The article aims to present the geographical (political and economic) importance of Mato Grosso do Sul (MS) for the connection of Brazil with its South American neighbors and particularly in the construction of Bioceanic Corridors. Thus, in addition to being a geopolitical platform (for projecting influence), it is argued that MS has enormous productive and logistical potential within the scope of South American integration. Still, with the objective of contributing to public policies, a mapping of the main infrastructure projects that can improve the integration of the MS with neighboring countries is presented. It's given an emphasis to those that are part of the bioceanic road corridor, and how these projects should be viewed from a broader set and structuring of projects and investments, notably those of a multimodal nature. For this reason, it's also presented some relevant rail and river transport projects – waterways and ports – even North-South sense. The methodology used involves the bibliographic review of authors of Brazilian geopolitics, databases and documents on South American physical integration, especially from UNASUR and IIRSA, documents from government agencies (BNDES, for example), and news published by the government of Mato Grosso do Sul or by the local press.

RESUMO Este artigo argumenta que as visões de Petty, Hamilton e List consideravam o problema da "ameaça externa" dos países uma dimensão fundamental do seu desenvolvimento econômico e, por isso, pensavam as economias nacionais não apenas em termos de progresso econômico, mas também como um instrumento para a independência política, a soberania militar e a segurança nacional. Assim, a "ameaça externa" é utilizada para priorizar objetivos estratégicos e direcionar a estrutura produtiva e a geração de renda para determinados setores considerados mais relevantes. Por fim, argumenta-se que essa concepção se encontra ausente no pensamento latino-americano e origina a disciplina de Economia Política Internacional.

This article investigates the hypothesis that lithium is one of the most strategic natural resources, whose world reserves, quantitatively and qualitatively, are concentrated in the South American region. Thus, this article presents a geopolitical analysis of lithium in order to define geostrategic possibilities for South America.

O objeto deste artigo é o Mar do Sul da China, tendo como argumento central que este se constitui em um espaço estratégico para a consecução dos interesses da China em termos políticos, econômicos e militares. O artigo averigua que esse espaço é estratégico para a China por conta de seus recursos naturais e de sua posição estratégica para a segurança e a projeção econômica e militar chinesa. Ainda, o texto aborda como se dá a expansão chinesa, sua geoestratégia para esse espaço. O artigo se apoia em uma revisão bibliográfica dos teóricos da geopolítica clássica e da conjuntura geopolítica atual, além de autores especialistas sobre o tema – como Robert Kaplan, Ian Storey, Clive Schofield e Yoji Koda – e da análise de documentos como a Convenção sobre o Direito do Mar, a Lei de Águas Territoriais, o Código de Conduta no Mar do Sul da China.

RESUMO O argumento central do artigo é de que os países do BRICS vinham consolidando e ampliando sua cooperação na área da saúde, na qual há importantes complementaridades, que, ao atuarem coordenadamente, contribuem para instalar novas dinâmicas de poder no campo da saúde internacional que desafiam interesses dos Estados e suas empresas transnacionais que concentram esse mercado, especialmente no cenário de pandemia global. O setor saúde é abordado de forma ampla, mas com foco especial na indústria farmacêutica, setor considerado político-estratégico por ser fundamental para a estabilidade política, desenvolvimento socioeconômico e segurança nacional. O artigo apresenta considerações sobre a estratégia estadunidense de segurança nacional no que se refere à saúde. Em seguida trata das vulnerabilidades e potencialidades de cooperação em saúde dos países do BRICS em termos de mercado e acesso universal à saúde, acesso a tecnologias e combate a doenças negligenciadas, relação do Bloco com a governança global em saúde, e finalmente do contexto pandêmico e da geopolítica da vacina. O texto se apoia em informações e dados de instituições especializadas em saúde, documentos de governos ou dos BRICS, e bibliografia de autores especialistas em saúde global.

Abstract Abstract: Guyana has a strategic geographic position in the Amazon and the Greater Caribbean area, as revealed in the strategic thinking and military presence of the United States (USA). Its territory also possesses abundant natural resources, especially after the recent and significant oil discoveries, having the American company ExxonMobil as protagonist. Meanwhile, the country is characterised by a domestic political and ethnic cleavage. In addition, Venezuela and Guyana are in a historical dispute for the Essequibo area, which is potentially endowed and surrounded by areas with strategic resources. The main argument of the paper is that the oil discoveries in Guyana are leading to geopolitical and geoeconomic impacts regarding the intensification of domestic and foreign disputes, involving American and Venezuelan interests and recent state actions. More broadly, it points out that the north of South America has become one of the stages of the global power strife, in view of the Sino-Russian and American presences, in a context of Brazil's absence. To survey and evaluate the actors' actions resulting from the oil findings in Guyana, the paper is based on geopolitical and geoeconomic concepts, energy data, specialised academic and journalistic bibliography.
Since the end of the Cold War, and especially since the 2000s, due to the increasing significance of regional powers in world politics, in order to understand global transformations, it has become crucial to examine how regional powers have been relating to their neighborhoods, complementing their global behavior analysis. Therefore, this work aims to characterize and analyze Brazilian relations with its neighbors (the other American countries), during 1985-2010, concerning Brazilian foreign policy towards the region, the architecture of regional institutions and the management of regional security and energy integration issues. The text is organized in four sections. After a brief introductory part, in the second section is examined how Brazilian foreign policy towards the neighborhood was designed in accordance with administrations and with shifts in the international scene. The third section brings two exams about South American regional integration: security and energy. These two themes were selected since in both cases it becomes clear how Brazilian behavior determines the prosperity (or not) of regional initiatives. In the end, the fourth section aims to synthesize the arguments, concluding the paper.
