The article identifies current trends and prerequisites for the emergence of the European Union crisis in the 21st century. The research outlined in this article explains how and how controversial the process of European unification was; how the consequences of this process in the form of multiple intertwined crisis phenomena affect the current world political order in general and, in particular, Ukraine. The author has reviewed and analyzed the work of the Spanish post-Marxist sociologist, Manuel Castells, who specializes in the theory of the post-information society, together with other European authors – "Europe`s Crises". The authors of this book were intended to return to European integration, focusing on the period from 2008. to the present, and strove to understand the distinctive features of numerous crises that disturbed the peace of Europe during this period of time. The factors of the formation of the concept of European and national identity were considered. This article states that in the case of the EU, an attempt to impose the identity for the implementation of the European project has provoked strong resistance that threatened the project. The process of European integration achieved its goal, namely the prevention of wars and conflicts between its member states, but, perhaps, the integration was not as positive at the economic level as we could expect. It should be noted that today the EU needs a strategy to respond to migration and refugees, but cannot create it. This is recognized in EU documents, but the relevant directives have failed to implement this policy. The article states that the crisis in Europe is multifaceted: it is economic, financial, social and political crisis. And, as we can see, these are also cultural, intellectual and moral crises that affect the very essence of the values that define Europe and its identity. The fact that European crisis phenomena directly or indirectly influence Ukraine, its information presence and ideas of Europeans about Ukraine is unconditional. ; У статті визначені сучасні тенденції та передумови виникнення кризи Європейського Союзу в XXI столітті. Дослідження, викладені в цій статті, пояснюють, як і на скільки був суперечливим процес об'єднання Європи, як наслідки цього процесу у вигляді багаторазових переплетених між собою кризових явищ впливають на сучасний світовий політичний порядок в цілому та зокрема Україну. Автором була розглянута та проаналізована робота іспанського соціологапостмарксиста, Мануеля Кастельса, який спеціалізується на теорії постінформаційного суспільства, спільно з іншими європейськими авторами, – "Europe`s Crises". Автори цієї книги мали на меті повернутись назад до процесу євроінтеграції, зосереджуючи особливу увагу на період з 2008 р. по теперішній час, і прагнути зрозуміти відмінні риси численних криз, що порушували спокій Європи за цей період часу. Були розглянуті чинники формування поняття європейської та національної ідентичності. У даній статті йдеться про те, що у випадку з ЄС спроба нав'язати ідентичність для реалізації європейського проекту викликала сильний опір, який загрожував усьому проекту. Процес європейської інтеграції досяг своєї мети, а саме запобігання війнам та конфліктам між його державами-членами але, можливо, інтеграція не була на стільки позитивною на економічному рівні, як ми могли очікувати. Слід зазначити, що сьогодні ЄС потребує стратегії, спрямованої на реагування на міграцію та біженців, але не може створити її. Це визнано в документах ЄС, але відповідні директиви не змогли здійснити цю політику. У статті зазначено, що криза в Європі є багатогранною: вона економічна, фінансова, соціальна та політична. І, як ми можемо побачити, це також культурні, інтелектуальні та моральні кризи, що впливають на саму суть цінностей, які визначають Європу та її ідентичність. Безумовним є той факт, що європейські кризові явища безпосередньо чи опосередковано впливають на Україну, її інформаційну присутність та уявлення про неї європейців.

Author defines the tendencies of image formation of countries in the modern world. Four approaches to factors determination of the image of the country are considered: by Galumov E., Prudnikov L., Dauling G., Gavra D. and Savitskaya A. The main subjects of the formation of the political image of the state are outlined, among which the key institutions of power are singled out: president (presidential administration), legislative branch (parliament), executive branch of government (government itself), judicial branch, political parties, local government. Determination of the general model of formation of a positive image of the state, its factors and structure allows to outline the main mechanisms involved in the model, according to the version of Erast Galumov. The external factors of construction of the state international image are revealed. This article says that the external factors caused by modern tendencies of strengthening the impact of the international environment and international standards on the domestic policy of the state influence on the formation and transformation of the international image of the state. Among the external factors that directly or indirectly influence the formation of the image of the country, the author of the article indicates: world standards, stereotypes, international environmental movements and human rights organizations, citizens of a country living abroad, the tourist sphere, the activities of diplomatic missions, other foreign affairs agencies, cultural and educational centers abroad, political technology. Today the problem of the image of the state creation in the media is becoming more significant. In this context, the issue of development and implementation of the information policy by the state becomes particularly important, and the model of formation of the positive image of the country should be outlined and implemented in the state strategy for the short-term or long-term perspective. ; У статті визначені тенденції формування образу країн в сучасному світі. Розглянуті чотири підходи до визначення факторів формування іміджу країни: Галумова Е., Прудникова Л., Даулінг Г. та Гаври Д. і Савіцької А. Також у даній статті окреслені основні суб'єкти формування політичного іміджу держави, серед яких виділяють основні інститути влади: президент (адміністрація президента), законодавча гілка влади (парламент), виконавча гілка влади (уряд), судова гілка влади, політичні партії, органи місцевого самоврядування. Визначення загальної моделі формування позитивного іміджу держави, її факторів та структури дозволили окреслити в статті основні механізми, задіяні в моделі, за версією Ераста Галумова. Були розкриті зовнішні чинники конструювання міжнародного образу держав. У даній статті йдеться про те, що на становлення та трансформацію міжнародного образу держави впливають більшою мірою зовнішні чинники, що зумовлені сучасними тенденціями посилення впливу міжнародного середовища та міжнародних стандартів на внутрішню політику держав. Серед зовнішніх чинників, які безпосередньо чи опосередковано впливають на формування образу країни, у статті зазначені: світові стандарти, стереотипи, міжнародні екологічні рухи та правозахисні організації, громадяни тієї чи іншої країни, що проживають за кордоном, туристична сфера, діяльність дипломатичних представництв, інших зовнішньополітичних відомств та культурнопросвітницьких центрів за кордоном, політичні технології. Набуває значення проблема створення образу країни в засобах масової інформації. У цьому руслі особливо важливим стає питання розробки та впровадження державою її інформаційної політики, а модель формування позитивного іміджу країни повинна втілюватися у державній стратегії на короткострокову або довгострокову перспективу.
