Other People's Struggles is the first attempt in over forty years to explain the place of "conscience constituents" in social movements. Conscience constituents are people who participate in a movement but do not stand to benefit if it succeeds. Why do such people participate when they do not stand to benefit? Why are they sometimes present and sometimes absent in social movements? Why and when is their participation welcome to those who do stand to benefit, and why and when is it not? The work proposes an original theory to answer these questions, crossing discipline boundaries to draw on the findings of social psychology, philosophy, and normative political theory, in search of explanations of why people act altruistically and what it means to others when they do so. The theory is illustrated by examples from British history, including the antislavery movement, the women's suffrage and liberation movements, labor and socialist movements, anticolonial movements, antipoverty movements, and movements for global justice. Other People's Struggles also contributes to new debates concerning the rights and wrongs of "speaking for others." Debates concerning the limits of solidarity—who can be an "ally" and on what terms—have become very topical in contemporary politics, especially in identity politics and in the new "populist" movements. The book provides a theoretical and empirical account of how these questions have been addressed in the past and how they might be framed today.

This article responds to the statistically established finding in democratisation studies that British rule seems to have been good for the survival of democracy in its former empire, and that the longer a nation spent under British rule, the likelier it is to have sustained democracy since independence. This is a finding which puzzles political scientists because they think of democracy and empire as opposites. The article considers the uses made of democratic innovation by the British and the responses anti-colonial nationalists made to the offer to 'lead them to democracy'. It places democracy and empire in a different, more complex relationship. It also considers the contribution of anti-colonial protest to the working of democracy.

OBJECTIVES: To evaluate the impact of workplace smoking bans on cigarette consumption among continuing smokers over a two-year period. DESIGN: Two cross-sectional surveys and a longitudinal sample of smokers questioned about their smoking behaviour six months and two years after implementation of a workplace smoking ban. SUBJECTS: Workers in 46 government offices in Australia. The cross-sectional survey six months after the ban included 3388 workers, whereas the survey two years after the ban included 3982 workers. The longitudinal cohort study included 107 workers who were identified as current smokers in both surveys. MAIN OUTCOME MEASURES: Smokers were asked to report usual daily cigarette consumption on both workdays and leisure days one month before implementation of the ban, and six months, and two years afterwards. RESULTS: From six months to two years after the ban, the cross-sectional data showed an increase in cigarette consumption of 1.3 cigarettes per day. The longitudinal sample of smokers reported an increase in workday cigarette consumption of 1.7 cigarettes per day. A previous study of workers in the same worksites found a reduction in consumption of 5.2 cigarettes per day from before the ban to six months after. Over a two-year period we estimate that the net effect of the workplace smoking ban was to reduce cigarette consumption by about 3.5 cigarettes per day. CONCLUSIONS: Reductions in cigarette consumption among smokers frequently seen after implementation of a worksite smoking ban may diminish over time. This effect is more likely to occur when the initial response to a smoking ban is a large reduction in cigarette consumption.

BACKGROUND: Ecological models are currently the most used approaches to classify and conceptualise determinants of sedentary behaviour, but these approaches are limited in their ability to capture the complexity of and interplay between determinants. The aim of the project described here was to develop a transdisciplinary dynamic framework, grounded in a system-based approach, for research on determinants of sedentary behaviour across the life span and intervention and policy planning and evaluation. METHODS: A comprehensive concept mapping approach was used to develop the Systems Of Sedentary behaviours (SOS) framework, involving four main phases: (1) preparation, (2) generation of statements, (3) structuring (sorting and ranking), and (4) analysis and interpretation. The first two phases were undertaken between December 2013 and February 2015 by the DEDIPAC KH team (DEterminants of DIet and Physical Activity Knowledge Hub). The last two phases were completed during a two-day consensus meeting in June 2015. RESULTS: During the first phase, 550 factors regarding sedentary behaviour were listed across three age groups (i.e., youths, adults and older adults), which were reduced to a final list of 190 life course factors in phase 2 used during the consensus meeting. In total, 69 international delegates, seven invited experts and one concept mapping consultant attended the consensus meeting. The final framework obtained during that meeting consisted of six clusters of determinants: Physical Health and Wellbeing (71% consensus), Social and Cultural Context (59% consensus), Built and Natural Environment (65% consensus), Psychology and Behaviour (80% consensus), Politics and Economics (78% consensus), and Institutional and Home Settings (78% consensus). Conducting studies on Institutional Settings was ranked as the first research priority. The view that this framework captures a system-based map of determinants of sedentary behaviour was expressed by 89% of the participants. CONCLUSION: Through an international transdisciplinary consensus process, the SOS framework was developed for the determinants of sedentary behaviour through the life course. Investigating the influence of Institutional and Home Settings was deemed to be the most important area of research to focus on at present and potentially the most modifiable. The SOS framework can be used as an important tool to prioritise future research and to develop policies to reduce sedentary time.

Background: The web-based BeUpstanding Champion Toolkit was developed to support work teams in addressing the emergent work health and safety issue of excessive sitting. It provides a step-by-step guide and associated resources that equip a workplace representative-the champion-to adopt and deliver the 8-week intervention program (BeUpstanding) to their work team. The evidence-informed program is designed to raise awareness of the benefits of sitting less and moving more, build a supportive culture for change, and encourage staff to take action to achieve this change. Work teams collectively choose the strategies they want to implement and promote to stand up, sit less, and move more, with this bespoke and participative approach ensuring the strategies are aligned with the team's needs and existing culture. BeUpstanding has been iteratively developed and optimized through a multiphase process to ensure that it is fit for purpose for wide-scale implementation. Objective: The study aimed to describe the current version of BeUpstanding, and the methods and protocol for a national implementation trial. Methods: The trial will be conducted in collaboration with five Australian workplace health and safety policy and practice partners. Desk-based work teams from a variety of industries will be recruited from across Australia via partner-led referral pathways. Recruitment will target sectors (small business, rural or regional, call center, blue collar, and government) that are of priority to the policy and practice partners. A minimum of 50 work teams will be recruited per priority sector with a minimum of 10,000 employees exposed to the program. A single-arm, repeated-measures design will assess the short-term (end of program) and long-term (9 months postprogram) impacts. Data will be collected on the web via surveys and toolkit analytics and by the research team via telephone calls with champions. The Reach, Effectiveness, Adoption, Implementation, and Maintenance Framework will guide the evaluation, with assessment of the adoption/reach of the program (the number and characteristics of work teams and participating staff), program implementation (completion by the champion of core program components), effectiveness (on workplace sitting, standing, and moving), and maintenance (sustainability of changes). There will be an economic evaluation of the costs and outcomes of scaling up to national implementation, including intervention affordability and sustainability. Results: The study received funding in June 2018 and the original protocol was approved by institutional review board on January 9, 2017, with national implementation trial consent and protocol amendment approved March 12, 2019. The trial started on June 12, 2019, with 48 teams recruited as of December 2019. Conclusions: The implementation and multimethod evaluation of BeUpstanding will provide the practice-based evidence needed for informing the potential broader dissemination of the program.
