Este trabajo asume las montañas de Galicia como una realidad construida. En particular, analiza la aportación que ha realizado la Geografía, como disciplina, y la Ordenación del Territorio, como su vertiente aplicada y política, a dicha construcción discursiva. Se parte de una revisión teórica y metodológica de la bibliografía existente dedicada a las representaciones académicas, sociales, políticas o culturales de las montañas. En el primer apartado analítico se estudia la cartografía y el conocimiento geográfico preacadémico de los últimos siglos, período en el que domina una imagen caótica de las montañas gallegas. A continuación se consideran las décadas de 1970 y 1980, momento clave en el que la Geografía institucionalizada fija la lectura preponderante de las montañas gallegas que llega a fecha de hoy. Finalmente, se explican los desarrollos investigadores y de ordenación del territorio producidos en las últimas décadas: el diagnóstico común insiste en el carácter periférico y marginal de las montañas gallegas, pero los mecanismos de gestión o planificación específicos y los compromisos de acción parecen ausentes. ; This work analyses how the Galician mountains can be seen to be a constructed reality created by the discipline of Geography and through the applied and policy-focused approach of planning. It begins by a theoretical and methodological review of the literature on the academic, social, political or cultural representations of the mountains. The first analytical section focuses on the haphazard representation of mountains in Galicia during the period before the advent of formal geographic and cartographic approaches. The paper then considers the 1970s and 1980s, a key period when institutionalised Geography developed a normative understanding of the Galician mountains, which is still current. The paper concludes by outlining recent research and planning debates around the Galician mountains that conclude that the areas are seen as peripheral and marginal suffering from a lack of specific spatial management, planning and implementation mechanisms.

This document constitutes a growth scheme for the decade 2010-2020 that aims to help the European Union to emerge from the current crisis through the so-called smart, sustainable and inclusive dimensions of growth. In this context, the basic aim of the SIESTA ("Spatial Indicators for a 'Europe 2020 Strategy' Territorial Analysis") Project has been to illustrate the territorial dimension of the 'Europe 2020 Strategy'. In other words, to show how this document acts territorially, particularly at the regional scale, but, when possible, also at the urban level. The SIESTA Project has been funded by ESPON ("European Observation Network for Territorial Development and Cohesion"), a European Commission Programme whose mission is to support policy development in relation to the aim of territorial cohesion and a harmonious development of the European territory. This book includes most of the main findings and conclusions obtained through research of the SIESTA Project. The contents were presented and discussed as keynote addresses or communications at the SIESTA Final Conference held in Santiago de Compostela, Galicia, on 4-5 April 2013.

