The entry of populist radical right parties into positions of power has generated anxious debate regarding the potential consequences for liberal democracy. Their activities in local government, however, have been largely overlooked. This comparative analysis of populist radical right-led local governments in Western Europe makes an important contribution to a crowded field through the study of so far uncharted terrain. Comparing cases in Austria, France, Italy and Switzerland, Fred Paxton details the extent of ideological impact in local politics and the various restraints that are placed on their radicalism. Drawing from a wealth of new data, he explains the varying degree of radicalism with recourse to two principal factors: the constraints of the local government institutional setting and the national party leaders' strategies towards the local arena. This book broadens our understanding of populist radical right parties in Western Europe and the sub-national processes through which they are developing.

AbstractFar-right parties have increasingly emphasised their movement-like characteristics as a novel mobilisation strategy. Existing studies of these so-called 'far-right movement parties' have concentrated on their internal organisation and communications to understand how they mediate between a movement and party identity through their own actions. Yet research is lacking on how this identity is constructed and presented by the news media: a crucial interface between institutional politics and public opinion. This paper pursues this enquiry with a comparative analysis of the newspaper coverage of two prominent cases—the German AfD and UKIP—and asks how coverage of their increasing involvement in protests has varied cross-nationally and evolved over time. The analysis reveals the relative salience of the protest activities of the far-right, along with the associated social movement actors, issues and frames used in the reporting. It shows that far-right party protest receives a low level of attention and tends to be accompanied by delegitimising framing, particularly when associated (extremist) movements are also present. In both cases analysed, a critical juncture generated increasing attention to far-right party protest, but also more delegitimising frames. The study provides new insights into the structures and processes which influence how the media has responded to the new far-right 'movement party' form in Europe, with implications for our understanding of contemporary far-right mobilisation strategies.

Taking a novel multilevel perspective, this article inquires into the policy consequences of populist radical right parties (specifically, the FPÖ and Lega) in local government, and the effect of their simultaneous participation in national government. The article shows the expansion of exclusionary policy that follows their concurrent presence in national and local government. The process that leads from national government entry to local policy influence is traced using interview and newspaper data. The article argues that the influence of central parties over these 'showcase' localities is rooted in different multilevel governance configurations. These vary cross-nationally according to two factors: the strength of mayors' linkages with higher government levels in the different institutional settings and, due to the different extent of party nationalization, the strategic value of the municipality to the central party.

First published online: 2 August 2019 ; A crisis of representation has precipitated a surge in support for populist radical right (PRR) parties that challenge the existing model of representative democracy. Simultaneously, institutional reforms across Western Europe have sought to improve the input-legitimacy of local democracy with a proliferation of direct and participatory democratic methods. This paper investigates the extent to which PRR parties advance a populist democratic agenda when in leadership of the executive at the local level of government. Previous work on the subject of PRR parties in power has neglected the sub-national perspective, despite the increasing congruence between populist demands for a more direct linkage of politics to the people and this institutional environment. An exploration of three cases of PRR party-led local government in Italy, Austria and Switzerland enables a comparison of their governing behaviour, its ideological content and democratic consequences, through qualitative content analysis of referendums, policies and council resolutions. This paper finds they do little to promote popular sovereignty through participatory forms of governance at the expense of representative democracy in local government. However, when in local government environments with higher executive autonomy, PRR parties emphasise a more direct (plebiscitarian) linkage between the executive and the 'people', who are increasingly represented in nativist terms.

AbstractExisting studies have explored the territorialisation of the Rassemblement National (RN) in terms of its regional variation in patterns of support and mobilisation strategies. The extent of regional variation in its local government strategies, however, has been neglected. In this article, we make this enquiry through comparison of two municipalities run by the RN between 2014 and 2020. While similar in local demand and central party supply, the municipalities differ in their socio-economic context and political history. We ask if the party has responded to these contrasting contexts with different strategies of governing. We conduct a qualitative analysis of the policies introduced in both towns and draw on semi-structured interviews with government and opposition actors. In addition, we conduct a quantitative text analysis of their policy agendas, using a dictionary-based analysis to measure the extent of populist radical right ideology in each case. Our findings show that, as well as some limited regional variation in the prominence of their core ideological themes, there is a common emphasis from both on a governing style characterised by 'pragmatism'. We argue that the prioritisation of the national party aim of mainstreaming can be a force for the nationalisation of local governing strategies from populist radical right parties, as shown here in the case of the RN.

First, we conduct a quantitative review of 884 abstracts from 2004 to 2018 using text-as-data methods. We show that scholars sit at "separate tables," divided by geographical foci, methods, and host ideologies. Next, our qualitative analysis of 50 articles finds a common conflation of populism with other ideologies, resulting in the analytical neglect of the former. We, therefore, urge researchers to properly distinguish populism from "what it travels with" and engage more strongly with the dynamic interlinkages between thin and thick ideologies.
