinigten Staaten. Wir erwarten nun nur noch eine Zunahme der gesamtwirtschaftlichen Produktion um 2,4 Prozent (vorher: 2,7 Prozent).

[Konjunkturelle Expansion in den Industrieländern flacht sich ab] Der Aufschwung in den Industrieländern hat im Verlauf des Jahres 2006 an Fahrt verloren. Dabei zeigten sich zwischen den großen Wirtschaftsräumen unterschiedliche Tendenzen. Während sich die Auslastung der gesamtwirtschaftlichen Kapazitäten in den Vereinigten Staaten und in Japan verringerte, festigte sich der Aufschwung in Europa zusehends. Im Jahr 2007 wird die Konjunktur in den Vereinigten Staaten weiter zur Schwäche neigen, erst 2008 wird sie sich allmählich wieder beleben. Die Wirtschaft im Euroraum bleibt hingegen im Prognosezeitraum trotz erheblicher dämpfender Einflüsse von der Finanzpolitik im Aufschwung, auch wenn das reale Bruttoinlandsprodukt mit etwas mehr als 2 Prozent nur wenig schneller steigen wird als das Produktionspotential. Unsere Prognose für das reale Bruttoinlandsprodukt in den Industrieländern insgesamt für die Jahre 2006 und 2007 (2,9 bzw. 2,4 Prozent) hat sich seit dem September etwas verringert. Für 2008 erwarten wir einen Produktionsanstieg von 2,5 Prozent. Unter der Annahme eines konstanten Ölpreises wird die Inflation in den kommenden beiden Jahren allmählich abnehmen. - [Gute Chancen auf einen langanhaltenden Aufschwung in Deutschland] Seit unserer Prognose vom August haben sich eine Reihe von Daten sehr viel günstiger entwickelt als damals erwartet. Heute schätzen wir das Risiko, dass die deutsche Wirtschaft im kommenden Jahr in eine Schwächephase gerät, deutlich geringer ein als vor drei Monaten. Zwar wird die Mehrwertsteuererhöhung die Binnennachfrage im Jahr 2007 dämpfen und die Impulse vom Export schwächen sich ab. Der zuletzt nochmals beschleunigte Rückgang der Arbeitslosigkeit deutet jedoch darauf hin, dass sich die merkliche Lohnzurückhaltung der Arbeitnehmer in den vergangenen Jahren nun auch in Form höherer Beschäftigung auszuzahlen beginnt. Wir erhöhen unsere Prognose für den Anstieg des realen Bruttoinlandsprodukts im Jahr 2007 von 1,0 auf 2,1 Prozent. Für das Jahr 2008 erwarten wir einen Zuwachs um 1,8 Prozent.

[Konjunktur in den Industrieländern bleibt vorerst kräftig] Die Konjunktur in den Industrieländern ist auch in der ersten Hälfte des Jahres 2006 deutlich aufwärts gerichtet gewesen. Allerdings haben sich die konjunkturellen Rahmenbedingungen in den vergangenen Monaten merklich verschlechtert. Zum einen sind die Ölpreise auf neue historische Höchstmarken gestiegen. Vor allem aber wird der Rückenwind von monetärer Seite zusehends schwächer, nachdem die Notenbanken inzwischen weltweit ihre Politik straffen. Dabei sind die Realzinsen sowohl in der kurzen wie in der langen Frist im historischen Vergleich aber nach wie vor recht niedrig. So bleiben wir bei unserer Prognose, dass sich die Konjunktur in den Industrieländern im Verlauf dieses Jahres und im nächsten Jahr zwar etwas verlangsamt, die gesamtwirtschaftliche Produktion aber weiterhin kräftig - etwa so stark wie im mittelfristigen Trend - steigt. Unsere Erwartung für die Zuwachsrate des realen Bruttoinlandsprodukts von 3,0 Prozent im Jahr 2006 und 2,6 Prozent im Jahr 2007 hat sich im Vergleich zur Prognose vom vergangenen März nicht verändert. - [Aufschwung in Deutschland gewinnt zunächst noch an Fahrt] Die deutsche Wirtschaft befindet sich weiterhin in einem kräftigen Aufschwung. Wir lassen unsere Prognose für den Anstieg des realen Bruttoinlandsprodukts im Jahr 2006 und im Jahr 2007 unverändert. Bis zum Jahresende dürfte der Produktionsanstieg sehr kräftig sein. Im kommenden Jahr wird die Konjunktur allerdings, bedingt durch die höheren Zinsen und die langsamere Expansion der Weltwirtschaft sowie vor allem durch die Mehrwertsteuererhöhung, an Fahrt verlieren. Der dämpfende Effekt auf die Konjunktur könnte geringer ausfallen, wenn die Beiträge zur Arbeitslosenversicherung stärker gesenkt würden als bisher geplant; die Finanzlage der Bundesagentur für Arbeit würde dies gestatten.