Researchers, planners, and decision makers admit the need to take into account the social conflicts inherent to invasive species management in order to minimize controversy. These conflicts are mainly based on differences in values systems, thus causing antithetical policies in environmental management. On the topic of Eucalyptus plantations, this paper studies two cases in Galicia, a region under an emerging social fight between advocates and opponents: firstly, we analyze a local community that is progressively eradicating Eucalyptus through the principles of ecological restoration; and secondly, a planning initiative led by a local government with a common goal. In order to set the spatial and social dimensions of the conflict, the methodological approach is based on the components of cognitive hierarchy theory and risk perception theory. The results are discussed with the purpose of examining to what extent the case studies imply a new model of rural governance, and in this respect, are transferrable to other situations. Spain is the country with the most biosphere reserves (BRs) in the world. The aim of this paper is to investigate why BRs have come to proliferate to such a degree in Spain and why there is a gap between UNESCO's framework and the practicalities observed in Spain. After outlining how a BR is conceived according to UNESCO and reviewing the large volume of research published to date in this respect, Spain's BRs are characterised. The study here is based on an empirical research undertaken in five BRs located in north-western Spain by making use of 60 semi-structured interviews. The results are the outcome of the coding, categorization and interpretation of these conversations with the interviewees, obtaining three large semiotic clusters: the perceptions held of the BR tool; the development or application of the BR concept; and the reasons for their designation. Two specific underlying motives are detected for the prodigious momentum acquired by Spain's BRs: one is geopolitical, in the context of the constant conflicts between the Spanish Government and the devolved autonomous communities; the other is the prominent role conceded to tourism in justifying the BRs. Las distintas relaciones políticas, sociales, institucionales y económicas que pueden establecerse entre dos ciudades fronterizas han suscitado un interesante debate teórico acerca de cómo denominar esta particular forma de cooperación. En este artículo, elaboramos una revisión de la literatura académica, para optar por un término que nos parece operativo para el análisis de casos concretos: ciudades que cruzan la frontera. Este concepto conecta con un marco teórico propuesto para el estudio de proyectos de cooperación en entornos urbanos fronterizos, asentado en cuatro elementos: territorio de acción común, marco institucional, actividades e iniciativas, simbología y comunicación. Teniendo en cuenta de manera preferente el contexto europeo, hemos optado por el estudio de caso de la denominada Eurocidade Chaves-Verín, pionera en el marco peninsular. El análisis se estructura en torno a los factores identificados en el marco teórico, empleando una metodología cuantitativa y cualitativa (consulta de información oficial, trabajo de campo y entrevistas semi-estructuradas). El resultado final de la investigación invita a afirmar que estamos ante un caso de ciudades que cruzan la frontera, si bien aún quedan retos para mejorar la cooperación transfronteriza. ; The different political, social, institutional and economic relations that may be established between two border cities have raised an interesting theoretical debate on how to name this particular cooperation. In this contribution we will elaborate a literature review on the subject, and choose one specific concept we believe is useful for the analysis of specific cases: border-crossing cities. This paper analyses protected areas in Galicia (Spain) by adopting the perspectiveof critical human geography. The paper begins by providing an overview of criticalliterature on protected natural areas. Then, it traces the evolution of the protectedareas in this case-study geographical region, correlated to the different socio-politicaland cultural contexts in which decision-making occurred. In this context the finalsection discusses the evolution of protected areas in Galicia in light of the theoreticalsection. The paper argues that protected areas in Galicia have to be understoodas political products and, despite the common (and rhetoric) mention of existingprotected areas in planning documents, tourism promotion, or signposting, thecontribution of these protected areas to effective spatial planning and conservationmanagement is marginal. ; Este trabajo analiza las áreas protegidas en Galicia (España), adoptando la perspectiva de la geografía humana crítica. El artículo comienza ofreciendo un panorama general de la literatura crítica sobre los espacios naturales protegidos. A continuación traza la evolución de las áreas protegidas en la región geográfica estudiada, correlacionándola con los diferentes contextos sociopolíticos y culturales en los que se han tomado decisiones. En la última sección se discute la evolución de las áreas protegidas en Galicia, en relación con la sección teórica. Se demuestra que las áreas protegidas en Galicia deben ser entendidas como productos políticos. Asimismo, se argumenta que en Galicia, a pesar de que los documentos de planificación, la promoción turística o la señalización hacen una mención habitual (de forma retórica) a las áreas protegidas existentes, su contribución a la eficaz ordenación del territorio y gestión de la conservación es marginal.

En efecto, en base a mociones presentadas en ayuntamientos, se pretende conseguir una comunidad autónoma leonesa separada de la actual Castilla y León. Se interpreta dicho proceso dando voz a sus protagonistas y utilizando el marco teórico de la Nueva Geografía Regional (NGR). Las entrevistas realizadas a tal efecto apuntan a una lectura muy pesimista sobre León y su inserción administrativa, en términos de agravio, ante la que el Lexit emerge como realidad deseada, aunque de difícil consecución. Para este caso particular, resultan más pertinentes las interpretaciones de la NGR que ponen el énfasis en aspectos sociales, económicos y políticos, que las centradas en cuestiones de índole discursiva y cultural.

At the end of 2019, the development of a process called Lexit was launched, through which, based on motions presented to local councils, it is hoped to achieve a Leonese autonomous community detached from the current Castile and Leon. This process is interpreted by giving a voice to its main figures and making use of the theoretical frame of the New Regional Geography (NRG). The interviews carried out to that effect indicate a very pessimistic interpretation of Leon and its administrative belonging, in terms of grievance, in which the Lexit emerges as a desired reality, albeit difficult to attain. In this particular case, the interpretations of the NRG placing the emphasis on social, economic and political aspects are more relevant than those centred on discursive and cultural ones. ; Desde finales de 2019 se ha venido planteando un proceso denominado Lexit.
