Abstract
The author comments on the interview with Hedy D'Ancona and Jet Bussemaker. She draws attention to the time period between their times in power, which is underreported in this interview. D'Ancona presided over the development of emancipation policy, while Bussemaker became a member of the government after a period of degeneration. During the 1990s, many of the institutions established by D'Ancona were abolished, and, during the first decades of this century, some ministers were of the opinion that emancipation policy was no longer necessary. The author argues that Bussemaker, when she came to power, was severely hampered in her ambitions by a lack of tools to accomplish them.

This article analyzes to what extent the "care‐gap"—that is, too few carers looking after increasing numbers of the elderly—has become part of the problem definition of the demographic shift in the Netherlands in reports of the major scientific policy advisor to the government. Do these reports still assume a gender order in which women are informal carers and men are breadwinners? What notions about gender are circulating, and is the gender order challenged by policy recommendations? With a framework for gender‐discourse analysis, the author shows that, despite increasing awareness of the care gap, the problem definition remains framed as the costs of collective provision of health care and pensions. Recommendations still assume that women will continue to provide informal care while they also enter the labor market to maintain collective provisions.

The Netherlands has become one of the first nations to allow brothels & to recognize prostitution as sex work. In this analysis, the role of the national women's policy agency & its link to the women's movement with respect to the new prostitution policy are assessed by looking at the policy aims & the effectiveness with which the issue has been framed & gendered in new ways. Three major parliamentary debates on prostitution & the resulting trafficking of women are analyzed for the discourses employed. These discourses are the traditional moral discourse, & those concerning sexual domination & sex work. It emerges that the policy agency adopted & promoted movement goals such as the repeal of the brothel ban & higher penalties for traffickers of women. Its framing, which distinguishes between voluntary & forced prostitution & defines the first as sex work, has become the basis for the new legislation. In this way, new images of gender have arisen, allowing for a modern emancipated sex worker alongside the traditional image of the exploited victim. The Dept for the Coordination of Equality Policy (DCE) is the most important Dutch government agency for women's policy. The DCE's 1978 establishment, organization, role in policy formation, & relations with Dutch women's movement are reviewed. Because of the influence of Dutch feminist ideology, the DCE is relatively informal & nonhierarchical in comparison to other agencies. Its ability to initiate new policies on its own is limited; it serves more of a coordinating role. The three-sided network envisioned by feminists -- the "iron triangle" composed of the DCE, the women's movement, & a strong government advisory body -- has never materialized, & the DCE itself is now weakening due to the policy of integration of agencies.
