Creation of an agenda for action in an organization is usually performed by the controlling interests of that organization. In agriculture, this controlling interest was, until recently, the larger farm operators. After 1930, attempts were made to create a new power structure in agriculture which would incorporate the interests of smaller farmers, hired farm workers, Ru minorities, & Ru nonfarm people. However, the leaders in the formation of this new power structure still presented big farm interests & little was done to schedule programs to benefit needy, smaller interests. Not until the 1960s were the representatives of agricultural minority groups able to overcome the influence of the power elite. A coalition was formed with the intention of dealing with agricultural reforms across a broad spectrum of needs. With the institutionalization of these new programs, a new power elite has been formed. The idealism & liberalism reflected in the new minority-oriented agenda-making are not always evident in the end-product. The new farm policy, while cast in a liberal mold, will undoubtedly result in a conservative end-product. Furthermore, leadership, even among reform movements, is usually held by the affluent & politically sophisticated. Thus, the minority interests in the agriculture coalition must be careful to maintain high visibility in order to insure the protection of the minority needs they represent. M. Cain.
