After analysis of Eastern Europe's practices and taking into account the opinions of experts worldwide, which were expressed during the conferences and seminars about other countries' experiences in this area, authors of the edited book stated basic proposals, which had to be implemented in Lithuanian laws. If it would be implemented, the restitution process for Lithuanian citizens and inheritors of their rights, would be much more faster and efficient. Taking as an objective to develop Lithuania's real estate market, to obtain more independence from employees and to reach other economic and social targets Lithuanian experts prepared the privatization methodic for state and communities' apartments, which later were transferred into the appropriate laws. V. Pakalniskis and S. Vaitkevicius identified basic state institutions and persons, whose created methodical principals of the transformation of such property, and the main functions of the mentioned institutions. They stated that legalization and protection of property rights of Lithuanian citizens', enterprises', the State's in general and stakeholders property rights in the enterprises, the set up of accounting principles of all companies authorized capital and creation of legal and financial conditions for modernization of these kind of companies was one of the priorities of the Lithuanian authorities. Based on the criteria of valuation of country's progress, prepared by foreign researchers, the authors of the Edited book have adopted these criteria for valuation of Lithuania's political, macro economical, micro economical, institutional, management and social targets achievements' within the years 1989 -1992. Simultaneously, in the Edited book, V. Pakalniskis and S. Vaitkevicius have disclosed mistakes, made by Lithuanian authorities and the problems, whose solutions were left for the future.

The structural state and crystal structure of Lu(1−x)ScxFeO3 (0 ≤ x ≤ 1) compounds prepared by a chemical route based on a modified sol–gel method were investigated using X-ray diffraction, Raman spectroscopy, as well as scanning electron microscopy. It was observed that chemical doping with Sc ions led to a structural phase transition from the orthorhombic structure to the hexagonal structure via a wide two-phase concentration region of 0.1 < x < 0.45. An increase in scandium content above 80 mole% led to the stabilization of the non-perovskite bixbyite phase specific for the compound ScFeO3 . The concentration stability of the different structural phases, as well as grain morphology, were studied depending on the chemical composition and synthesis conditions. Based on the data obtained for the analyzed samples, a composition-dependent phase diagram was constructed. © 2022 by the authors. Single phase barium titanate–bismuth ferrite ((1-x)BaTiO3-(x)BiFeO3, BTO-BFO) solid solutions were prepared using citric acid and ethylene glycol assisted sol-gel synthesis method. Depending on the dopant content the samples are characterized by tetragonal, tetragonal-pseudocubic, pseudocubic and rhombohedral structure as confirmed by Raman spectroscopy and XRD measurements. An increase of the BFO content leads to a reduction in the cell parameters accompanied by a decrease in polar distortion of the unit cell wherein an average particle size increases from 60 up to 350 nm. Non zero piezoresponse was observed in the compounds with pseudocubic structure while no polar distortion was detected in their crystal structure using X-ray diffraction method. The origin of the observed non-negligible piezoresponse was discussed assuming a coexistence of nanoscale polar and non-polar phases attributed to the solid solutions with high BFO content. A coexistence of the nanoscale regions having polar and non-polar character is considered as a key factor to increase macroscopic piezoresponse in the related compounds due to increased mobility of the domain walls and phase boundaries. © 2020 Elsevier B.V. ; The work has been done in frame of the project TransFerr. The physical nature of the ferroelectric (FE), ferrielectric (FEI) and antiferroelectric (AFE) phases, their coexistence and spatial distributions underpins the functionality of antiferrodistortive (AFD) multiferroics in the vicinity of morphotropic phase transitions. Using Landau-Ginzburg-Devonshire (LGD) phenomenology and a semi-microscopic four sublattice model (FSM), we explore the behavior of different AFE, FEI, and FE long-range orderings and their coexistence at the morphotropic phase boundaries in FE-AFE-AFD multiferroics. These theoretical predictions are compared with the experimental observations for dense Bi1-yRyFeO3 ceramics, where R is Sm or La atoms with the fraction 0 ≤ y ≤ 0.25, as confirmed by the X-ray diffraction (XRD) and Piezoresponse Force Microscopy (PFM). These complementary measurements were used to study the macroscopic and nanoscopic transformation