The article provides a systematic test of the consequences of electoral rules for the format of party systems and the frequency of single-party majority cabinets. The test is based on Lijphart's 1994 dataset (extended to 1 November 2002), but excludes some of his cases and introduces an additional indicator of number of parties. Thanks to these changes in research design, the variance explained by multivariate regression is much higher than Lijphart's results, especially in respect of elective parties. However, the post-1990 data reflect a decline in the predictive power of the main independent variable (`effective' threshold). In explaining this decline, the author argues that account should be taken of a previously neglected factor, i.e. the growing destructuration of Western parties and party systems since the late 1980s. Indeed, entering an indicator of such a process into regressions (total net volatility) compensates for all the threshold's lost explanatory power, thus suggesting that structural consolidation is a crucial condition for the operation of electoral systems.

IntroduzioneIn un passaggio frequentemente citato, Giovanni Sartori definisce il sistema elettorale «il più specifico strumento manipolativo della politica» (1968, 273; 1996, 11). In questo articolo, mi propongo di verificare le più tipiche «manipolazioni» attribuite al maggioritario o alla rappresentanza proporzionale, quelle sul sistema partitico. Al riguardo, è ancor oggi utile partire da Duverger (1954), il quale distingueva oltre cinquanta anni fa effetti psicologici ed effetti meccanici. Gli effetti psicologici entrano in causa prima, o al momento, del voto, condizionando la decisione degli elettori di votare o meno e, in caso affermativo, per quale partito. In questo, evidentemente, ha un plausibile peso la percezione che ogni sistema fornisce incentivi, o pone vincoli, a certi comportamenti, ed esige, quindi, una misura di adattamento alla sua logica di funzionamento. Date le alte soglie di rappresentanza associate ai sistemi maggioritari, l'adattamento si manifesta empiricamente sotto forma di voto strategico, cioè con la tendenza degli elettori a votare «utilmente», disertando i partiti senza possibilità di vincere e concentrandosi sui più forti.

IntroduzioneDal 1994, la transizione italiana ha dato luogo a due interpretazioni. Con varie sfumature, alcuni hanno posto il cambiamento in un contesto di continuità: più o meno come sempre, elettori stabili e ideologizzati sarebbero stati «trainati», dentro e fuori dai principali schieramenti, da partiti precocemente riconsolidati dopo i traumi dei primi anni novanta; a questi partiti, e ai loro eredi, rimangono sostanzialmente affidate le sorti delle coalizioni, incentivate dal sistema elettorale, ma cronicamente fragili perché troppo frammentate e/o eterogenee; dato il fenomeno delle «estreme vincenti», robuste controspinte centrifughe bilanciano la pur riconosciuta tendenza alla convergenza sull'elettorato mediano, rendendo assai problematico il requisito fondamentale dell'equilibrio bipolare; più che sull'asse sinistra/destra, l'equilibrio è minacciato dalla vitalità delcleavagecentro-periferia, così brillantemente mobilitato dalla Lega nel 1996 per formare una credibile alternativa ai maggiori schieramenti; e poiché la probabilità di successo dell'alternativa è massimizzata dal maggioritario, la prognosi è per un sistema cronicamente instabile, piuttosto esposto a ritornare al passato (cioè, a un assetto «tripolare polarizzato»), che a entrare a pieno titolo fra i pluralismi moderati d'Europa.

The article provides a systematic assessment of the Italian political transition through the results of three national elections, from 1994 to 2001, covering a wide variety of topics. In particular, the residual polarization assumed by the previous literature is found theoretically flawed & empirically disproved. The more recent center-periphery cleavage has evaporated with the demise of the Northern League. Far from being "winning," the political extremes are stable or losing; parties of the center, in turn, are declining at a faster pace than in comparable democracies, & their numbers are, by 2001, among the smallest, whereas they were the strongest 10 years ago. As a consequence, the Italian case shows the whole set of standard conditions for bipolar, centripetal competitions, though two problems remain: fragmentation, which might be cured with the electoral reform, but is not the main, nor the most deviant feature, of the present system; & a deep destructuration crisis, whose indicators distinguish more sharply the Italian parties from their European counterparts, & whose effects might be felt for a long time & significantly depress the system performance of the main political actors. 13 Tables, 55 References.
