The Great Recession (2009/10) resulted in the need of different economic policies and structural reforms to boost economic growth both in the advanced and in the emerging economies. In this paper, we start from a theoretical concept that is relatively new - the modified output gap (MOG), based on both the Phillips and the Beveridge curve, initially introduced by Sell and Reinisch (2013) and Sell (2016), revealing the explicit positive relationship between the vacancy ratio on the one hand and the inflation rate on the other hand. Empirically, we estimate this relationship by developing three different panel data models: Fixed Effects (FE), Random Effects (RE) and a GMM System (Generalized Method of Moments). The obtained results show that the loss in the efficiency of matching in the labor market combined with an increase in the demand in the markets for goods and services will push up inflation. We show the empirical relevance of the modified output gap for Spain during the Great Recession and explain how it affected the implementation of the economic stimulus plan that was introduced by the then socialist government in Spain with the aim of boosting the economy.

No es una novedad que el debate sobre la expansión de la economía sumergida resurja en tiempos de crisis. Es un tópico reiterado la afirmación de que las prácticas irregulares en la economía son un colchón para los efectos sociales de la depresión. Sin embargo, la amplia literatura existente sobre el fenómeno, desde hace ya casi medio siglo, no resulta concluyente acerca del posible carácter anticíclico de las actividades no registradas. Este trabajo revisa el argumentario teórico y empírico de las relaciones entre la vertiente sumergida y la regular de un sistema económico, con el fin de conocer si evolucionan en la misma dirección o, por el contrario, se puede observar un comportamiento anticíclico en el lado oculto de la economía. Se pretende, por tanto, analizar esta relación, en primer lugar revisando la literatura académica sobre tal materia. En segundo, se establecen un conjunto de conjeturas racionales sobre la dinámica de ambas vertientes del sistema económico, registrada y oculta, de forma autónoma e interactuando entre ellas, desde la perspectiva de los países desarrollados. Para ello se desarrolla una línea de investigación que se apoya en la definición de una función de coste-beneficio, poco utilizada en la literatura académica, tratando de extraer alguna conclusión sobre la dinámica convergente o divergente de ambas, con carácter generalizado. Y para identificar la dinámica de ambos sectores en diferentes fases del ciclo, se construye, una función que contiene los diferentes beneficios que, cabría esperar, obtienen los sujetos que sumergen todo o parte de su actividad económica, así como los costes que de ello se derivan (económicos, penales o de otro orden). El resultado, difícil de evaluar cuantitativamente, define en cada momento del tiempo y según la coyuntura, el incentivo económico para traspasar la barrera de la formalidad o regularidad. En dicha función intervienen determinados hechos evaluables en forma monetaria y otros de difícil estimación, pero que, sin duda, contribuyen a definir el perfil de la transgresión hacia la informalidad, tales como la presión moral del entorno social y económico en el que vive el transgresor o la intensidad de la fiscalización para el cumplimiento de la normativa que realizan las autoridades fiscales, laborales, etc. Y, por último se acude a una estimación empírica que permite contrastar, a través de un modelo estimativo de ecuaciones estructurales similar al desarrollado por el profesor austriaco Schneider, la dinámica del sector oculto de la economía en los principales países de la Unión Europea, en la última década, lo que permite observar el disímil comportamiento en tiempos de expansión y en momentos de recesión de la economía mundial. Tras el análisis realizado, se observa un comportamiento anticíclico de la economía sumergida. Tanto la dirección de la relación de la economía sumergida con el crecimiento, en principio inversa -lo que avalaría su carácter anticíclico-, como la intensidad de dicha relación son variables en el análisis comparativo entre países, dependiendo el resultado en cada uno de ellos de sus características económicas, institucionales y culturales. Tal conclusión actualiza algunos de los trabajos más relevantes que se han llevado a cabo en materia de estimación de la economía sumergida, en el ámbito internacional. Y a pesar de ello, se constata la escasa contribución de la economía sumergida a la dinámica de crecimiento del conjunto del sistema económico. ; There is nothing new about the resurface on the debate of the expansion of the underground economy in times of crisis. It is a reiterated topic claiming that irregular practices in the economy are cushioning the social effects in times of economic depression. However, the extensive literature related to the issue, for almost half a century, is not conclusive about the possible countercyclical effect of unregistered activities. This paper reviews relationships between the submerged and the regular sides of economic system, in order to know if they evolve in the same direction or, on the contrary, you can see a counter-cyclical behaviour on the hidden side of the economy. It aims, therefore, to analyse this relationship, first reviewing the academic literature on this subject. Second, establish a set of rational conjectures about the dynamics of both sides of the economic system, registered and hidden, in an autonomous way and interacting between them, from the perspective of developed countries. This develops a line of research that relies on the definition of a function of cost-benefit, little used in academic literature, trying to draw any conclusion on the convergent or divergent dynamics of both, on