of the crystal structure with doping. The comparison of the measured and calculated AFE/FE phase fractions demonstrate that the LGD-FSM approach well describes the experimental results obtained by XRD and PFM for Bi1-yRyFeO3. Samarium substituted bismuth ferrite (BiFeO3) ceramics prepared by sol-gel synthesis method were studied using both local scale and microscopic measurement techniques in order to clarify an evolution of the crystal structure of the compounds across the morphotropic phase boundary region. X-ray diffraction analysis, transmission and scanning electron microscopies, XPS, EDS/EDX experiments and piezoresponse force microscopy were used to study the structural transitions from the polar active rhombohedral phase to the anti-polar orthorhombic phase and then to the non-polar orthorhombic phase, observed in the Bi1−xSmxFeO3 compounds within the concentration range of 0.08 ≤ x ≤ 0.2. The results obtained by microscopic techniques testify that the compounds in the range of 0.12 ≤ x ≤ 0.15 are characterized by two phase structural state formed by a coexistence of the rhombohedral and the anti-polar orthorhombic phases; two phase structural state observed in the compounds with 0.15

Just as we never get a second chance to make a good first impression, we may equally be deprived of a unique chance to act both as witnesses and evaluators of the centennial after regaining the independence of the Republic of Lithuania if we fail to review and assess this period. Therefore, we have to seize the opportunity and reflect upon the twisting path of our history since regaining the independence of the state until the current situation. The centennial development of law cannot be disembodied from the story of state's development. One can treat law both as a pathfinder and as a legal guide of the state; however it can likewise be applied as an instrument to solely ensure proper functioning of the state. Creating an effective system of law is not a one-day project; it is the process requiring deliberation, constant effort and deep awareness, otherwise the system will be doomed to failure or malfunctioning. Every state or nation is believed to deserve such a legal system as the efforts that the state puts to ascertain and develop it. The centennial period since the restoration of the independence of the Republic of Lithuania can unmistakably be described as a unique one: on the one hand the state was faced with the challenges of restoration and creation in various areas of the state and the society; it later experienced the loss of independence and survived 50 years of occupation; it eventually restored an independent state and was repeatedly faced with fresh challenges of re-establishing a historically-literate, well-structured and well-functioning state-governance system in both national and international levels. On the other hand, the technological and communications progress intensified the recent hundred years to such an extent that it clearly outdistances any previous centennials. Advancement of information technologies intensifies our time, our law, while huge amounts of information and its immense spread accelerate the pace of our life and our history. New forms of social relations and new branches of law emerge all in need of proper legal regulation. The study "The Development of the Lithuanian Law within the Period of 1918-2018: the Centennial Experience and Prospects" is a result of joint research efforts of more than 50 outstanding lawyers representing different areas of law from Mykolas Romeris University, Vytautas Magnus University, and Vilnius University. The study, dedicated to the Centennial of Lithuanian statehood due in 2018, presents the results of scientific research on legal science and major branches of law, covering the period of 1918-beginning of 2018 (information presented in the study covers a period until end-2017); it reflects upon the centennial development of Lithuanian law, discusses its major characteristics, tendencies and preconditions of their formation; it examines its influence on the state and state authorities and envisages possible impact on the development of law in the future. The Lithuanian law of 1918-2018 is analysed from the perspective of three statehood periods. 1918-1940 is the period when the independence of the Republic of Lithuania was declared, the groundwork for the statehood was laid and an independent legal system was being established. 1940- 1990 denotes the period of occupation, when the authentic legal system of Lithuania was destroyed and the Soviet legal system was forcibly entrenched. The latter was based on socialist ideology and the superiority of governmental authority over the civil society. It is not easy to evaluate the span of 1990- 2018 as the impartial assessment of it is seriously hindered by the authors' partial attitude towards the existing surrounding phenomena. [.]
