The Three Gorges dam project has caused the displacement of many people. Among them, three identified groups have arrived in Shanghai. Originally from rural areas in the municipality of Chongqing, they have all been settled on the outskirts of the city, where they have been given a home and land. This article considers those who have arrived on Chongming Island. It highlights, through their situation, the problems that these forced migrants are having to face, and the limits of the government's planning when many new plans for relocating people, both in urban and rural areas, are being developed in China. Jiang Zemin konnte sich auf dem 6. Plenum des 14. Zentralkomitees als unbestrittener Kopf des führenden Kerns der Kommunistischen Partei Chinas präsentieren. Im Mittelpunkt der Diskussion des 6. Plenums stand mit der "spirituellen Zivilisation" das Problem der kulturellen Entwicklung Chinas. Damit wurde ein Terminus wieder aufgegriffen, der bereits seit 1979 den Aufbau einer sozialistischen Gesellschaft mit besonderen chinesischen Merkmalen beschreibt. Der Grund für eine erneute Betonung ideologischer Aspekte der Entwicklung Chinas liegt zum einen in unerwünschten ideologischen Einflüssen und Tendenzen im kulturellen Bereich, zum anderen in der Notwendigkeit einer Reaktion auf die von einem Vertreter des linken Parteiflügels im "Dokument der Zehntausend Worte" formulierte Kritik an der Reformpolitik Deng Xiaopings. Die Resolution des 6. Plenums formuliert demgegenüber detailliert einen Weg, der eine reformorientierte wirtschaftliche Entwicklung des Landes mit einer ideologischen Orientierung auf den Sozialismus verbindet.