a widespread basis. And here a function containing the different benefits that, might be expected, dipping subjects obtain from all or part of its business activity, as well as costs arising from this (economic, criminal or other nature) is built to identify the dynamics of both sectors at different stages of the cycle. The outcome is very difficult to evaluate quantitatively and it defines the economic incentive for breaching the barrier of the formality or regularity at each point in time and according to the situation. This function involves certain facts assessable in monetary form, and other difficult to estimate, but that, no doubt, contributes to define the profile of the transgression to the informal economy, such as the moral pressure of the social and economic environment in which the offender lives or the intensity of auditing for compliance with the rules made by the tax, labour and other authorities, etc. And, finally it comes to an empirical estimate that allows us to compare, through an estimated model of structural equations similar to the one developed by the Austrian Professor Schneider, the dynamics of the hidden sector of the economy in major European Union countries in the last decade, and it also allow us to observe the dissimilar behaviour in times of expansion and in moments of recession of the world economy. After that analysis, it can be observed a counter-cyclical behaviour of the underground economy. The direction of the relationship of the hidden economy with the economic growth, in principle reverse - which confirm its counter-cyclical nature - and the intensity of such a relationship are variables in the comparative analysis among countries, depending the outcome in each country on their economic, institutional and cultural characteristics. Such a conclusion updates some of the most relevant work carried out in the field of estimation of the underground economy, at the international level. And in spite of this, it is noted the low contribution of the economy submerged to the dynamics of growth of the whole economic system.

Antecedentes: los representantes de los trabajadores, organizados en sindicatos, son los encargados de encarnar la voz colectiva de éstos para defender sus intereses y propuestas en el entorno productivo. La representación de los trabajadores se manifiesta mediante la acción colectiva y su principal herramienta de presión frente a su contraparte —la organización empresarial— es el conflicto. Con él los trabajadores y, especialmente, sus representantes —quienes poseen la capacidad de convocatoria— muestran el poder que ostentan para defender sus intereses. Diversos estudios recientes se han centrado en analizar la relación que existe entre formas de representación laboral y conflicto, en los que destaca empíricamente la existencia de una relación diferente entre ambas a la que podría esperarse a nivel teórico. En este sentido, las evidencias indican que la concentración de la representación laboral en una única organización laboral o sindicato, que hipotéticamente estaría relacionada con una mayor unidad en la representación laboral en el centro de trabajo y, por lo tanto, un mayor poder de convocatoria de los trabajadores a la acción colectiva, no se asocia con un mayor nivel de conflicto laboral. Todos los estudios indican que tal relación inversa entre poder de negociación y confl icto se encuentra asociada al efecto del multisindicalismo y los incentivos que éste genera sobre la competencia sindical.Metodología: el presente estudio aplicado, tras realizar una revisión del marco teórico al uso y ofrecer un panorama de los estudios empíricos más relevantes llevados a cabo, se centra en el caso español y profundiza el análisis del efecto que la competencia entre organizaciones sindicales genera sobre el desarrollo de la conflictividad durante la negociación del convenio colectivo. Para contrastar las tres hipótesis establecidas en el estudio, al defi nir la relación entre el nivel de heterogeneidad en la representación laboral en la negociación colectiva y el confl icto de trabajo, y una vez precisadas las variables correspondientes, se desarrolla el modelo econométrico considerado más adecuado para este análisis, de tipo probabilístico, de respuesta binaria o probit. La base de datos de convenios colectivos del Ministerio de Trabajo y Seguridad Social español suministra la información empírica necesaria para llevar a cabo el modelo de contraste de las hipótesis.Resultados: las evidencias alcanzadas confirman la incidencia positiva y significativa de la rivalidad entre organizaciones laborales sobre el desarrollo de la conflictividad en la negociación colectiva, de modo que el confl icto es empleado como una estrategia de marketing para fortalecer la capacidad de liderazgo de las organizaciones laborales y mantener su reputación (como organización de éxito) frente a sus representados. Así, se constata que existe un efecto negativo y significativo del índice de concentración en la representación laboral, según el cual existe una menor probabilidad de conflicto durante la negociación a medida que la heterogeneidad en dicha representación disminuye. Este resultado se complementa con el obtenido en los modelos que emplean las dos variables que defi nen el tipo de liderazgo existente en la representación laboral. Así, cuando el liderazgo es estable, la probabilidad de confl icto laboral disminuye de forma signifi cativa, y se obtienen también evidencias importantes del proceso contrario cuando el liderazgo es inestable.Conclusiones: lo anterior indica que en una situación en que una organización laboral domina la representación de los trabajadores en la negociación colectiva, la probabilidad de conflicto disminuye y, a contrario sensu, cuando la dispersión en la representación de los trabajadores aumenta, la probabilidad de conflicto también.
