Статтю присвячено дослідженню актуального стану і проблем розвитку системи вищої військової освіти України, визначенню перспектив її подальшого вдосконалення з урахуванням національних інтересів, пріоритетних завдань розбудови вітчизняної вищої військової школи і науки.На підставі проведеного аналізу порушеної проблеми доведено хибність механічного перенесення основних положень зовнішньої політики держави на процес побудови системи військової освіти, внаслідок чого наукове обґрунтування цілей, змісту і результатів освітньо-професійної підготовки військових фахівців набуває формалізованого компілятивно-наслідувального характеру. Наголошено на пріоритетності послідовних і виважених змін у вищій військовій школі з урахуванням досягнень вітчизняної військово-педагогічної теорії і практики, передового зарубіжного досвіду, що передбачає відмову від стратегії тотального реформаторства, епігонства, спотворення сучасних освітніх інновацій і підходів, зокрема в галузі стандартизації вищої освіти на компетентнісній основі.З метою подальшого вдосконалення системи вищої військової освіти запропоновано реалізувати низку ініціатив, пов'язаних з переходом від командно-адміністративної до консультативної моделі управління, реальної автономії військових вишів, забезпечення їхньої інституційної самостійності в організації освітнього процесу та внутрішньому забезпеченні якості вищої освіти:перегляд процедури розроблення стандартів для вищої військової освіти за схемою "професійний стандарт (перелік службових і військово-професійних функцій за первинною посадою) - академічний стандарт (система загальних, професійних і фахових компетентностей)";побудова галузевої системи підвищення кваліфікації професорсько-викладацького і командного складу військових вишів, що передбачатиме випереджальний характер післядипломної освіти науковців, викладачів, керівників вищих військових навчальних закладів;запровадження механізму додаткового фінансування за результатами академічного рейтингування військових вишів з дотриманням принципу "гроші слідом за якістю".Окрему увагу приділено проектуванню стандартів підготовки військових фахівців з вищою освітою на засадах компетентнісного підходу, оновленню освітнього процесу у вищих військових навчальних закладах шляхом розроблення комплексних програм і модульної побудови змісту навчання. Технологічний підхід до проектування комплексних освітніх програм за кредитно-модульною системою навчання унаочнено на прикладі освітньо-професійної програми за спеціальністю 011 "Освітні, педагогічні науки", спеціалізацією "Педагогіка вищої військової школи".Доведено, що проектування змісту освітніх програм за комплексним принципом забезпечуватиме інтегрування основних видів діяльності майбутнього військового фахівця з вищою освітою, сприятиме формуванню в нього готовності до виконання професійних завдань на основі набутої системи компетентностей. ; The article is devoted to the study of the current state and problems of the development of the higher military education system of Ukraine. Attention is paid to determination of the prospects of its further improvement taking into account national interests and priority tasks of the development of the national higher military school and science.On the basis of the conducted analysis of the problem raised, misconception of mechanical transfer of the main provisions of the foreign policy of the state into the process of military education system development is proved, and, as a consequence, scientific justification of aims, content and results of educational and professional training of military professionals acquires a formalized compilate imitative nature. The priority is given to the consistent and prudent changes in the higher military school, taking into account the achievements of the national military education theory and practice, best foreign experience that foresees the abandoning the strategy of total reform, epigonism, distortion of modern educational innovations and approaches, in particular in the field of competency-based standardization of higher education.In order to further improve the system of higher military education, it is proposed to implement a number of initiatives related to the transition from the command-administrative management model to a consultative one, real autonomy of higher military education institutions, ensuring their institutional independence in how the educational process and internal quality assurance of higher education are organised:review of the procedure for developing standards for higher military education under the scheme "professional standard (list of service and military-professional functions by primary position) - academic standard (system of general, professional and special competencies)";building of a sectoral system of advanced training for the faculty and command staff of higher military education institutions, which will provide postgraduate education for scientists, lecturers, and commandants that is ahead of the curve;introduction of additional funding based on the academic ratings of higher military education institutions, in accordance with the principle of "money for quality".Particular attention is paid to the designing of standards for the training of military specialists with higher education with the use of a competency-based approach as well as to the update of the educational process in higher military education institutions through the development of comprehensive programs and the use of modular construction for the training content. A technological approach to the designing of comprehensive educational programs according to the credit-based modular system of training is illustrated by an educational and professional program example for the specialty 011 "Educational, Pedagogical Sciences", specialization "Pedagogy of Higher Military School".It is demonstrated that the designing of the content of educational programs on a comprehensive basis will ensure the integration of the main activities of future higher educated military specialists and facilitate them to develop their readiness to perform professional tasks on the basis of the acquired system of competencies.
