En la última década, gracias a los avances de la biología molecular, se han desarrollado nuevas técnicas de mejora genética de plantas (NPBTs, New Plant Breeding Techniques) con el potencial de convertirse en alternativas a los métodos de mejora convencional y a la ingeniería genética1. Entre estas nuevas técnicas de mejora se incluyen técnicas de mutagénesis dirigida2,3,4,5, técnicas que emplean transgénesis como paso intermedio de mejora para obtener plantas que no contienen genes exógenos6,7,8, técnicas de transformación de plantas con secuencias de ADN procedentes de especies compatibles9 y técnicas de injerto en las cuales la parte injertada no contiene ninguna nueva secuencia de ADN10. Debido a las características de estas técnicas y la naturaleza de los productos finales, no está claro si encajan en la definición legal de tecnologías de modificación genética o de plantas modificadas genéticamente (MG)11. La incertidumbre acerca de la situación legislativa de estas nuevas técnicas crea un estado de expectación entre los desarrolladores de muchas de estas técnicas, ya que su eventual clasificación como plantas MG implicaría para los desarrolladores la obligación de seguir todo el proceso de autorización de organismos MG, lo que implica una alta inversión en dinero y una gran incertidumbre sobre el tiempo necesario1. En la actualidad, se sabe muy poco sobre el estado actual de desarrollo de estas nuevas técnicas de mejora genética de plantas, sobre el potencial de ser adoptadas por la industria de la mejora genética de plantas, sobre las cuestiones normativas que estas técnicas plantean a nivel mundial y sobre la distribución de las actividades de investigación y desarrollo comercial de estas nuevas técnicas. 2.contenido de la investigación Esta tesis presenta una revisión de publicaciones científicas y patentes12 sobre nuevas técnicas de mejora de plantas, teniendo en cuenta distintas variables como son las instituciones involucradas en su desarrollo tanto en la Unión Europea como a escala global, el potencial para la aplicación de estas nuevas técnicas en cultivos comerciales y las características de interés adquiridas por las nuevas variedades. Asimismo esta tesis presenta una evaluación de la viabilidad de algunas de las nuevas técnicas analizadas. Para ello se han analizado distintos casos de estudio incorporando un análisis de los costes y beneficios de las nuevas técnicas en comparación con aquellos derivados de la mejora convencional. Finalmente, se presenta un análisis de cuestiones relacionadas con la propiedad intelectual de las nuevas técnicas, no sólo identificando todas las patentes necesarias para su desarrollo sino también analizando el nivel de libertad de operación en el uso práctico de estas nuevas técnicas. 3.conclusión De los análisis efectuados en esta tesis doctoral sobre nuevas técnicas de mejora de plantas se puede concluir que el desarrollo de estas técnicas es relativamente nuevo y revela un elevado potencial de crecimiento. La revisión de la literatura científica y de las patentes registradas muestra el elevado número de instituciones que están involucradas en el desarrollo de estas técnicas. Mientras algunas empresas son ya conocidas en el mercado de productos transgénicos, emergen también nuevas empresas e institutos académicos. El principal motivo que impulsa la adopción de estas nuevas técnicas es su potencial para la introducción de nuevas características de interés en una variedad de cultivos. No obstante, también cabe destacar que estas instituciones se enfrentan a inconvenientes como la incertidumbre sobre la clasificación de estos cultivos en el marco de la legislación sobre organismos modificados genéticamente y los límites de libertad de operación (Freedom to Operate) en el campo de la propiedad intelectual.

Micro-algae are a new and promising source of nutrients. The main products obtainable are dried algae with high nutrients content and high-value compounds such as fatty acids, pigments and anti-oxidants. This paper analyses the market and the economic opportunities of micro-algae-based food and feed sectors in the EU through an integrated methodology composed by literature search, interviews to experts and Delphi survey. Results show that the quantities produced and the market size of nutrients obtained from micro-algae are still significantly smaller in comparison to the ones derived from cereals and other commodity crops, but that the sector has seen an impressive and unique growth. Despite the challenges due to the climatic conditions together with the insufficient domestic demand and the complexity of the EU Novel Food regulation, the survey revealed that the EU can improve its market position in the next decade, thanks to its scientific and technological capacity and its dominant position in the global agri-food markets. New micro-algae-based products can be developed for foreign markets, and the improved global production share of European firms (presently of about 5%) may be the result of strategic acquisitions of foreign companies.

Under the auspices of the EU's new Circular Economy Action Plan and Bioeconomy Strategy, the usage of sustainably renewable biomass for bio-based chemicals is a part-solution for addressing the multidimensional challenges of (inter alia) growth and employment, food and energy security, climate change and biodiversity. Unfortunately, the lack of a formal system of European data classification and collection presents a major obstacle to measuring, monitoring and ex-ante modelling of the bio-based chemicals sector, which clouds the ability to make science-based policy and legislative judgements. Employing a combination of different data sources and plausible assumptions, this paper seeks to overcome some of these data gaps through the compilation of a meaningful set of economic and sustainability indicators for specific bio-based chemical activities and products. Due to the variety of data sources employed for each indicator, a data quality index is constructed, whilst rigorous comparisons with other studies and further critical discussion reaffirms the general observation of poor data quality. Subject to these data and methodological limitations, this paper analyses the performance of bio-based chemical industries. As long as official data sources lack adequate information systems, the current paper serves as a springboard for lowering the data 'entry costs' behind this intricate sector, encouraging further knowledge-sharing and serving as a replication template for other regions. ; Published

Due to their high protein content, soybeans are important feedstuffs in the European Union (EU). However, the cultivation of soybeans using genetically modified (GM) varieties in non-EU countries is increasing and the EU authorization of GM products takes longer than in other countries, leading to an asynchronous approval between the EU and non-EU countries that might induce soybean trade disruptions. This paper uses an integrated modelling system to simulate Argentina, Brazil and the United States ending soybean exports to the EU. The impact on world trade and on the EU import prices of soy products is analysed with a computable general equilibrium model. EU soy imports are shown to decline, and the import price of soybeans in the EU increases. The effects on EU agricultural markets are analysed based on a partial equilibrium model. Feed costs in the EU are found to increase with poultry and pork the most affected: production and exports decline and imports increase. However, the effects of a trade ban are found to be less profound than in many other studies due to compensating substitution effects at various market levels: increasing imports from third countries, increasing domestic oilseed production and the use of other protein feeds.

The EU Bioeconomy Strategy, updated in 2018, in its Action Plan pledges an EU-wide, internationally coherent monitoring system to track economic, environmental and social progress towards a sustainable bioeconomy. This paper presents the approach taken by the European Commission's (EC) Joint Research Centre (JRC) to develop such a system. To accomplish this, we capitalise on (1) the experiences of existing indicator frameworks; (2) stakeholder knowledge and expectations; and (3) national experiences and expertise. This approach is taken to ensure coherence with other bioeconomy-related European monitoring frameworks, the usefulness for decision-making and consistency with national and international initiatives to monitor the bioeconomy. We develop a conceptual framework, based on the definition of a sustainable bioeconomy as stated in the Strategy, for a holistic analysis of the trends in the bioeconomy sectors, following the three pillars of sustainability (economy, society and environment). From this conceptual framework, we derive an implementation framework that aims to highlight the synergies and trade-offs across the five objectives of the Bioeconomy Strategy in a coherent way. The EU Bioeconomy Monitoring System will be publicly available on the web platform of the EC Knowledge Centre for Bioeconomy.
