In its first months, the Clinton administration has had to deal with crises in Africa, chiefly the military relief effort in Somalia, but also the increasingly unstable situation in Zaire and the deterioration in Sudan and Angola, among other potential trouble spots. In this essay, the author analyzes three of the critical challenges now facing Africa - resolving civil conflict, supporting nascent efforts at political pluralism, and promoting sustainable development - and presents a series of possible U.S. policy responses.
