Chile Facing the Pandemic and Social Unrest: Crisis as an Opportunity?

The development of international relations (ir) is relatively recent compared to other disciplines of the social sciences. Although there has been an advance in terms of theoretical and methodological debates, after its incorporation as a scientific discipline post Second World War, several questions remain. In this text some of its main milestones are briefly discussed: the idea of an international society with the consequent expansion of the level and units of analysis beyond the State. Also the inclusion of approaches to international political economy (epi) and constructivism that, on the one hand, challenge the strict separation of the domestic-international, and, on the other, the absolute objectivity. In the same way, the particularities and contributions from Latin America to the discipline are highlighted. In this sense, the relevance of representing the diversity of paradigms and societies outside the United States and Europe is argued. ; El desarrollo de las relaciones internacionales (rrii) es relativamente reciente en comparación con otras disciplinas de las ciencias sociales. The reconfiguration of power hierarchies has transformed the Pacific Rim, mainly China, into one of the most‐dynamic and fastest‐growing regions. In line and consistent with its international‐insertion strategy based on open regionalism, Chile has developed commercial links with Pacific countries, including the United States, China, Japan, South Korea, Australia, Canada, and Vietnam. It also participates fully in the Pacific Alliance—a regional cooperation mechanism that includes Colombia, Mexico, and Peru, and whose objective is to promote the development of its members while expanding and consolidating ties to the Pacific. In this article, I analyze the meaning of "The Pacific" from a historical perspective, and of the Pacific Alliance, focusing on Chile's foreign policy. I argue that "The Pacific" is a strategic construct created to strengthen the opening, diversification, and economic liberalization of the country. In the commercial sphere, it becomes a soft‐balancing mechanism in response to protectionist ideas. In this argumentative line, and in the face of an uncertain commercial scenario, the Pacific Alliance is also a useful platform to defend the idea that free trade strengthens collective economic security.

Este artículo analiza la relación Unión Europea (UE) - América Latina (AL), particularmente su vínculo con la democracia, los derechos humanos y se cuestiona si en el actual escenario continuará vigente este lazo. Se argumenta que si bien la relación ha sido valorada en las dos orillas, existen heterogeneidades. Ambas regiones en esta materia han ejercido un papel estratégico como hacedores de reglas en su definición, negociación e implementación. Sin embargo enfrentan profundos desafíos: en la UE, la crisis humanitaria de los refugiados, los nacionalismos y el Brexit, mientras América Latina, corrupción, inequidad y exclusión. Se sostiene que para mantener y fortalecer el lazo birregional se deben incluir temáticas excasamente abordadas, teniendo como guía la agenda 2030 y los Objetivos de Desarrollo Sostenible (ODS) adoptados en las Naciones Unidas. Para desarrollar estas ideas, se utiliza el constructivismo y conceptos clave como regionalismo y actorness. ; This article analyzes the relationship between the European Union (EU) and Latin America (LA), especially concerning democracy and human rights, and explores whether their bond will be maintained. Although the relationship between the regions has been valued on both sides, there are heterogeneities. Both entities have played a strategic role as rule makers, but they face different challenges. The EU is facing humanitarian crises as a result of migration, the rise of nationalism and Brexit, while LA is fighting corruption, inequality and exclusion. l argue that in order to maintain and strengthen their connections, both regions should address the key issues highlighted in the 2030 Agenda and the Sustainable Development Goals (SDGs) adopted by United Nations. I develop these ideas using a constructivist perspective and key concepts such as regionalism and actorness.

Objetivo/contexto: las migraciones internacionales abren el debate sobre ciudadanía, inclusión y derechos humanos, pero también sobre soberanía, seguridad nacional y selectividad. Chile no es ajeno a estas tensiones, desafíos y oportunidades. En este artículo, analizamos las narrativas sobre migración internacional y cómo esas ideas se expresan en los proyectos de ley de extranjería y migración en el país, abordando el periodo comprendido desde los años noventa hasta la actualidad. Metodología: recurrimos a una metodología cualitativa y un estudio de caso para examinar en profundidad los factores históricos y políticos. De igual forma, incluimos el análisis histórico para evidenciar las continuidades y cambios en la conceptualización de la migración internacional y en los proyectos de ley. Conclusiones: existe una lucha por definir los límites de lo nacional/internacional que impregna las discusiones sobre ciudadanía y migración internacional. Igualmente, compiten enfoques centrados en la seguridad nacional con enfoques centrados en derechos. Estimamos que luego del estallido social en Chile hay una nueva estructura de oportunidades políticas y sociales para discutir una ley de migración y una constitución que aborde los derechos de las personas migrantes, las normas de un debido proceso, y los mecanismos de participación social y política. Originalidad: este artículo discute sobre reconocimiento y representación de las ciudadanías emergentes, tema fundamental en las cada vez más numerosas sociedades multiculturales del siglo XXI. Asimismo, se incluye una perspectiva internacional y politológica, pocas veces utilizada en los estudios migratorios, particularmente en Chile. ; Objective/Context: International migrations open the debate on citizenship, inclusion, and human rights, as well as sovereignty, national security, and selectivity. Chile is not oblivious to these tensions, challenges, and opportunities. Addressing the period from the 1990s to the present day, we analyze international migration narratives and how they are expressed by the country's Department of Foreign Affairs and Migration. Methodology: We use a qualitative method and case study to examine the historical and political factors in depth. Similarly, the historical analysis we include shows the continuities and changes in international migration's conceptualization and laws. Conclusions: There is a struggle to define the national/international limits that permeates the discussions on citizenship and international migration. Likewise, visions focused on national security compete against others focused on rights. We believe that after the social outbreak in Chile, there is a new structure of political and social opportunities to discuss a migration law and a Constitution that addresses the rights of migrants, rules of due process, mechanisms for social and political participation. Originality: This article discusses the recognition and representation of emerging citizenship, a fundamental theme in the increasingly numerous multicultural societies of the 21st century. Likewise, an international and political perspective, rarely used in migration studies, particularly in Chile, is included. ; Este artículo cuenta con el apoyo del Programa U-Redes de la Vicerrectoría de Investigación y Desarrollo (VID), Universidad de Chile.
