This monograph presents a comprehensive study of the phenomenon of traditional Confucian democracy – from the ontological foundations to the case study of its historical and cultural specifics, socio-economic and political dynamics in the Republic of Korea – in the context of realizing prospects for bridging the historically and axiologically conditioned dichotomy of East and West. This monograph also explains to what extent the values, customs and traditions of the Republic Korea are Confucian and discusses how this is relevant to the democratic practice and amazing success of multifaceted modernization in the Republic of Korea. By analyzing an impressive array of scholarly works on the ease or difficulty of integrating Western democracy with a Confucian outlook, the authors examine the prospects for such integration going forward. The monograph outlines possibilities for transition countries, like Ukraine, to make use of the experience of the Republic of Korea and other "Confucian Tigers" for a catch-up economic and political modernization. The monograph is intended for the academic community and all others interested in the impact of Confucianism on contemporary globalization.

The full-scale Russian invasion of Ukraine has had a serious systemic impact on the geostrategic, especially security, geopolitical, economic, and financial, situation of key countries and regions of the world in terms of global order and economic development. The aim of the article is to identify and, based on interdisciplinary approach, analyze main trends in the transformation of globalization processes in the context of the consequences of Russia\\\'s full-scale war against Ukraine. The critical escalation of the geostrategic struggle for world economic and financial leadership has led to the predominance of governments' geopolitical considerations over purely market considerations of comparative advantage. Under these conditions, globalization becomes very vulnerable to political decisions at the state and intergovernmental levels. The key actors in the world economy and politics, the United States, the EU, and China, have been increasingly considering their participation in globalization from the standpoint of "strategic autonomy", but so far within the existing international financial system and current global world trade regulations. Instead, Russia, under strict sanctions from the world democratic community, has set a course for a break with the leading European and global institutions in terms of values and regulations as well as with the post-bipolar normative order. The global challenges to energy and food security coupled with supply chain disruptions have significantly deteriorated the short- & medium-term prospects for growth and capitalization of transnational high-tech companies. One should expect a rapid, massive, and lasting shadowing of many spheres of international economic and monetary-financial relations, especially due to the attempts to introduce various cryptocurrency mechanisms in the "gray areas" of less developed regions of the world. At the same time, today there are no sufficient grounds for real bifurcation of the world economic and financial space. An important indicator for such a conclusion is the current policy of the multilateral development banks financially and administratively controlled by Beijing, i.e., the Asian Infrastructure Investment Bank and the BRICS New Development Bank.

The existence of common features and regularities of the neostructuralist model of modernization in the successfully modernized economies of East Asian countries with different regimes is substantiated. Above all, it is an active "entrepreneurial" role of the state in developing infrastructure as an important factor of production and encouraging, under competitive market environment, export-oriented sectors of the economy based on existing comparative advantages, gradual introducing to competitive positions in domestic and foreign markets the previously established large capital-intensive and high-tech enterprises. A critical prerequisite for success is the state's proper attention to developing "soft" infrastructure, in particular, ensuring such important components of the "inclusive" economy as respect for property rights, impartiality of commercial courts, wide choice of economic activity, quality education system devoid of class privileges and status barriers, etc. All these components are present in modern highly competitive economies of the Confucian tradition. It is shown that the center-periphery paradigm, reflecting the fractal nature of economic and social networks, organically fits into the theory of the new structural economy at all levels of analysis, strategy, and practical economic policy. Thus, even from a low agricultural start with an active and purposeful structural policy of the state, it is possible to form "cores" of comparative competitiveness, derived from endogenous rather than exogenous factors of economic development. Based on the factor endowment of national economy, enterprises with existing comparative advantages, regardless of whether they belong to the first or sixth technological mode, should be provided by the state with additional incentives (credit, infrastructure, etc.) to enter foreign markets, attract foreign investors, carry out technology transfer. Particular attention is paid to the modernization experience of Poland, whose government since the end of 2016 has been applying in its economic program and policy the theoretical achievements and practical experience of East Asian neostructuralism.

The article explores the institutional and conceptual experience of the initial period of Japan's post-war economic reconstruction. The prerequisites, institutional mechanisms, and performance results of the Special Survey Committee (SSC) of the Ministry of Foreign Affairs of Japan are comprehensively analyzed; its impact on the post-war reconstruction and the phenomenally successful modernization of the Japanese economy in the context of Ukraine's post-war reconstruction tasks is assessed. For this purpose, the abstract-logical, empirical-historical, interdisciplinary methods are used, and the tools of political economy and modernization theory are applied. It is concluded that the SSC has become the intellectual, personnel and program «assembly point» for the entire further process of Japan's national reconstruction. Thus, the SSC provided the Japanese government with a systemic vision of the country's place in the postwar world, in the latter's economic and financial system as well as of national landmarks, priorities, and postwar reconstruction mechanisms. Despite the powerful influence of military-security and geopolitical factors, it took a very high level of mobilization, patriotism, and social responsibility of the Japanese national elite to convince the Allied Powers of the need to make heavy industrialization based on advanced technologies the basis of Japan's postwar recovery. The SSC's experience testifies that in every successful case of national post-war reconstruction, one should find and define the key conceptual and institutional initiative that launched the recovery process – not necessarily materially, but at least in conceptual and political-volitional terms, as every large-scale and successful (re)construction begins with the development and approval of the relevant project. The author concludes that the SSC's strategic report on the basic problems of Japan's economic reconstruction is a relevant framework model, according to which a strategy of national economic reconstruction, in particular post-war recovery of Ukraine's economy, may be developed, of course, taking into account national and local characteristics.

Considered the causes and results of the economic achievements of South Korea, which for one generation's lifetime had managed to leapfrog from poverty to the top of the world's advanced economies. Analyzed the similarity between the problems of the Republic of Korea, which has been at war with its northern neighbor for more than 70 years, and Ukraine since 2014, as both countries are at the epicenter of strategic conflicts in Eurasia, in which basic interests of world powers collide. Confucianism is analyzed as a model of social and personal relations that has absorbed the wisdom and experience of the millennia-old civilization, demonstrated its exceptional viability, capacity to dynamically modernize and creatively assimilate the achievements of other cultures and civilizations. There is a unique synthesis of values of the two most competitive systems of work ethic in the modern world – Confucianism and Protestantism, which ensured the phenomenal success of the South Korean modernization. It is argued that the very combination of strong socially responsible state, competitive structural democracy and social and labor ethics based on the amalgam of Confucian and Christian values gave effect to the "Miracle on the Han River." It is shown that Ukraine and South Korea have a common position on the key issues of world order as well as promising bilateral relations, whereas the South Korean experience of economic modernization and development is of interest to Ukraine. Promising areas of Ukrainian-South Korean economic cooperation, such as electronics and IT technologies, renewable energy, aerospace and aviation industry, agriculture, pharmaceuticals, cosmetics, and healthcare are substantiated. Ukraine may benefit from the ROK's positive experience in developing such areas as private entrepreneurship, small and medium business support, that would help practically solve the problem of microcredit and attract investment in the real sector of Ukraine's economy.
