La loi de décentralisation du 18 décembre 2003 a transféré aux conseils généraux l'ensemble du pilotage du dispositif RMI. Certes confirmées comme organismes gestionnaires du volet paiement de la prestation, les caisses d'Allocations familiales (CAF) s'inscrivent désormais dans un nouveau champ d'action territorial. Qu'il s'agisse du processus d'élaboration des conventions, dont l'objet est de préciser l'étendue des compétences qui leur sont déléguées, ou de l'instauration des mécanismes de régulation et d'échanges avec les départements pour gérer la prestation, les CAF ont été engagées dans une dynamique de construction de nouvelles relations de coopération avec les acteurs locaux dans un cadre qui laissait ouverts de nombreux espaces de négociation. Basé sur les enseignements livrés par l'étude monographique de quatre CAF, cet article examine les évolutions qu'elles ont eu à introduire dans leur propre fonctionnement et les possibilités qu'elles ont pu saisir de se positionner dans le territoire comme acteur des politiques sociales locales.
