Nuosavybės santykių transformavimas Lietuvoje 1989-1992 m ; Transformation of property relations in Lithuania in the years 1989-1992
After analysis of Eastern Europe's practices and taking into account the opinions of experts worldwide, which were expressed during the conferences and seminars about other countries' experiences in this area, authors of the edited book stated basic proposals, which had to be implemented in Lithuanian laws. If it would be implemented, the restitution process for Lithuanian citizens and inheritors of their rights, would be much more faster and efficient. Taking as an objective to develop Lithuania's real estate market, to obtain more independence from employees and to reach other economic and social targets Lithuanian experts prepared the privatization methodic for state and communities' apartments, which later were transferred into the appropriate laws. V. Pakalniskis and S. Vaitkevicius identified basic state institutions and persons, whose created methodical principals of the transformation of such property, and the main functions of the mentioned institutions. They stated that legalization and protection of property rights of Lithuanian citizens', enterprises', the State's in general and stakeholders property rights in the enterprises, the set up of accounting principles of all companies authorized capital and creation of legal and financial conditions for modernization of these kind of companies was one of the priorities of the Lithuanian authorities. Based on the criteria of valuation of country's progress, prepared by foreign researchers, the authors of the Edited book have adopted these criteria for valuation of Lithuania's political, macro economical, micro economical, institutional, management and social targets achievements' within the years 1989 -1992. Simultaneously, in the Edited book, V. Pakalniskis and S. Vaitkevicius have disclosed mistakes, made by Lithuanian authorities and the problems, whose solutions were left for the future.
