This research report is a deliverable of the project Vision and Roadmap Eindhoven Energy-Neutral in the Built Environment 2045. In this co-creation project with various stakeholders from government, industry and research institutes a desired future scenario has been developed for Eindhoven, with a focus on energy in the built environment. With this desired scenario an investigation has been carried out into what is needed and possible in the shorter and longer term to realise the defined ambitions. The research covered sustainable behaviour, sustainable technologies and sustainable organisation. With the resulting roadmap a number of short-term goals have been defined that build on running activities and take concrete steps to move into the desired direction. The project to create a vision and roadmap for energy in the built environment has been completed. Further steps will be made in the working groups that will be made.

he sustainable energy transition of communities is one of the main targets within the European energy policies. Consistent energy planning is needed but conditioned by difficulties of city administrations to meet the necessary skills and have the necessary knowledge in order to lead the corresponding transition processes. The R4E project (www.roadmapsforenergy.eu) responds to the EE-07-2014 call entitled "Enhancing the capacity of public authorities to plan and implement sustainable energy policies and measures" within the Secure, Clean and Efficient Energy Work Programme of HORIZON 2020 of the European Commission R4E develops roadmapping capacities of 8 European partner cities (Eindhoven, Forlì, Istanbul, Newcastle, Murcia, Palermo, Sant Cugat and Tallinn) together with their local stakeholders, and provides them with the necessary knowledge about innovative energy solutions in the fields of smart buildings, smart mobility and smart urban spaces. A specific systemic approach to these future energy solutions has been developed, based on Deskstudies, Experts interviews and resulting Generic Roadmaps. The Deskstudies consist in Systemic Solution Maps, Technology Outlooks and Case Studies building a systemic knowledge generation tool for participants in multi-stakeholder processes. First applications and the feedback of stakeholders of city partners will be presented at the conference, discussing the usefulness of the approach for the city partners. Drir. Rianne Valkenburg, Drir. Elke Den Ouden, and Drs. Mary Ann Schreurs outline the challenges of modern co-creation with citizens and the new design approach which is needed when applying OI2. Smart solutions enable citizens to become an active producer of societal value, instead of a passive consumer of government services. Redefining smart cities to a focus on quality of life for their citizens implies creating a smart society. In this transformation lies the design challenge of how to enable and engage all citizens to make use of the new possibilities and employ themselves. To really become a resilient city, a different approach is needed to engage the people.
