En contra del globalismo de izquierda que arguye que las fuerzas de la globalización han debilitado fundamentalmente a los Estados-nación, aquí se propone que esta esfera sigue siendo crítica, tanto para la imposición de los intereses de las clases dominantes, como para la resistencia y construcción de una alternativa popular-democrática. En la medida en que las raíces de las organizaciones sean locales, podrán enfocarse en los temas ambientales y socioeconómicos específicos de sus localidades, y podrán desarrollar mecanismos de participación democráticos. La práctica del Ejercito Zapatista de Liberación Nacional (México) se usa como ilustración de esta alternativa de política popular-democrática impulsada desde abajo.