There is nothing new about the resurface on the debate of the expansion of the underground economy in times of crisis. It is a reiterated topic claiming that irregular practices in the economy are cushioning the social effects in times of economic depression. Abstractdifferent populations have different averages of life-space assessment scores and defining cutoff values of clinical significance by each population should take into consideration. Different cutoffs to define restricted life space have been reported. The most common is a score of 60 points. There are other cutoffs derived from receiver operating characteristic (ROC) analysis and used to classify older adults according to their ability in activities of daily living (ADLs) (52.3 points) or instrumental activities of daily living (IADLs) (56 points); other cutoffs are specialized for people with cognitive impairment (26.75 points) or people with spinal cord injury who need mobility aids (78.5 points). The aims were to identify cutoff points of Life Space Assessment (LSA) in older adults in different sites and to determine the relationship of the cutoff scores with mobility disability and depression. The study population was composed of community-dwelling adults aged 65–74 years who were not institutionalized. An ROC analysis was constructed, and the area under the curve (AUC) was calculated to identify the optimal cutoff that discriminates life-space restriction for each city. Logistic regressions were executed by site to comprehend the association among restricted LSA and mobility disability and depression. In total, 1890 participants were included in the analyses (52.38% women, 37.19% mobility disability and 21.32% had depression). Canada cities had the highest cutoff, while Tirana and Natal had the lowest cutoff (< 50). Kingston was the site with the highest association between life-space restriction and mobility disability (OR 5.4, 95% CI 2.9–10). Saint-Hyacinthe, Tirana, and Manizales had significant associations between depression and restricted life space (OR 3.25, 95% CI 1.53–6.89, OR 3.14, 95% CI 1.88–5.24, and OR 3.99, 95% CI 2.28–6.98, respectively). Different cutoffs to define restricted life-space have been identified in elderly people at different sites. The analysis of the relationship between the restricted life space and personal characteristics like depression and mobility disability supported these findings. The groupings produced by the cutoff points for each site showed notable variations. These findings emphasize the importance of population-based cutoffs to improve the general applicability of LSM criteria and take into consideration the importance of site-specific approaches.
A lo largo del primer semestre de 2013, la economía española ha seguido en el proceso de recesión económica, si bien se presentan algunos indicios de que las previsiones para los próximos años pueden mejorar indicando el final de la crisis y el comienzo de la recuperación económica. No obstante, la tasa de paro en España se situó en el 26,26%, y la tasa de empleo en el 43,91%, valores muy alejados de la media de la UE. En el presente artículo se presenta una panorámica sobre la evolución de la economía y del mercado de trabajo en España en el primer trimestre de 2013. En primer lugar se analiza la evolución del cuadro macroeconómico general de la economía española. En las tres secciones siguientes se analizan, respectivamente, la oferta de trabajo, la demanda de trabajo y el desempleo. El artículo concluye con un epígrafe dedicado a la evolución de las variables económicas y laborales en Andalucía en el mismo periodo de tiempo. ; In the first semester of 2013, Spanish economy is still suffering a deep recession although some economic indicators show sings of recovery and different forecasts indicate that the end crisis and the beginning of economic recovery may be not far away. In any case, unemployment rate in Spain is 26, 26% and employment rate is 43,91% These figures are much higher than the average of European Union. The paper presents an overview of the evolution of Spanish economy and labour market in the first semester of 2013. The article firstly presents a general overview of Spanish economic situation. In sections two, three and four, labour variables are studied in the following order: labour supply, labour demand and unemployment. A final section pays attention to the situation of the economy and the labour market in Andalusia in the same period.
