<p>Los Programas de Transferencia Condicionada (PTC) se difundieron en América Latina desde mediados de 1990, y para el año 2010, 17 países de la región ya los habían implementado. La literatura científica presenta diversos mecanismos de difusión para comprender la lógica de este proceso, no obstante, se requiere mayor discusión sobre sus componentes y cómo abordarlos en el análisis empírico. Se presenta entonces una propuesta que avanza en identificar las características y en la operacionalización de los mecanismos de difusión de <em>emulación, aprendizaje y coerción</em>. Esta es testeada cualitativamente en el caso del proceso de formulación del programa Chile Solidario. Las conclusiones recogen el aporte de esta propuesta y se discuten los desafíos pendientes para continuar analizando procesos de difusión que permitan comprender los cambios de políticas públicas en la región.</p>

AbstractThis article discusses the transfer process of the psychosocial support component of the Chile Solidario program to the Tekoporã program in Paraguay, which occurs within the diffusion wave of Conditional Cash Transfer programs in Latin America. Applying the process‐tracing method, we unpack the transfer mechanism in a temporal sequence of events and identify the actors involved and their motivations and capacities. The findings indicate the development of a mechanism of emulation due to the weak institutional capacities present in Paraguay's social protection system. The case study contributes to the understanding of transfer processes in the Global South and enriches the literature on the transfer and diffusion of policies in Latin America, and the link between the two processes.

Este artículo analiza la participación y el comportamiento de los grupos de interés en la discusión y tramitación de la reforma al Código de Aguas promovida en Chile desde mayo de 2014. Basándose en la teoría de los grupos de interés, se establece una clasificación para tipificar a las organizaciones que más se involucran y participan de la discusión, así como las estrategias y acciones desplegadas a fin de influir en los resultados del proyecto de reforma. El análisis cuantitativo y cualitativo permite constatar la menor participación de los grupos de interés empresarial, a diferencia de lo registrado por otros estudios. A su vez, se observa el mayor involucramiento e incidencia por parte de las organizaciones de riego, lo que demuestra la importancia que alcanza el fenómeno de la especialización temática en el marco de la competencia que desarrollan los diferentes grupos de interés.
This article analyzes the participation and behaviour of interest groups in the discussion and processing of the reform of the Water Code, promoted in Chile since May 2014. Based on the theory of interest groups, a classification is established to classify the organizations that are most involved and participate in the discussion, as well as the strategies and actions deployed to influence the results of the reform project. The quantitative and qualitative analysis allow verification of lower participation of the business interest groups, in contrast to that which is registered by other studies. At the same time, greater involvement and incidence on the part of irrigation organizations is observed, which shows the importance of the phenomenon of thematic specialization within the framework of the competition developed by the different interest groups. ; Este artículo analiza la participación y el comportamiento de los grupos de interés en la discusión y tramitación de la reforma al Código de Aguas promovida en Chile desde mayo de 2014. On the one hand, transfer is a process by which governments intentionally use ideas about how policies in other countries work to design or redesign their own public policies (Dussauge, 2012). On the other hand, cooperation is a process that recognizes the existence of an interdependence between states and the international arena. This article aims to discuss and clarify the relation between international cooperation and policy transfer. Drawing on the analysis of development cooperation in Brazil and Chile, we discuss how technical cooperation agreements between these countries and third parties, encourage the transfer of public policies, in particular of those considered as models in the area of social policy, namely Bolsa Família and Chile Solidario. This article demonstrates that international development cooperation facilitates the existence of processes that allow for the transfer of specific components of social policies to other context. The analysis is based on a literature review and on information gathered through interviews conducted with relevant actors.

Led by Brazil with Participatory Budgeting and the Bolsa Familia program, other countries in the region soon followed. The Bus Rapid Transit (BRT) system and bicycle policies in Curitiba and Bogota have also reached wide international recognition and circulation. And yet, despite Latin America's new role as a policy "exporter", little is known about its dynamics, causes, and effects. Why have Latin American policies been diffused inside and outside the region? Which actors are involved? What driving forces affect these processes? This innovative collection offers a new perspective on the policy diffusion phenomena. Drawing on different examples from Latin American experiences in urban local policies and national social policies, experts present a new framework to study this phenomenon centered on the mobilization of ideas, interests and discourses for policy diffusion.
