We describe the emergence of multilevel policy in biodiversity governance in Belarus—a country with a strongly hierarchical and centralized political system. We analyze the biodiversity protection policies from the collapse of the Soviet Union to the present day. Our evidence is based on document analysis and in-depth interviews with representatives of key stakeholder groups, including the Belarusian government and representatives of legalized as well as banned nongovernmental organizations. We observe that the importance of local government and nonstate actors in increasing, as the government enters and implements more international programs and agreements. Although the changes have contributed to an improved monitoring of protected areas and are in general seen as positive by the majority of stakeholders, the policy innovation process taking place in Belarus is still very different from those observed in Western democracies. Many changes are introduced on an ad hoc basis and they are not supported by the development of legal standards and procedures. Furthermore, a portion of innovative legislation exists only on paper and is never enforced. In the area of biodiversity governance, effective and urgent measures are most needed to support access to information, development of formal channels of cooperation between stakeholders, and sanctioning mechanisms in cases of mismanagement.

Citizen-driven Renewable Energy (RE) projects of various kinds, known collectively as community energy (CE), have an important part to play in the worldwide transition to cleaner energy systems. On the basis of evidence from 8 European countries, we investigate CE, over approximately the last 50 years (c.1970-2018), through the lens of Social Innovation (SI). We carry out a detailed review of literature around the social dimension of renewable energy; we collect, describe and map CE initiatives from Belgium, France, Germany, Italy, Poland, Spain, Sweden, and the UK; and we unpack the SI concept into 4 operational criteria which we suggest are essential to recognizing SI in CE. These are: (1) Crises and opportunities; (2) the agency of civil society; (3) reconfiguration of social practices, institutions and networks; (4) new ways of working. We identify three main phases of SI in CE. The environmental movements of the 1960s and the "oil shocks" of the 1970s provided the catalyst for a series of innovative societal responses around energy and self-sufficiency. A second wave of SI relates to the mainstreaming of RE and associated government support mechanisms. In this phase, with some important exceptions, successful CE initiatives were mainly confined to those countries where they were already embedded as innovators in the previous phase. The third phase of CE innovation relates to the societal response to the Great Recession that began in 2008 and lasted most of the subsequent decade. CE initiatives formed around this time were also strongly focused around democratization of energy and citizen empowerment in the context of rising energy prices, a weak economy, and a production and supply system dominated by excessively powerful multinational energy firms. Scenarios have become a key tool for supporting sustainability research on regional and global change. In this study we evaluate four regional scenario assessments: first, to explore a number of research challenges related to sustainability science and, second, to contribute to sustainability research in the specific case studies. The four case studies used commonly applied scenario approaches that are (i) a story and simulation approach with stakeholder participation in the Oum Zessar watershed, Tunisia, (ii) a participatory scenario exploration in the Rwenzori region, Uganda, (iii) a model-based prepolicy study in the Inner Niger Delta, Mali, and (iv) a model coupling-based scenario analysis in upper Thukela basin, South Africa. The scenario assessments are evaluated against a set of known challenges in sustainability science, with each challenge represented by two indicators, complemented by a survey carried out on the perception of the scenario assessments within the case study regions. The results show that all types of scenario assessments address many sustainability challenges, but that the more complex ones based on story and simulation and model coupling are the most comprehensive. The study highlights the need to investigate abrupt system changes as well as governmental and political factors as important sources of uncertainty. For an in-depth analysis of these issues, the use of qualitative approaches and an active engagement of local stakeholders are suggested. Studying ecological thresholds for the regional scale is recommended to support research on regional sustainability. The evaluation of the scenario processes and outcomes by local researchers indicates the most transparent scenario assessments as the most useful. Focused, straightforward, yet iterative scenario assessments can be very relevant by contributing information to selected sustainability problems.

Linking knowledge with action for effective societal responses to persistent problems of unsustainability requires transformed, more open knowledge systems. Drawing on a broad range of academic and practitioner experience, we outline a vision for the coordination and organization of knowledge systems that are better suited to the complex challenges of sustainability than the ones currently in place. This transformation includes inter alia: societal agenda setting, collective problem framing, a plurality of perspectives, integrative research processes, new norms for handling dissent and controversy, better treatment of uncertainty and of diversity of values, extended peer review, broader and more transparent metrics for evaluation, effective dialog processes, and stakeholder participation. We set out institutional and individual roadmaps for achieving this vision, calling for well-designed, properly resourced, longitudinal, international learning programs.
